Meeting of the Board of Public Works opened at 7 :30 P.M.
' in Room 16, Municipal Building.
Present were Chairman White, Secretary Florence and Board
Member Cochrane. Messrs. Hodgkins and Watt were absent due to ill-
ness.
Minutes of previous meeting read and approved.
Read letter from the Recreation Committee outlining in
order of priority items to be accomplished in the Special Park Im-
provement Account. Read note from the Superintendent which outlined
programming on the basis of an expenditure of $20,000.00 annually.
Mr . Cochrane moved that the Superintendent's report be accepted and
programmed as recommended by the Superintendent, Mr. Florence
seconded and it was voted.
Read letter from the Boston and Maine Corporation enclos-
ing pipe agreement granting the Town of Reading permission to lay
and maintain one ( 1 ) 12-inch Cast Iron Sewer Pipe within a 42-inch
Sleeve on Railroad premises in Reading with an annual cost of $39.60
to be paid in advance for a 3-Year period in the amount of $118.60.
Mr . Florence moved, Mr . Cochrane seconded and it was voted to au-
thorize the Superintendent to sign the agreement in behalf of the
Town.
Read letter from the Board of Selectmen regarding letter
received from American Mutual Corporation which stated that the
Company is considering the possibility of acquiring the parcel of
land owned by the Town of Reading described as Lot 6 on the plan
forming a part of the Town of Reading known as Plat 68. Mr . Coch-
rane moved, Mr . Florence seconded and it was voted to follow the
Superintendent' s recommendation that the Selectmen be advised not
to sell the land until such time as a more definitive plan of the
area may be developed.
Mr. Louanis joined the meeting.
The Board adjourned temporarily at 8:00 P.M. to meet as
' the Board of Survey.
The Board reconvened at 8:20 P.M.
Due to inclement weather, the Board Members have been
unable to visit the proposed development of David Schurman off '
Haverhill Street. It was agreed that no decision could be reached
and tentative plans were made to inspect the area on January 8 at I
8:30 A.M. The Superintendent stated that he had discussed the de-
velopment with Mrs . Nancy Anderson, Chairman of the Conservation
Commission, and she expressed a desire to meet with the Board and
discuss the proposed Subdivision. Mr. Cochrane requested that
the designated agent of the Conservation Commission submit a pre-
pared statement on its findings at the meeting scheduled for Jan-
uary 10.
Mr. White read letter from the Personnel Board request-
ing the Board of Public Works to assist them in establishing more
uniform practices among the Town ' s various Departments. Two forms
were submitted for consideration, an Application for Employment
Form and a Personnel Action Form. It was agreed that the Superin-
tendent would review the proposed forms and Town By-law and consult '
Town Counsel as to the prerogatives of the Superintendent, the Board
of Public Works and the Personnel Board regarding the items on the
Personnel Action Form.
The Board signed the Billroll dated January 7, 1972.
