' MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING.
PRESENT WERE CHAIRMAN WHITE, BOARD MEMBERS
FLORENCE, HODGKINS AND WATT AND SUPERINTENDENT LOUANIS.
MINUTES OF PREVIOUS MEETING READ AND APPROVED.
READ NOTICE OF CLOSING OF THE WARRANT FOR THE
SPECIAL TOWN MEETING TO BE HELD JUNE 15. ARTICLES MUST
BE FILED IN THE SELECTMEN 'S OFFICE NOT LATER THAN 8:00
P.M. , JUNE 4.
READ LETTER FROM THE BOARD OF SELECTMEN REQUEST-
ING RECONSIDERATION OF THE INSTALLATION OF A 6-INCH WATER
' MAIN INTO THE DUMP AND THE FIRE HAZARDS INVOLVED AT THE
TOWN DUMP. THE BOARD DISCUSSED THE FIRE SERVICE. THE
ITEM WAS LAID ON THE TABLE.
PUBLIC HEARING WAS HELD AT 8:00 P.M. IN REGARD
TO THE PROPOSED ESTENSION OF THE MYSTIC VALLEY GAS COMPANY
MAIN IN GOVERNORS DRIVE WHICH RUNS NORTHERLY FROM SALEM
STREET TO A DEAD END. , MR. LEWIS STOCKWELL REPRESENTED THE
GAS COMPANY. MR. FLORENCE MOVED, Na. HODGKINS SECONDED
AND IT WAS VOTED TO APPROVE THE REQUEST. THE BOARD SIGNED
THE PLAN.
' THE BOARD REVIEWED THE FUEL BIDS WHICH WERE
OPENED AND READ ON MAY 18 FOR TOWN REQUIREMENTS AND TO BE
AWARDED BY THE BOARD OF SELECTMEN, THE SUPERINTENDENT
QUESTIONED WHETHER THE SPECIFICATIONS WERE WRITTEN FOR
LOW SULPHUR CONTENT AS MAY BE REQUIRED BY THE NEW STATE
LAW, OR CAN AN INCREASED COST BE ANTICIPATED, IT WAS
NO SECONDED AND VOTED THAT THE SELECTMEN BE ADVISED
TO AWARD THE CONTRACT TO THE LOW BIDDERS FOR FUEL ONLY.
READ LETTER FROM THE BOARD OF SELECTMEN ENCLOS-
ING LETTER FROM ANEST L. HIGRO REGARDING THE PURCHASE OF
TWO AREAS OF LAND PRESENTLY OWNED BY THE TOWN OF READING
WHICH ANTONIO PALLOTTA IS DESIROUS OF PURCHASING . MR.
WATT MOVED, IT WAS SECONDED AND VOTED TO NOTIFY THE BOARD
OF SELECTMEN THAT IT WAS THE FEELING OF THE BOARD NOT TO
RELEASE THE LAND FOR HOUSE LOTS BUT TO CREATE A PARK. IT
WAS SUGGESTED THAT THE PARK BE DEDICATED TO THE MEMORY OF
MAURICE H. DONEGAN, FORMER TREE WARDEN.
READ LETTER FROM .TAMES DALLAS, DIRECTOR, BUREAU
OF .AIR USE MANAGEMENT WHICH STATED THAT PRELIMINARY APPROVAL
IS GIVEN FOR THE PROPOSED MUNICIPAL INCINERATOR. IT WAS
ACCEPTED AS A POINT OF INFORMATION. ' I
READ LETTER FROM THE RESIDENTS OF BI AND 63
WASHINGTON STREET REQUESTING THAT A CHAIN LINK FENCE BE
ATTACHED TO THE END OF THE TENNIS COURTS AT WASHINGTON
PARK AND TO THE END OF THE FENCE WHICH THE TOWN OWNS ALONG
THE BACK OF THE HOUSE TO PREVENT PEOPLE FROM USING THE
STRIP OF LAND AS A ROADWAY AND PARKING LOT. MR. FLORENCE
MOVED, MR. WATT SECONDED AND IT WAS VOTED TO PLACE LARGE
BOULDERS ON TOWN PROPERTY NEAR WASHINGTON STREET WHICH
WILL PREVENT CARS FROM PARKING ALONGSIDE THE PROPERTY.
READ LETTERS FROM COMBUSTION ENGINEERING, INC.
TO METCALF & EDDY, INC. AND FROM METCALF d- EDDY. INC. TO
COMBUSTION ENGINEERING, INC. REGARDING TIMETABLE ON SHOP
DRAWINGS. IT WAS AGREED THAT A LETTER WOULD BE SENT CEN-
SORING COMBUSTION ENGINEERING, INC. ON ITS PERFORMANCE
AND REFUSING TO APPROVE NEWS RELEASE WHICH MR. KLIMAS HAD
REQUESTED.
READ NOTE FROM THE SUPERINTENDENT IN REGARD TO
HIS MEETING WITH MR. GERRY, ADMINISTRATIVE ASSISTANT, FROM
LYNNFIELD ON MAY 22. MR. GERRY EXPRESSED STRONG INTEREST
IN THE POSSIBILITY OF USING THE TOWN OF READING 'S PROPOSED
INCINERATOR. IT WAS ACCEPTED AS A POINT OF INFORMATION.
READ LETTER FROM MRS. MARGARET COX, 17 EATON
STREET, REGARDING HER INABILITY TO OBTAIN A PERMIT FOR THE
DUMP TO DEPOSIT WOOD FROM THE DEMOLITION OF A BUILDING.
THE BOARD DISCUSSED OUT-OF-TOWN COMMERCIAL DUMPERS AND THE

ENFORCEMENT OF THE RULES AND REGULATIONS. IT WAS AGREED
THAT THE RULES AND REGULATIONS WOULD BE REVISED AND REPUB-
LISHED.
THE BOARD OF SELECTMEN JOINED THE MEETING TO

DISCUSS THE INSTALLATION OF A G-INCH WATER MAIN INTO THE
TOWN DUMP. MR. KENNEY SPOKE FOR THE SELECTMEN AND THE
NEED FOR THE PROTECTION. ALSO DISCUSSED WAS THE NEED OF
A POLICE OFFICER AT THE DUMP TO ENFORCE THE RULES. MR.
WHITE SUGGESTED THAT THE BOARD OF PUBLIC WORKS INSTALL THE
FIRE SERVICE AND THE BOARD OF SELECTMEN THE NECESSARY
POLICE PROTECTION. THE POLICE CHIEF WILL BE CONSULTED BY
THE SELECTMEN. MR. HODGKINS MOVED, MR. WATT SECONDED AND
IT WAS VOTED TO INSERT AN ARTICLE IN THE SPECIAL TOWN
MEETING WARRANT REQUESTING ADDITIONAL MONEY FOR THE DUMP.
