' Meeting of the Board of Public Works opened at 7: 30
P.M. in Room 16, Municipal Building.
Present were Chairman White, Board Members Hodgkins and
Superintendent Louanis.
In the absence of the Secretary, Mr . Hodgkins read the
Minutes . Mr . Florence joined the meeting and the Minutes were
approved.
Mr. Watt joined the meeting.
Read letter from the Reading Art Association requesting
permission to hold their Annual Spring Festival on the Reading
Common on Saturday, June 3, 1972. Mr. Watt moved, Mr. Hodgkins
' seconded and it was voted that permission be granted contingent
upon their obtaining the usual public liability insurance cover-
age, no alcoholic beverages be served, and the Common be left in
a proper condition after the Festival is over.
Read letter from Philip R. White, Jr. , Chairman of the
Reading Housing Authority, regarding the walkway across the
tracks in Melrose and the Boston S Maine Railroad 's feelings in
relation thereto. It was accepted as a point of information.
Edward Blaine, Sanitary Engineer, met with the Board to
discuss proposed rules and regulations for the rubbish collection,
Municipal Incinerator, and the use of the John Street Sanitary
Landfill area (commercial and household rubbish) . Mr. Watt moved
' that the Members study the data, Mr. Florence seconded and it was
voted.
The Board discussed briefly Combustion Engineer ' s
progress on the Incinerator.
Read letter from the Board of Selectmen regarding pro-
posed sales of Lots 6 and 7 Knollwood Road. Mr . Hodgkins moved,
Mr. Watt seconded and it was voted that the Board of Selectmen
be notified that there has been no change in the Board of Public
Works ' opinion as stated in the letter of October 28, 1970.
The Board adjourned temporarily at 8: 15 P.M. to meet
as the Board of Survey.
The Board reconvened at 8:20 P.M.
Read letter from John E . Nicholls, Jr . , 583 Summer
Avenue, requesting that the Water Department release its con-
trol on Lot 39 and part of Lot 40 on North Street so that he may '
negotiate with the Selectmen for the sole purpose of purchasing
the land in order to develop North Street. The Superintendent
outlined some of the problems, as follows:
1 . Lots 39 and 40 belong to the Water Department and
are the site of the Bear Hill Standpipe. Transfer
of the lots would require approval of the State
Health Department.
2. This portion of North Street is a paper street
and requires approval by the Board of Survey.
3. The approval of this portion of North Street would
make it possible for the Developers of Summit
Towers to extend an access road through their
property.
Mr . Watt moved, Mr . Florence seconded and it was voted to reject
the proposal and advise Mr. Nicholls that the land will stay ,

' under the control of the Water Department.
The Board signed the Billroll dated February 18 and
Payroll for the period February 7 through February 13•
Meeting adjourned at 8: 35 P.M.
