PRESENT WERE CHAIRMAN WHITE, SECRETARY COCHRANE, BOARD MEMBERS FLORENCE, HODGKINS AND WATT AND SUPERINTENDENT LO UANI S. I MINUTES OF PREVIOUS MEETINGS READ AND APPROVED. READ LETTER FROM THE LEAGUE OF WOMEN VOTERS EXPRESSING THEIR APPRECIATION FOR THE ASSISTANCE FROM THE DEPARTMENT ON THEIR LOCAL STUDY. IT WAS ACCEPTED AS A POINT OF INFORMATION. READ LETTER FROM MRS. THELMA ATHEARN, CHAIRMAN, CIVIC BEAUTIFICATION, READING GARDEN CLUB, REQUESTING APPROVAL OF A PROPOSED PLAN FOR THE VILLAGE GREEN TRIANGLE ! ON MAIN STREET BETWEEN THE RAILROAD TRACKS AND WASHINGTON STREET. THIS ENTAILS THE PLANTING OF A TREE AND FLOWERS WHICH TAKE CARE OF THEMSELVES. MR. WATT MOVED, MR. `! COCHRANE SECONDED AND IT WAS VOTED TO GRANT THE GARDEN ' CLUB PERMISSION AND THE DEPARTMENT BE AUTHORIZED TO ASSIST IN THE PLANTING. THE BOARD REVIEWED THE BIDS ON THE CONSTRUCTION OF SEWERS, FORCE MAIN AND PUMPING STATION, ETC. OPENED ON MARCH 23, 1970: FANTONI CO. ,INC. , FRAMINGHAM $499, 900. 00 0. Na. FLORENCE MOVED, HR. HODGKINS SECONDED AND IT WAS VOTED TO AWARD THE CONTRACT TO THE LOW BIDDER, FANTONI CO. , INC. IN THE AMOUNT OF $499, 900. 00. MR. FLORENCE LEFT THE MEETING TO CONDUCT A HEAR- ING AT B:00 P.M. IN THE AUDITORIUM OF THE COMMUNITY CENTER, 52 SANBORN STREET, READING, REGARDING THE PROPOSED EXTEN- SION OF THE MAIN TRUNK SANITARY SEWER IN THE FOLLOWING STREETS: EVERGREEN ROAD - COMPLETE FREMONT STREET - WEST STREET TO No. 36 GLEASON ROAD - GREENWOOD ROAD TO MACINTOSH ROAD GREENWOOD ROAD - COMPLETE HIGH STREET - DUDLEY STREET TO MIDDLESEX AVENUE , HILLCREST ROAD - No. 49 To No. 55 JUNIPER CIRCLE - COMPLETE MACINTOSH ROAD —COMPLETE MAPLE RIDGE ROAD - ASH HILL ROAD To BALSAM ROAD RICHARDS ROAD - COMPLETE TIHBERNECK DRIVE - CHARLES STREET To TAMARACK ROAD WAKEFIELD STREET - No. 138 To TAMARACK ROAD EIGHTY-TWO PERSONS ATTENDED THE HEARING. MR. FLORENCE ANSWERED ROUTINE QUESTIONS AND ENGINEERING PERSONNEL ANSWERED TECHNICAL QUESTIONS AT THE CONCLUSION OF THE HEAR- ING. FLORENCE RETURNED TO THE TOWN BUILDING. AT A MEETING BEING HELD CONCURRENTLY AT THE TOWN BUILDING, THE FOLLOWING BUSINESS WAS TRANSACTED. MR. WATT BROUGHT UP THE NEED FOR REVIEWING THE .SEWER FRONTAGE ASSESSMENT IN LIGHT OF THE SUBSTANTIAL COST PER LINEAL FOOT AND IT WAS AGREED THAT THE SUPERINTENDENT WOULD PRESENT A REPORT TO THE BOARD IN REGARD TO A PROPOSED NEW ASSESSMENT. ' BOARD MEMBERS WERE APPOINTED TO THE FOLLOWING COMMITTEES: WILLIAM H. WATT NEW SCHOOL BUILDING COMM. NATHAN C. WHITE RECREATION COMMITTEE GEORGE W. COCHRANE SCHOOL SITE COMMITTEE DONALD E. FLORENCE PLANNING BOARD 'S MASTER PLAN STUDY MR. WHITE REPORTED TO THE BOARD THAT HE HAD CON- TACTED THE CHAIRMAN OF THE WAKEFIELD