HomeMy WebLinkAbout1970-07-20 Board of Public Works Minutes JULY 20, 1970 ' MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT 7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING. PRESENT WERE CHAIRMAN WHITE AND SUPERINTENDENT LOUANIS. MESSRS. WHITE AND LOUANIS CONFERRED WITH BRIAN ROGAN, PROJECT MANAGER OF METCALF & EDDY, INC. REGARDING DELAY OF APPROXIMATELY TWO MONTHS ON THE SECOND PHASE OF THE INCINERATOR. A DISCUSSION ENSUED. THE ITEM WAS LAID ON THE TABLE. THE MEETING ADJOURNED TEMPORARILY AT 8:00 P.M. TO MEET AS THE BOARD OF SURVEY. ' MEETING RECONVENED AT 8:10 P.M. THE DISCUSSION ON THE INCINERATOR CONTINUED. IT WAS AGREED THAT A LETTER WOULD BE SENT TO X.R. HOGAN BY THE BOARD OF PUBLIC WORKS REQUESTING THAT METCALF & EDDY, INC. CONTACT COMBUSTION ENGINEERING, INC. AND ASCERTAIN WHAT CAN BE DONE TO MAKE UP THE TIME LOST BECAUSE OF THE INABILITY OF COMBUSTION ENGINEERING TO MEET THE TERMS OF THE CONTRACT, AND ADVISE THE BOARD OF PUBLIC WORKS OF THE RAMIFICATIONS, ESPECIALLY IN VIEW OF THE COSTS TO THE TOWN OF READING. ALSO, ARRANGE FOR A MEETING THE WEEK OF JULY 27 WITH THE FOLLOWING PEOPLE: JOHN P. TULLY, R. R. SCHMIDT, tLEO COHAN, BRIAN R. HOGAN, PHILIP GIANTRIS, NATHAN C. WHITE AND E. ROGER LOUANIS. MESSRS. WHITE AND LOUANIS ATTENDED A HEARING HELD IN ROOM 2 AT 8:30 P.M. REGARDING THE CONSTRUCTION UNDER THE BETTERMENT ACT OF A BITUMINOUS CONCRETE SIDE- WALK ON THE WESTERLY SIDE OF CHARLES STREET FROM WAKE- FIELD STREET TO HAVERHILL STREET. SIX PERSONS ATTENDED THE HEARING. PLOWING AND SHOVELLING OF SIDEWALKS WERE DISCUSSED. FOUR PERSONS VOTED IN FAVOR AND TWO WERE OPPOSED. NO ACTION WAS TAKEN. PUBLIC HEARING WAS HELD IN ROOM 2 AT 9:00 P.M. REGARDING THE PETITION OF THE READING MUNICIPAL LIGHT DE- PARTMENT TO INSTALL UNDERGROUND CONDUIT IN THE FOLLOWING LOCATIONS: LOWELL STREET - FR ox PARXMAN ROAD, SOUTHERLY SIDE OF STREET APPROXIMATELY 1346 ' TO PROPOSED MANHOLE EAST OF BEVERLY ROAD THEN APPROX- IMATELY 148 ' TO EXISTING MANHOLE ON NORTHERLY SIDE OF STREET THENCE 470 ' TO PROPOSED MANHOLE OPPOSITE CAUSEWAY ROAD, A TOTAL OF APPROXIMATELY 1966' CONDUIT -WITH 6 INTERVENING MANHOLES. CONDUITS TO CONSIST OF 4 - 5 " CONDUITS ENCASED IN CONCRETE, 2 - 5 " CONDUITS FROM EXISTING MANHOLE #1 TO PROPOSED MANHOLE #2A ACROSS B & M RR BRIDGE, THENCE ACROSS LOWELL STREET NH 2 AND MH 2A TO CAUSEWAY ROAD. PARKMAN ROAD - FROM. PROPOSED MANHOLE ON LOWELL STREET OPPOSITE PARXMAN ROAD, SOUTHERLY SIDE TO EXISTING POLE #14711 ON PARXMAN ROAD AP- PROXIMATELY 157 ' - 4 - 5 " CONDUITS ENCASED IN CONCRETE. PILGRIM ROAD - FROM PROPOSED MANHOLE ON LOWELL STREET OPPOSITE PILGRIM ROAD] SOUTHERLY SIDE TO EXISTING POLE #16916 ON PILGRIM ROAD AP- PROXIMATELY 157 ' 4 - 5 " CONDUITS ENCASES IN CONCRETE. WEST STREET - FROM READING - WILMINGTON TOWN LINE SOUTHERLY TO PROPOSED MANHOLE THENCE 150 ' TO PROPOSED MANHOLE ALL ON EASTERLY SIDE OF STREET, 4 - J " CONDUITS ENCASED IN CONCRETE. FROM POLE #98198 TO POLE 98197, EASTERLY SIDE OF STREET 120 ' 2 - 5 " CONDUITS ENCASED IN CONCTETE. TWO PERSONS ATTENDED THE HEARING. JAMES H. RLOMLEY, JR. REPRESENTED THE LIGHT DEPARTMENT AND ANSWERED TECHNICAL QUESTIONS. ONE PERSON VOTED IN FAVOR AND ONE NON- COMMITTAL. IVO ACTION WAS TAKEN. MEETING ADJOURNED AT 9:30 P.M.
