MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:00 P.M. IN ROOM 16, MUNICIPAL BUILDING.
PRESENT WERE CHAIRMAN WHITE, SECRETARY COCHRANE,
BOARD MEMBERS FLORENCE, HODGKINS AND WATT, SUPERINTENDENT
LOUANIS, FINANCE SUBCOMMITTEEMAN LLOYD CHAPMAN, AND METCALF
ft EDDY 'S REPRESENTATIVE, PHILIP GIANTRIS.
PIR. GIANTRIS WAS REQUESTED TO MAKE HIS REPORT TO
THE BOARD REGARDING THE BIDS ON THE TOWN S PROPOSED IN-
CINERATOR RECEIVED ON MARCH 9. MR. GIANTRIS STATED THAT
METCALF & EDDY BELIEVED THE BIDS WERE NON-RESPONSIVE IN
THAT THEY TOOK MANY EXCEPTIONS TO THE SPECIFICATIONS AND
' SUBSTITUTED THEIR OWN SPECIFICATIONS FOR THOSE IN THE
TOWN S PROPOSAL . HE STATED THAT BOTH COMBUSTION ENGINEER-
ING AND D. ANTONELLIS, INC. TOOK SIMILAR EXCEPTIONS TO THE
DOCUMENTS SINCE BOTH COMPANIES WERE BIDDING ON A COM-
BUSTION ENGINEERING COMBUSTOPAK INCINERATOR SYSTEM.
MR. GIANTRIS POINTED OUT THAT THE EXCEPTION
TAKEN ON PAGE 4 OF COMBUSTION ENGINEERING 'S PROPOSAL WAS
A SUBSTANTIAL VARIATION OF THE SPECIFICATIONS BECAUSE IT
GAVE COMBUSTION ENGINEERING THE OPTION OF INCREASING THE
PRICE IF THE TOWN DID NOT APPROVE THE SUBCONTRACTORS. HE
ALSO POINTED OUT THERE ARE MANY EXCEPTIONS TO MINOR DE-
TAILS IN THE SPECIFICATIONS, AND FOR THE PROPOSED CON-
VEYOR SYSTEM, COMBUSTION ENGINEERING HAD SUBSTITUTED A
RUBBERIZED BELT INSTEAD OF THE METAL PAN TYPE PROPOSED ■
IN THE SPECIFICATIONS. THE AIR POLLUTION CONTROL SYSTEM J
AS STATED IN THE PROPOSAL WILL NOT MEET THE REQUIREMENTS
AS STATED IN THE SPECIFICATIONS. MR. GIANTRIS ALSO
POINTED OUT THAT COMBUSTION ,ENGINEERING HAD TAKEN EXCEP-
TION TO THE COMPLETION DATE AND PREDICTED 462 DAYS. MR.
GIANTRIS INFORMED THE BOARD THAT A NEW COST ESTIMATE FOR
THE TOTAL PROJECT WOULD BE $1, 500, 000. 00 WHICH IS $600, 000. 00
IN EXCESS OF THE TOWN 'S ORIGINAL ESTIMATE AND $300, 000. 00
IN EXCESS OF METCALF & EDDY'S PREVIOUS ESTIMATE.
A DISCUSSION ENSUED REGARDING THE RUBBISH COL-
LECTION SYSTEM AND IT WAS MOVED, SECONDED AND VOTED TO '
POSTPONE INDEFINITELY THE RUBBISH COLLECTION ITEM,ARTICLE
41, AT THE ANNUAL TOWN MEETING. MR. GIANTRIS OF METCALF
d- EDDY, INC. WAS INSTRUCTED TO TRY AND OBTAIN A BREAKDOWN
OF THE COST OF THE INCINERATOR FROM THE BIDDERS TO SEE IF
HE COULD OBTAIN REASONS WHY OTHER POTENTIAL BIDDERS DID
NOT BID ON THE INCINERATOR AND MEET WITH THE BIDDERS TO
DETERMINE IF ANY OF THEIR EXCEPTIONS OR MODIFICATIONS
WERE IN ERROR OR MISUNDERSTOOD.
THE SUPERINTENDENT WAS INSTRUCTED TO CONFER
WITH TOWN COUNSEL TO DETERMINE THE FOLLOWING THINGS.
1. COULD THE BOARD LEGALLY ACCEPT EITHER BID BE-
CAUSE OF THE EXCEPTIONS TAKEN?
' 2. WOULD IT BE NECESSARY TO THROW OUT THE BIDS AND
READVERTISE?
3. WOULD IT BE POSSIBLE TO NEGOTIATE THE EXCEPTIONS
WITH THE BIDDERS WITHOUT READVERTISING?
IT WAS TENTATIVELY AGREED THAT ARTICLE 40 ON
THE ANNUAL TOWN MEETING WARRANT FOR ADDITIONAL MONEY FOR
THE INCINERATOR WOULD BE POSTPONED INDEFINITELY.
CHAIRMAN WHITE ASSIGNED MOTIONS TO THE BOARD
MEMBERS TO PRESENT AT THE ANNUAL TOWN MEETING.
MEETING ADJOURNED AT 9:00 P.M.