BOARD OF PUBLIC WORKS AND DISCUSSED THE POSSIBILITY OF HAVING A MEETING WITH THEM REGARDING THEIR PARTICIPATION IN THE USE OF THE PRO- POSED INCINERATOR. THE CHAIRMAN of THE BOARD OF PUBLIC WORKS SUGGESTED THAT A JOINT MEETING IN READING, INCLUDING THE WAKEFIELD INCINERATOR COMMITTEE, WOULD BE DESIRABLE. i IT WAS AGREED THAT THE SUPERINTENDENT WOULD SCHEDULE A MEETING ON APRIL 27. TOWN COUNSEL JOINED THE MEETING. MRS. M. ALICE HULTGREN, 179 GREEN STREET, RE- - QUESTED PERMISSION TO DISCUSS WITH THE BOARD THE PROBLEM OF SURCHARGED SEWERS IN HER NEIGHBORHOOD AND REQUESTED SOME SOLUTION TO THE PROBLEM. THE BOARD REVIEWED AND DIS- CUSSED CORRESPONDENCE BETWEEN THE M.D. C. AND THE SUPER- INTENDENT IN 1969 AND THE MATTER OF GROUND WATER INFILTRA- TION AND OPEN TRAPS IN CELLARS. IT WAS AGREED THAT A PUBLIC RELATIONS CAMPAIGN WOULD BE CONDUCTED TO ALLEVIATE THE PROBLEM BY NOTIFICATION IN THE LOCAL PAPER AND THROUGH j SEWER BILLINGS. READ LETTER FROM METCALF & EDDY, INC. CONTAINING RECOMMENDATION THAT THE CONTRACT FOR FURNISHING AND ERECTING TWO REFUSE BURNING SYSTEMS BE AWARDED TO COMBUSTION ENGI- NEERING, INC. , 1, 000 PROSPECT HILL ROAD, WINDSOR, CONNECTI- CUT, LOW BIDDER IN THE AMOUNT OF $950, 048. 00. THE RECOMMENDATION WAS MADE IN LIGHT OF A LETTER RECEIVED FROM COMBUSTION ENGINEERING, INC. WHICH STATED THAT ANY NOTATION IN THEIR BID WAS NOT INTENDED TO LESSEN THEIR RESPONSIBILITY TO PERFORM UNDER THE SPECIFICATIONS. MR. FLORENCE MOVED, MR. WATT SECONDED AND IT WAS , VOTED TO AWARD THE CONTRACT TO THE LOW BIDDER, COMBUSTION ENGINEERING, INC. MR. PHILIP GIANTRIS OF METCALF & EDDY. INC. JOINED THE MEETING AND WAS ADVISED OF THE BOARD 'S ACTION ON AWARDING THE CONTRACT. TOWN COUNSEL ADVISED THE BOARD THAT THE CONTRACT HAD HIS APPROVAL. MR. GIANTRIS PRESENTED A TIMETABLE AS FOLLOWS: 15 MAY - RECEIPT OF SHOP DRAWINGS 15 JUNE - ADVERTISING THE SECOND CONTRACT 15 JULY - PHYSICAL SIGNING OF SECOND CONTRACT THE BOARD DISCUSSED INSTALLATION OF THE SANITARY SEWER. MR. FLORENCE MOVED, IT WAS SECONDED AND VOTED TO INSTALL THE SANITARY SEWER IN THE STREETS OUTLINED IN THE PROGRAM WITH THE EXCEPTION OF MACINTOSH ROAD. ' MR. COCHRANE AS SECRETARY SIGNED LETTER OF AUTHORIZATION OF NATHAN C. WHITE, AS CHAIRMAN, TO WPC AND WRC (NORTHEAST INTERCEPTOR SEWER - SEE ATTACHED LETTER . THE BOARD SIGNED THE FOLLOWING : LETTER TO STATE DISTRICT HIGHWAY ENGINEER FOR CHAPTER 768 FUNDS BILLROLL DATED APRIL S PAYROLL FOR THE PERIOD MARCH 30 THROUGH APRIL 5 IT WAS MOVED, SECONDED AND VOTED TO CONTINUE THE MEETING IN EXECUTIVE SESSION TO DISCUSS PERSONNEL PROBLEMS. IT WAS MOVED, SECONDED AND VOTED THAT THE SUPERINTENDENT 'S RECOMMENDATION BE FOLLOWED AND CLARENCE E.
