READING RECREATION COMMITTEE MINUTES
September 09,2009 Town Hall Conference Room
Attendance: Bernie Winne, Chairman, Frank Driscoll, Rec. Committee Member, Kate Kammer,
Rec. Committee Member, Beth Claroni, School Committee Rep., Mary Ellen Stolecki,Vice
Chairmen,Nancy-Linn Swain,Rec. Committee Member, Chris Campbell, Rec. Committee
Member, Joe Rossetti,Associate Member, John Feudo, Recreation Administrator
B. Winne called the meeting to order at 7:04 PM.
C. Campbell made a motion to accept the June 10th Recreation Committee minutes. N. Swain
seconded the motion. Motion passed in favor of acceptance 6-0-0.
K. Kaminer made a motion to accept the August 12" Recreation Committee minutes. F. Driscoll
seconded the motion. Motion passed in favor of acceptance 6-0-0.
Field Fees/Schedule Sub-Committee
J. Feudo stated after the discussion from the prior months meeting regarding the proposed changes
from the Field Sub-Committee, he felt the system proposed seemed to be most advantageous. Many
of the other concepts seemed to need micro management and would make collection of fees more
difficult. The proposal was the following:

N. Swain asked if this was a double standard for adults versus youth. J. Feudo felt that the issue
was with the youth programs and not with the adult programs. He also sited that the adults need to
draw from other communities often to run a team or league as there aren't as many participants to

choose from. At the youth level,the fields we already tight without extending the invite to out of
town participants.
M. Stolecki asked if the adult softball fee is comparable to the fees in other communities. C.
Campbell said it was hard to really judge that as teams get sponsors, some teams get more of a
sponsorship funds than others. He added this change will cost some teams close to $2000 to
participate.
C. Campbell made a motion that the Recreation Committee change the definition of Reading
Resident to include any person that; lives in Town, works in Town, attends school in Town,or
graduated from HS in Reading school systems. F. Driscoll seconded the motion. Motion passes in
favor by a vote of 5 -1-1.
K. Kammer made a motion that the Recreation Committee amend to the current Field Fees
policy/schedule for In-Town organizations to include a fee of $100/$120 for each Non-Reading
resident participant in a Reading League. B. Claroni seconded the motion. Motion passes in favor
by a vote of 5-0-2.
John Halsey—Intercity League Baseball Team
John Halsey from the Reading Baseball Club presented his desire to bring an Inter-City League
Baseball team to Reading. Mr. Halsey spoke about his background with the in-town organizations.
He stated there is a need for baseball post HS and an intercity league team could fill that void. He
stated that he has been awarded a franchise, pending the ability to get field space in Reading. He
presented support letters from Reading Babe Ruth, Reading Legion and the HS Baseball Coach.
The Recreation Committee asked several questions regarding timing and game commitments. Mr.
Halsey stated the team would require about 15 or 16 home games. He was willing to move the
early season games in May and June to away sites to allow for HS and RBR to complete their
seasons. Typically in the summer, they would expect 1 —2 games per week.
F. Driscoll made a motion to accept the Intercity League team and allow the Recreation
Administrator to schedule them as needed in Spring/Summer of 2010. C. Campbell seconded the
motion. Motion passes in favor accepting the Intercity league team and allow the Recreation
Administrator to schedule them as needed in Spring/Summer of 2010 by a vote of 6-0-1.
Administrator's Report:
J. Feudo gave a brief overview of the Fall 2009 Recreation Magazine.
J. Feudo mentioned that Boys A Travel Basketball would be privatizing again. Carl McFadden
would be running his own A teams for 6d'-8d'grade.
J. Feudo stated he is looking for several volunteers for registration day on October P. C.
Campbell, K. Kaminer and F. Driscoll all indicated they would be interested.
J. Feudo stated he will also be looking for volunteers for the Halloween Parade on October 25d'at
Coolidge Middle School.

K. Kaminer thanked the committee for approving the Breast Cancer Tennis Tournament. It will be
held on Saturday, September 26'x. The complete proceeds will go directly to the cause with all the
expenses underwritten by the Friends of Reading Tennis.
J. Feudo discussed the R.U.F.F.S program. This is a new program to help educate the public and
create awareness about the cleanliness of parks as it relates to animal waste. RUFFS is short for
Residents Using Fields and Facilities Safely. The program was contributed by a ITS student whom
worked as an intern for the Town Manager's office this past summer.
Sub-Committee Reports
RCASA
N. Swain reported that the Town of Reading received a waiver from DEA to take narcotics to be
locked up. The Annual meeting will be on Oct. 1 st at the Library. N. Swain mentioned RCASA
has added a new member whom is a pharmacist from Hallmark Health. TV PSA's coming soon.
M. Stolecki made a motion to adjourn. N. Swain seconded the motion. Motion passed in favor of
adjournment by a vote of 7-0-0.
Meeting adjourned at 8:35 PM.
