A regular business meeting of the Reading Housing Authority was held on Monday,December 2,2013
at 5:30 P.M at the office of the Reading Housing Authority the town of Reading,Mass. The meeting was
called to order at 5:30 P.M.with the Chair,Karen L.Flammia presiding.Those members present and
forming a quorum were Diane Cohen,Timothy J.Kelley,Kevin Mulvey and Lynn Hodgdon as well as
the Secretary/Executive Director,Lyn Whyte.Kevin Mulvey was absent

14.052 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable
Check #4974-5033 Payroll Summary as presented for December, 2013. Section 8 Voucher
Program,#8790-8876 as presented.

14-053 VOTED: To certify receipt of monthly operating statements for all RHA programs for the
month end November,2013 of the current fiscal year.

14-054 VOTED: To approve and authorize Executive Director to sign one year contracts, July 1,
2013 through June 30,2014 with the accounting fain of Fenton,Ewald&Associates per agreements
and within current budget guidelines
Personnel Matters:
- Confirmation of submittal of Board Attendance to DHCD for month of December 2013 was provided to
Board.
Introduction of our new Board Member/Tenant Representative,Lynn Hodgdon.
Report of Programs:
Vacancy Report-Mitch Hudzik, State Program Coordinator provided her monthly report. At this time,
there is a vacancy in our elderly development and a vacancy in our state family development located
at Oakland/Waverly location. Process underway to verify eligibility of wait list applicants for each
unit.
- Sec 8 Report- Report provided by K. Rolli. RHA continues to maintain the program within the
monetary constraints that are still applicable due to ongoing budget cuts.
Resident Service Coordinator-Current Tannerville Newsletter provided.
Monthly Work Order/Maintenance Report for month of December 2013.
New Business:
- Executive Director provided a copy of our existing RHA Resolution of Organization (By-laws for
Board) per prior request of Board Member, Diane Cohen. The documentation appears to be standard
language used by neighboring housing authorities. Executive Director suggested that, if upon further
review by any member of board, any additional requests for change be presented at a subsequent
meeting.Otherwise,the current resolution will remain within our RHA policy manual.
- Executive Director requested board approval to enter into our FY2014 contract with our Fee
Accountant,Fenton,Ewald&Associates. A three percent increase has been proposed and that increase
is within DHCD budget guidelines for FY 2014.A motion was presented for approval.
- The Executive Director asked the Board to begin discussions on the implementation of a No Smoking
Policy for Reading Housing Authority. A number of current policies from varying agencies were
presented for review and discussion. The director will develop a plan to begin the development of a
policy to become effective in the near future. A survey will be conducted, followed by a resident
meeting to discuss the new rule change. Additional documentation will be made available for the
February 2014 meeting for further discussion.
Real Estate Matter:
- Update regarding the potential sale of Unit 110 at Gazebo Circle: A letter was forwarded to unit
owner, Ms. Mitchell relative to her desire to sell the unit, clear of any deed restrictions at the
affordable price. We have asked her to reconsider thet option. At this time, we have heard not
received a response from the owner.
Update on the potential sale of affordable 3-bedroom unit located at 914 Gazebo: Owner is in
process of looking for a new home and will officially inform us of her intention to sell once her
other plans are in place.
Update: Court action on tenant issue at one of our own RHA-Owned units. RHA has presented
an agreement for judgment for tenant to vacate upon expiration of her present lease or before
with her voucher intact at the present time. She agrees to maintain the unit, abide by her lease and
abide by the Section 8 program rules and regulations. Violation of either or lease or the Section 8
program will result in immediate action in this regard.
