HomeMy WebLinkAbout2001-04-19 Zoning Board of Appeals Minutes - Draft DRAFT TOWN OF READING ZONING BOARD OF APPEALS MINUTES OF APRIL 19, 2001 MEMBERS PRESENT: MICHAEL LARKIN JOHN JAREMA EDMUND BALBONI SUSAN MILLER A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street, Reading,Massachusetts at 7:00 PM. Building Inspector Glen Redmond and Town Planner Anne Krieg were also in attendance. Chairman Michael Larkin notified the petitioners for Case#01-07, Case#01-08, and Case 901-09,that due to a procedural defect in the posting of the public hearing, their cases would be postponed until May 17, 2001. The Town will pay for all administrative costs, including newspaper postings and notification of abutters. Sally Hoyt thanked the Board for the courtesy they have shown her as the liaison for the Selectmen. She congratulated the members"on a job well done'. Case#01-05 A continuance on the Public Hearing on the petition of John Blake who seeks a variance/special permit/appeal of the decision of the Building Inspector under Section 4.2.2/2.2.1/6.3.2 of the Zoning By-laws in order to renovate the existing detached structure for use as a family room on the property located at 291 South Street, Reading, MA, The petitioner submitted floor plans and a letter, dated April 19, 2001, stating the purpose of their renovations. It is a barn structure that needs repair and can not be used as a garage. The structure will be heated. The affidavit states the use will be incidental and not livable space. On a motion by John Jarema, seconded by Edmund Balboni, the Zoning Board of Appeals voted to overturn the Building Inspector's decision that the proposed changes to the detached barn/garage were not incidental to the principal use based on the affidavit and the plans submitted by the petitioner. Any additional modification as to the use needs to be returned to the Zoning Board of Appeals for further review. The motion was approved by a vote of 3-0-0. The petitioner requested to withdraw their request for a variance/special permit. Zoning Board of Appeals Mantes of 4/19/01 page 2 On a motion by John Jarema, seconded by Edmund Balboni,the Zoning Board of Appeals voted to approve the request to withdraw, without prejudice, the petition of John Blake for the property at 291 South Street, Reading, MA, the request for a special permittvariance under Sections 4.2.2, 2.2.1, and 6.2 of the zoning by-laws. The motion was approved by a vote of 3-0-0. On a motion by John Jarema, seconded by Edmund Balboni,the Zoning Board of Appeals voted to approve the minutes of their February 1, 2001 hearing. The motion was approved by a vote of 3-0-0. On a motion by John Jarema, seconded by Edmund Balboni, the Zoning Board of Appeals voted to approve the minutes of their February 15, 2001 hearing. The motion was approved by a vote of 3-0-0. On a motion by John Jarema, seconded by Edmund Balboni, the Zoning Board of Appeals voted to approve the minutes of their March 1, 2001 hearing, as amended. The motion was approved by a vote of 3-0-0.
