HomeMy WebLinkAbout1972-02-28 Board of Public Works Minutes February 28, 1972 ' Meeting of the Board of Public Works opened at 7:45 P .M. in the Auditorium of the Community Center, 52 Sanborn Street, Reading. Present were Chairman White, Secretary Florence, Board Members Cochrane and Watt and Superintendent Louanis. Public Hearing was held at 7:45 P.M. regarding the pro- posed extension of the main trunk sanitary sewer in the following streets: LOWELL STREET - Grove Street to near B. & M. Railroad BEVERLY ROAD - Complete FIELDING ROAD - Complete BARROWS ROAD - North of Lowell Street PILGRIM ROAD - North of Lowell Street PARKMAN ROAD - Complete MARGARET ROAD - Complete LAUREL LANE - Complete TANGLEWOOD CIRCLE - Complete MARK AVENUE - Parkman Road to Summit Seventy-nine persons attended the Hearing. Routine questions were asked of and answered by the Board Members and the Superintendent regarding house connections by licensed drain layers versus the Town, sewer rental fee and the cost of installation of house con- nections . Members of the Engineering Division remained at the conclusion of the Hearing and answered technical questions. ' Public Hearing was held at 9:00 P .M. regarding taking an easement through private property easterly of Margaret Road ' for drainage and sewerage purposes. Nobody attended the Hearing as Release from Damages had been signed previously by Royal Jaques, Trustee. Mr . Cochrane moved, Mr . Florence seconded and it was voted to approve the Taking. The Board signed the Order of Taking. Public Hearing was held at 9:05 P.M. regarding taking an easement through private property westerly of Laurel Lane for drainage and sewerage purposes. Nobody attended the Hearing as Release from Damages had been signed previously by Royal Jaques, Trustee. Mr . Cochrane moved, Mr . Florence seconded and it was voted to approve the Taking. The Board signed the Order of Taking. Minutes of previous meeting read and approved. Read letter from Milton Iwen, 25 Tamarack Road, request- ing a 12-inch curb on Harrison Street to combat the destroying of park grounds at Memorial Park by inconsiderate automobile drivers who refuse to walk to the ice. Mr . Iwen also brought up the amber flasher at the base of Haverhill Street which is knocked off, roughly twice a month, and his suggestion that the light be re- located. Mr . Florence moved, Mr. Cochrane seconded and it was voted that a copy of the letter be forwarded to the Board of Selectmen for proper disposition of the light problem. It was also agreed that boulders placed in Memorial Park could remedy the ' pedestrian problem. Mr . Iwen will be so notified. ' A copy of the proposed Agreement for the use of the Reading Incinerator by the Town of Wakefield (prepared by Richard C. Boutiette) was presented to each Member of the Board for study. It will be acted upon at a future meeting. The Board adjourned temporarily at 9: 15 P .M. to meet as the Board of Survey. The Board reconvened at 9: 25 P.M. Read letter from the Personnel Board regarding approval of certain job classifications and conditional approval of the position of Master Mechanic - that is, upon the procurement of an additional mechanic and the growth of this section from three people to four . It was the Superintendent 's opinion that the ' Board should be prepared to make its own Motion under Article 61 for the establishment of a Master Mechanic's position in the event that the Personnel Board does not do so under its Article for Classification Plan. The Superintendent was requested to write to the Personnel Board asking for clarification of its position. Public Hearing was held at 9:30 P.M. regarding a peti- tion of the New England Telephone & Telegraph Company to lay and maintain underground conduit in the following location: BRIARWOOD AVENUE: Northerly side, easterly from exist- ing pole 302/5, approximately sixty (60) feet of underground conduit easterly. Also, northerly side, southeasterly from existing pole 302/5, ap- proximately eighty (80) feet of underground con- duit southeasterly. George Cooley represented the New England Telephone & Telegraph Company and stated that this will service approximately 39 homes. ' Installation will begin the latter part of May. It was moved, 1 seconded and voted to approve the request. The Board signed the petition. Mr . Watt moved, Mr . Cochrane seconded and it was voted to sign Agreement with William K. Lazarakis for terminating con- tract for painting of refuse burning equipment and appurtenances. Release had been signed previously by Mr . Lazarakis . Arrangements have been made for delivery of the paint. Payment is in the amount of 5359. 10. Read note from the Superintendent regarding accident which occurred at the Treatment Plant on February 21 at which time the ' operator was felled by chlorine gas as a result of a faulty con- nection which released the gas from the tank. Mr . Florence stated that the Department must pursue the fact that additional manpower is needed to run the Plant. Mr . . Louanis stated that a proposal would be presented to the Board in the near future. Read letter from Arthur J. Santry, Jr . , President of Combustion Engineering, Inc. in answer to the Board 's letter of February 2. It was accepted as a point of information. The Board signed Billroll dated March 3• Meeting adjourned at 10:00 P.M. Respectfully submitted, Secretary
