HomeMy WebLinkAbout1971-10-18 Board of Public Works Minutes October 18, 1971 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman White, Secretary Florence, Board Members Cochrane, Hodgkins and Watt and Superintendent Louanis. Minutes of previous meeting read and approved. Read letter from Metcalf & Eddy, Inc. , John H. Britt, Construction Engineer; also bids on the Painting of Refuse Burning Equipment and Appurtenant Work, as follows: William K. Lazarakis, Salem $7,700.00 Dominic Gentile Painting Co. , Inc. , Reading 9,600.00 John D. Ahern Co. , Inc. , Everett 14,379.00 Calas Painting & Decorating, Inc. , Peabody 23,000.00 Belleau Metal Works, Inc. , Salem 24,445.00 Arthur J. Roberts & Co. , Inc. , Methuen 24,950.00 ' William R. Dunlap, Inc. , Attleboro 73,000.00 Mr . Florence was of the opinion that if the contract were awarded to William K. Lazarakis of Salem, a non-union contractor, problems may arise. Mr . Giantris of Metcalf & Eddy, Inc., who attended the meeting, stated that Mr . Britt was aware of the situation and recommended that the painting contract be awarded to William K. Lazarakis in the amount of $7,700.00. Public hearing was held at 7:45 P.M. regarding the pe- tition of the Reading Municipal Light Department to locate one (1 ) pole - INTERVALE TERRACE - 65 feet from Lowell Street Frank Graupner of the Light Department attended the hearing. Mr. ' Graupner stated that the Light Department in coming down Lowell Street with increased voltage and cable, found the need of an ' anchor pole at Intervale Terrace. The Department is using a 40-foot pole which gives the men more space on which to work. Mr. Florence moved, Mr. Cochrane seconded and it was voted to approve the request. The Board adjourned temporarily at 7:55 P.M. to meet as the Board of Survey. The Board reconvened at 8:05 P.M. The Board conferred with Harold Kilgore of Dustin Associates, Inc. who gave a report of progress on the water study. Mr . Kilgore stated that he had researched previous Con- sulting Engineers ' reports and water studies in an effort to find a feasible area of the Town which would have sufficient drainage ' area to support a municipal water supply, and also presented a chart showing the projected water consumption of the Town and the present water system's capacity to meet the demand. The chart showed that the Town would face a critical period in the very near future and the long-range water needs also are a sub- stantial problem. The only areas on which it seemed reasonable to expend monies for further tests were east of the Treatment Plant at 100 Acres - about 1500 feet - and the area east of Haverhill Street in Bear Meadow. Mr. Kilgore recommended that a prelimi- nary test be conducted at the 100-Acre area at an estimated cost of $900.00, and if this test were successful , further pump tests ' would be required. Mr . Cochrane moved that the Department follow Mr . Kilgore ' s recommendation, it was seconded and voted. The Superintendent was instructed to inform the proper Board or Com- mittee who has control of the land where the tests are to be conducted. Mr . Kilgore suggested that the solution to Reading 's long-range water supply could be solved by a connection to the Metropolitan Water System, and stated it was his opinion that this connection would not be available for five to ten years. Mr. Kilgore also stated that consideration had been given to an "on-river reservoir" or "off-river reservoir" . Neither of these possibilities seem feasible because of cost or unsuitable sites. Mr. Florence left the meeting. - The Board reviewed the proposed Capital Expenditure Projects as prepared by the Superintendent. It was moved, seconded and voted to present the data to the Finance Committee for their comments. It was moved, seconded and voted to authorize the Chair- man to sign plans of Proposed Urban System. Read notice from Labor Relations Commission regarding date of Pre-Investigation Conference on a petition filed by the International Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America, Local Union #380, pertaining to the six employees of the Sanitation Division, Town Counsel informed the ' Board that the Board of Selectmen had voted against having an- other union. Two unions of this kind could put the Town in con- , siderable jeopardy at certain times of the year. It was moved, seconded and voted to notify the Board of Selectmen that the Board of Public Works concurs with the former 's opinion. Town Counsel will represent the Town at the Conference. The Board discussed briefly the State of Massachusetts ' street improvement program entitled "TOPICS" which stands for "Traffic Operations Program to Increase Capacity and Safety" on certain urban streets. It was agreed to request the Board of Selectmen to notify the State Department of Public Works that the Town wishes to participate in the program.
