READING HOUSING AUTHORITY R E '\P!H C, MA' MINUTES OF THE Regular BOARD MEFTR`IO October 7.20132819 JUN ' PH 5' 01 A regular business meeting of the Reading Housing Authority was held on Monday,October 7,2013 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading,Mass. The meeting was called to order at 5:38 P.M.with the Chair,Mary E.Connors presiding.Those members present and forming a quorum were Diene Cohen,Timothy J.Kelley,Karen L,Flammia and Kevin Mulvey as well as the Secretary/Executive Director,Lyn Whyte. Minutes Move Tim Second Kevin Vote 5.0 14-030 VOTED: To accept for the record the Minutes of the Special Business Meeting of September 23, 2013,w presented. Finances Move Tim Second Diane vote 5-0 14-031 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #4848-4893 Payroll Summary as presented for September,2013. Section 8 Voucher Program,#8537- 8621 as presented. Flounces Move Kevin Second Diane Vote 5-0 14-032 VOTED: To certify receipt of monthly operating statements for all RHA programs for the month and August 2013 of the current fiscal year. PersongelMatters Confirmation of submittal of Board Attendance to DHCD for month of September 2013 was provided to Board. Renort of Programs: Vacancy Report-Mitch Hudzik,State Program Coordinator provided her monthly report. . - Sec 8 Report-Report provided by K.Rolli - Resident Service Coordinator-Current Tannerville Newsletter provided. Monthly Work Order/Maintenance Report for month of September 2013. New Business: - Final draft of correspondence from RHA to Zoning Board regarding our support of the Ards Senior Living project was provided to the Board. The letter was prepared summarizing actions taken by the RHA Board at our special joint meeting held on September 23rd and reviewed by Tim Kelley before forwarding to the Reading board for their scheduled meeting held on October 3. The Executive Director informed the Board that RHA has submitted application to DHCD for potential sustainability, initiatives for FY 2014. These grants may provide additional funding to the housing authority to 1) install windows at our 705-2 Pleasant/Parker family development and 2)replace exterior and interior hallway lighting throughout our elderly complex. Real Estate Matter: Resale of Garage E at Summit Village/Gazebo complex has been finalized. Brad Latham, RHA legal counsel filed all appropriate documentation on our behalf. - At this time, there have been no further updates regarding prior month notification from Summit Village Condo Tnut related to the potential foreclosure on an affordable unit. RHA legal counsel,Latham&Latham represents the RHA in this matter and has responded accordingly. An affordable unit at Gazebo Circle, namely Unit 110, is presently available for resale at a price of$176,000. Efforts are being made to find an appropriate buyer for the property. The Board discussed the resale procedures and their potential "right of first refusal" if a buyer cannot be located. A financial spreadsheet with potential hard and soft costs noted was presented to the board regarding our option to purchase if a buyer cannot be located. Budget constraints,sequester cuts and potential lease-up options were fully discussed. At this time, the Board decided to postpone any decision regarding the option to execute that right until its next board meeting in early November. Latham&Latham is representing the RHA in this matter. The Executive Director updated the Board on our continued efforts as a landlord to terminate an existing lease of a tenant at one of our Gazebo Circle units due to violations other than non- payment of rent. Latham & Latham represent the RHA on this matter. Upon serving notice to quit, tenant engaged Boston Legal Services indicating that the information we have is "incorrect". Attorney for the tenant indicated that documentation would be provided to our legal counsel to support her claims. At this time,our counsel has received no documentation to offset our information and attempts to reach tenant counsel have been unsuccessful. Landlord action for cause, other than non-payment, is difficult to address in court and options were discussed fully.
