MINUTES OF FEBRUARY 7, 2002

A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of
the Town Hall, 16 Lowell Street,Reading, Massachusetts at 7:00 PM. Building Inspector
Glen Redmond and Town Planner Anne Krieg were also in attendance.
Case#02-02
A Public Hearing on the petition of Anthony Fresco who seeks an appeal from the
decision of the Building Inspector under section 7.4 and/or a variance from Section
2.2.1/4.2.2/4.3.2 of the Zoning By-laws in order to finish the 2" floor of a detached
garage.
Chairman Michael Larkin swore in the applicants.
L' Mr. Fresco stated he has built a three car garage on the rear of his property. The first floor
�l has a concrete floor,natural gas heater, finished walls and ceiling.
Mrs. Fresco stated she sent 25 letter to the abutters requesting their approval to finish the
second floor. She received 22 replies with no objection. Glen Redmond stated the zoning
by-law does no allow it unless the use is incidental to the main area. The applicant's
proposed use is a work shop and an office. Glen is concerned with the use. He stated it
can not be habitable space.
Mr. Fresco stated the first floor plumbing consists of a toilet and a sink. The first floor is
heated. They anticipate the heat from the first floor will travel up to heat the second floor.
Robert Redfern asked the petitioner if he would be using the garage for business. The
petitioner replied he will store some of his tools there. That is why he made the garage
that large. They will store one car and have one bay.
Edmund Balboni stated he has reservations about the use. It would not take much to
convert it into a residence. He also questioned why it was built so far from the main
house.
Mr. Fresco stated he is only requesting to sheet rock the second floor.

On a motion by Edmund Balboni, seconded by Susan Miller, the Zoning Board of
Appeals voted to overrule the Building Inspectors decision on Anthony Fresco for the
property located at 33 Forest Street and to allow the applicants request of the incidental
use of the garage and to complete the second floor as shown on the plans dated December
27, 2001 by A.F.I. Pipes showing a wood shop.
The motion was approved by a vote of 3-0-0.
On a motion by Edmund Balboni, seconded by Susan Miller,the Zoning Board of
Appeals voted to accept the applicants request to withdraw their request for a variance
under Section 2.2.1/4.2.2/4.3.2 of the Zoning By-laws.
The motion was approve by a vote of 3-0-0.
Old/New Business
Anne Krieg reviewed the Comprehensive Permit rules. The Board members request that
members from the other boards attend the Comprehensive Permit meetings.
On a motion by Edmund Balboni, seconded by Susan Miller,the Zoning Board of
Appeals voted to accept the Comprehensive Permit rules as amended.
The motion was approved by a vote of 3-0-0.
On a motion by Edmund Balboni, seconded by Susan Miller, the Zoning Board of
Appeals voted to close the public hearing at 9:10 PM.
The motion was approved by a vote of 3-0-0.
