HomeMy WebLinkAbout1971-09-27 Board of Public Works Minutes September 27, 1971 Meeting of the Board of Public Works opened at 7: 30 P.M. in Room 16, Municipal Building. Present were Chairman White, Secretary Florence, Board Members Cochrane, Hodgkins and Watt and Superintendent Louanis. Minutes of previous meeting read and approved. Read letter from Mrs . Wayne R. Stevenson, 51 Red Gate Lane and Milton F . Iwen, 25 Tamarack Road, outlining complaints on trash bags used in the rubbish collection. The Superintendent was instructed to answer the letters . Read note from the Superintendent regarding application from Bruce J. McKee, 19 Buttaro Road, Woburn, to be approved as a ' Licensed Drain Layer in the Town of Reading. Mr . Florence moved, Mr. Cochrane seconded and it was voted to approve the application. Read letter from Mrs . Ellen Herbert, 46DeeringStreet, regarding the poor work done by the Town's sewer house connection contractor , and the Superintendent ' s comments in relation thereto. Mr. Florence stated that he had viewed the job and concurred with Mrs. Herbert's comments . The Board discussed the possibility of doing the clean-up work and back charging the contractor . Mr. Cochrane moved, Mr . Hodgkins seconded and it was voted that with reference to a complaint from Mrs . Herbert of Deering Street, the contractor would be notified and if within a reasonable period no action is forthcoming, the Department would finish the project and back charge the contractor, Gerard Leone & Sons. Read petition signed by 123 persons requesting that the sidewalk on Washington Street from Minot Street to Woburn Street ' be added to the present plowing program. Seven persons attended the hearing. The plowing program was explained by the Chairman. Mr. Florence moved, Mr. Cochrane seconded and it was voted to in- clude in the plowing program Minot Street and Washington Street as far as Woburn Street, if it is advisable. It was suggested that a general letter to the public be published in the Reading Chronicle regarding the shoveling of snow on to the sidewalks. The Board discussed Capital Expenditures Program. Incinerator Operation and Refuse Collection will be omitted from the program. Mr . Florence was of the opinion that the Water De- partment should be a number one priority. Also discussed were , Road Reconstruction Account, Road Machinery Equipment Account, Sewer House Connections and Bulk Collection. Read letter from John H. Britt, Construction Engineer, Metcalf & Eddy, Inc. regarding field painting of equipment furnished by Combustion Engineering, Inc. which was not included in the contract specifications but was to have been done in the Phase 11 work. Due to an oversight on the part of Metcalf & Eddy, Inc. , it was not included. A price estimate of $17, 388.00 was asked of and received from Connolly Brothers to have the painting done by John D. Ahern. Metcalf & Eddy, Inc. recommended that a supplementary agreement in the amount of $17,388.00 be issued to Connolly Brothers. Town Counsel joined the meeting and stated ' that in his opinion the field painting of the equipment should be be bid. Mr. Watt moved that the field painting of the equipment should be let out for bid and Metcalf & Eddy, Inc. be contacted to determine what the $17, 388.00 estimate included, and be in- structed to prepare the bid document within seven days; Mr.Cochrane seconded and it was voted. Read note from the Superintendent regarding new Dump schedule, and his recommendation it be adopted, as follows: AMENDMENT GENERAL REGULATIONS 8. (a) Beginning November 1 the Dump shall be open Monday through Friday from 7:30 A.M. to 4: 30 P.M. (b) The Dump shall be open on the following ' Saturdays from 7:30 A.M. to 4: 30 P.M. - October 23, October 30, November 6 and November 13. Also, that the Dump schedule be reviewed and revised as the open- ing date of the Incinerator becomes apparent. Mr . Florence moved that the Superintendent's recommendation be followed, Mr. Watt seconded and it was voted. It was agreed that Board Meetings will not be held on October 11 and 25 due to the holidays. The Board signed the Payroll for the period September 20 through September 26 and Billroll dated October 1 , 1971 . Meeting adjourned at 8:50 P.M. ' Respectfully submi ted, '! secretary
