HomeMy WebLinkAbout1971-11-08 Board of Public Works Minutes November 8, 1971 Meeting of the Board of Public Works opened at 7: 30 P.M. in Room 16, Municipal Building. Present were Chairman White, Secretary Florence, Board Members Hodgkins and Watt and Superintendent Louanis. Minutes of previous meeting read and approved. Read letter from M.A.P .C. to the State Department of Public Works regarding Route 129 in Wilmington. It was accepted as a point of information. The Board adjourned temporarily at 7 :45 P.M. to meet as the Board of Survey. The Board reconvened at 7:55 P.M. ' Read two letters from William K. Lazarakis, Painting Contractor, one requesting a postponement of the starting date of the painting contract until the spring of 1972, weather conditions permitting; the second letter requesting payment of expenses in- curred due to the postponement of the starting date for paint, labor and bond in the amount of $535.70. The Board instructed the Superintendent to continue negotiations with the Painting Con- tractor in an effort to arrive at a mutual termination of the con- tract. Read report from the Superintendent regarding School Department refuse collection which proposed three possible schemes for the collection of the School System's rubbish. Scheme I would ' provide for collection of the rubbish using present equipment and personnel on an overtime basis. Scheme 11 would provide for collec- tion of the Schools ' rubbish by purchasing new equipment and ' adding employees. Scheme III proposed that the School Department would contract for the disposal of its rubbish. Discussion ensued and the Superintendent was instructed to test out Scheme I on a temporary basis for a week to a month, depending upon the avail- ability of funds . Read note from the Superintendent regarding bids re- ceived on November 5 for Chain Link Fence at the Garage as fol- lows: Everett Fence Co. $1 ,795.00 American Chain Link Fence Co. 1 ,817.00 Armor Fence Co. , Inc. 2,058.00 Reliable Fence Co. , Inc. 2,327.00 Mr . Florence moved, Mr . Hodgkins seconded and it was voted to fol- low the Superintendent 's recommendation and award the contract to ' Everett Fence Co. , low bidder, in the amount of $1 ,795.00. The Board reviewed the first ten sheets of the 1972 Budget which reflect a 4-5% increase over last year . No action was taken. Read Notice of Hearing to be held Thursday, November 18, regarding representation of the Rubbish Collectors and Drivers by the International Brotherhood of Teamsters. The Board reaffirmed its opposition to the International Brotherhood of Teamsters ' representation of such a small group of Public Works employees and instructed the Superintendent to attend the Hearing with Town Counsel to present the Board 's views. ' Read letter from Charles F. Mistretta, District Highway ' Engineer, to H. M. O'Connor, District Outside Plant Manager, New England Telephone & Telegraph Company, regarding the Telephone Company 's failure to relocate poles on Haverhill Street which will become a safety hazard because the poles will be within the paved area of the Street, and putting the Telephone Company on notice that they will be responsible for any accidents which result due to their failure to remove the poles. It was accepted as a point of information. Read letter from the Reading Junior Women's Club regard- ing the recycling of cans and requesting the Board of Public Works to provide a receptacle in the vicinity of the Incinerator as a ' collection point for the Town of Reading. It is proposed that the cans will be trucked by Mr . Dale Stewart of Stewart Trucking Com- pany of Reading to the Hathorne Center in Danvers monthly where they will be recycled by the retarded. The Superintendent was in- structed to purchase a container suitable for this purpose. The Board signed the Billroll dated November 12 and Pay- roll for the period November 1 through November 7.
