MINUTES OF THE Regular BOARD MEETING.November 4.2013 2819 JUN 17 PM 5� 07 A regular business meeting of the Reading Housing Authority was held on Monday,October 7,2013 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading,Mass. The meeting was called to order at 5:40 P.M. with the Chair,Mary E.Connors presiding.Those members present and forming a quorum were Diane Cohen,Timothy J. Kelley,Karen L,Flammia and Kevin Mulvey as well as the Secretary/Executive Director, Lyn Whyte.Fee Accountants Teresa Ewald and Thomas Fowler were also present. Minutes Move Tim Second Karen Vote 5-0 14-034 VOTED: To accept for the record the Minutes of the Regular Business Meeting of October 7,2013,as presented. Finances Move Karen Second Diane vote 5-0 14-035 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #48944934 Payroll Summary as presented for October, 2013. Section 8 Voucher Program,#8622-8705 as presented. Finances Move Diane Second Tim Vote 5-0 14-036 VOTED: To certify receipt of monthly operating statemems for all RHA programs for the month end September,2013 of the current fiscal year. FY 2014 Budget Presentation -Our accountants,Fenton,Ewald&Associates,prepared the budget in accordance with DHCD budget guidelines. Tom Fowler made the presentation to the Board,noting that the Director would be inputting the numbers via the intemet on a secured web site for DHCD. FY 2014 4001 Budget Move Tim Second Karen Vote 5-0 14-037 VOTED: To approve and sign the FY 2014 4001 Budget as submitted. FY 2014 689 Budget Move Tim Second Diane Vote 5-0 14-038 VOTED: To approve and sign the FY 2014 689 Budget as submitted. 110 Gazebo Move Tim Second Karen Vote 5-0 14-039 VOTED: Authorized the Executive Director to inform the owner of 110 Gazebo Circle that the Reading Housing Authority declines its option to execute its right of refusal as it pertains to the resale of this affordable condominium known as Unit 110. Personnel Matters: - Confirmation of submittal of Board Attendance to DHCD for month of October 2013 was provided to Board. - Board Chair,Mary E.Connors informed the Board of her resignation effective 01/01/2014. Report of Programa: Vacancy Report- Mitch Hudzik, State Program Coordinator provided her monthly report. We had three turnovers in the elderly development. Two units have been leased and the third vacancy will be leased the first week of November. - Sec 8 Report- Semap letter for FYE June 2013 provided by K. Rolh. RHA has been designated as a High Performer. Congratulations to Kathy Rolli for a job well done to maintain this program during difficult economic times. Resident Service Coordinator-Current Tannerville Newsletter provided. - Monthly Work Order/Mamentance Report for month of October 2013. New Business: The budget for fiscal year 2014 was presented by our fee accountants for review and approval. The budget has been adjusted accordingly to reflect any changes requested for the state programs per DHCD guidelines along with mandated HUD funding changes. As a result of reduced funding, the RHA will most likely experience a deficit in the Section 8 program this year. Future budget funding for this program is unknown at this time. Precautionary measures are being taken into consideration in order to protect the overall financial well being of the agency. In order to address expected funding shortfalls,an administrative part-time position is being eliminated. Routine hard costs that are beyond our control, namely, benefits, insurance and utilities have continued to rise and expected income derived from rents has decreased resulting in a shift of other routine costs. Options to address this matter were limited. We hope that further changes the first of the calendar year 2014 will not affect us further. The Board thanked Ms. Ewald and Mr. Fowler for their time in presenting the budget and addressing any questions. Motions were made to approve each budget as presented and all required certification documentation was signed by all board members for submittal to DHCD for their final approval. - Correspondence from Greater Boston Properties, Management Company for our Schoolhouse units indicates no increase for FY2014 to the monthly condominium fee. - Correspondence for HAI Group, our insurance vendor for state properties,expressed their appreciation of our efforts to maintain a "Low Loss Ratio"based on three years of premium and loss data. Real Estate Matter: - RHA-Owned Property Issue: Court action continues for the termination of a lease for a unit located at one of our Gazebo locations. RHA legal counsel, Latham &Latham has informed the RHA office of an impending court date of November 14, 2013 to address this issue. Executive Director will keep Board informed of said action. - Resale of affordable unit at Gazebo Circle: At this time,there has been no change in the status of Unit 110 request to sell. Upon speaking with the owner, she has indicated that no one notified of potential sale has come forward to view the unit. As of November 7,2013,RHA must inform her of our decision to purchase the unit or opt out on our option of right of fust refusal per deed language. Upon further discussion and in conjunction with the impact of a reduced budget, the Board presented a motion not to purchase the unit. The Executive Director will inform RHA legal counsel of our decision along with notification to the owner so that the resale process can continue.Further updates will be provided on this ongoing process.
