Meeting of the Board of Public Works opened at 7: 30
P.M. in Room 16, Municipal Building.
Present were Chairman White, Board Members Florence,
Blood and Reed and Superintendent Louanis .
In the absence of Mr . Watt, Mr. Blood read the Minutes
which were approved. Mr . Watt joined the meeting.
Public Hearing was held at 7:45 P.M. in regard to the
proposed extension of the Mystic Valley Gas Company main in
WESCROFT ROAD - West Street to Keith Road
KEITH ROAD - Wescroft Road to dead end
Mr . Lewis Stockwell represented the Mystic Valley Gas Company at
the Hearing. No abutters were present. Mr. Stockwell informed
the Board that a six-inch welded steel gas main would be installed
in Wescroft Road for a distance of 460 feet and a four-inch welded
steel gas main in Keith Road. Mr . Florence moved, Mr . Blood
seconded and it was voted to approve the petition subject to the
paving of the trench with a binder of three inches and ultimate
resurfacing of Wescroft Road with one-inch topping at such time
as the Board deems it advisable.
The Board reviewed bids for Furnishing and Placing
Bituminous Concrete on the Tennis Courts at Memorial Park as fol-
lows:
Warren Brothers Co. $7,200.00
Trimount Bituminous Products Co. 7, 395.00
E. B. Rotondi & Sons 7,398.00
Essex Bituminous Concrete Corp. 9,000.00
Warren Brothers Co. and E. B. Rotondi E Sons submitted alterna-
tive bids on the basis of using trucks and spreading equipment
in the tennis courts, as follows:
Warren Brothers Co. $5,700.00
E . B. Rotondi 8 Sons 5,946.00
Mr. Blood moved that the Board accept the bid of Warren Brothers
Company in the amount of $5,700.00, Mr . Watt seconded and it was
voted.
The Board signed the 1972 Sewer Main Contract with
Charm Construction 5 DiMartino Bros. Co. , Inc.
Public Hearing was held at 8: 15 P.M. regarding the con-
struction under the Betterment Act of a Bituminous Concrete Side-
walk and Slope Curbing on the Easterly Side of Willow Street from
the Railroad Tracks to Sumner Avenue. Thirteen persons attended
the Hearing. The Chairman presented the proposal to the resi-
dents and the Hearing was open for general discussion. The
Superintendent explained the proposed construction and stated
that the sidewalk would be installed abutting the edge of the
right-of-way with a four and one-half foot Bituminous Concrete
paved surface, a three-foot loamed and seeded area, and six-inch
slope granite curbing. Portions of the road would require relo-
cation and some trees would have to be removed. The Board
answered numerous questions proposed by the residents of Willow
Street. The formal hearing was concluded and the abutters ad-
journed to the Engineering Department where technical questions
were answered by the Town Engineer.
The Board reviewed letter from the Department of Public
Works, Wakefield, dated February 17, 1972 on the disposal of waste
by Wakefield in the Town of Reading' s Incinerator and the Super-
intendents comments in relation thereto. Discussion developed on
Wakefield 's ash and non-burnables; also what would happen in the
event of a breakdown and who would be responsible for disposal
of Wakefield ' s rubbish. Would Wakefield be required to use paper
sacks in its collection system? It was agreed that the Superin-
tendent would contact Mr . Boutiette, Director of Public Works of
Wakefield and discuss the matter further .
The Board removed from the table the item of Construction
of Sidewalks and Slope Curbing on Willow Street. The voting by
the abutters was as follows: In favor - 7, Opposed - 4, Non-
Committal - 0. Mr. Florence moved that the Department install
sidewalks with slope curbing and tree lawn on the easterly side
of Willow Street from the Railroad Tracks to Summer Avenue, Mr .
Blood seconded and it was voted.
The Board signed the Payroll for the period May 1
through May 7 and Billroll dated May 12.
The Board went into Executive Session to discuss the
Labor Negotiations Contract.
