' Meeting of the Board of Public Works opened at 7: 30 P.M.
in Room 16, Municipal Building.
Present were Chairman White, Secretary Florence, Board
Members Hodgkins and Watt, and Superintendent Louanis .
Minutes of previous meeting read and approved.
Mr. Florence moved, Mr . Watt seconded and it was voted
that the contract for Applying Bituminous Seal on various streets
be awarded to Bell & Flynn, Inc. of Stratham, New Hampshire, in
the amount of $29,959.20.
It was voted to approve the petition of the New England
Telephone & Telegraph Company to lay buried cable in Charles
' Street and Evergreen Road from existing pole #13/39 to existing
pole #103/6. Hearing was held on July 19•
Mr . Watt moved, Mr . Florence seconded and it was voted
to sign two contracts with Dustin Associates, Inc. : the first for
a study of Reading' s future water needs in the amount of $4,200.00,
and the second for engineering services for the design of a water
main between Revay Meadow and Grove Street in the amount of
$5,800.00, and special service fee of $2,000.00 for survey and
$500.00 for boring and probing.
The Board signed Chapter 90 Maintenance Agreement for
1971 which covers resurfacing of Charles Street from Pearl Street,
a distance of 1 ,900 feet.
Public Hearing was held at 8:00 P.M. regarding the pe-
tition of New England Telephone & Telegraph Company to locate
conduit as follows:
LOWELL STREET Westerly from existing manhole 74/17 located ,
and SALEM STREET: Lowell Street northwesterly side, extending
into the southerly side of Salem Street to
proposed manhole 74/16D, approximately two
hundred and thirty (230) feet of underground
conduit. Also, one (1 ) manhole (74/16D)
Salem Street.
SALEM STREET: Southerly side, westerly from existing man-
hole 74/16C, approximately sixty (60) feet of
underground conduit westerly.
SALEM STREET Northeasterly from proposed manhole 74/160,
and MAIN STREET: located Salem Street southerly side,extending
into the easterly side of Main Street,thence
northerly to proposed manhole 74/82A,approxi-
mately seven hundred and fifty five (755) feet
of underground conduit. Also, one ( 1 ) manhole
(74/82A) Main Street.
MAIN STREET: Easterly side, northwesterly from manhole
74/82A to manhole 74/82, approximately ten
( 10) feet of underground conduit. ,
George Cooley represented the New England Telephone b Telegraph
Company; the Board took no action.
Read letter from the Metropolitan District Sewer Com-
mission regarding assessment to be placed against the Town of
Reading. It was accepted as a point of information with in-
structions that the Superintendent attend a Hearing to be held
August 25•
Read letter from Robert E. Smith requesting permission
to close County Road between Wescroft Road and Howard Street on
Sunday, September 5, from 8:00 P.M. to 12 Midnight, and Monday,
September 6, from 4:00 P.M. to 7:00 P.M. for the purpose of hold-
ing a neighborhood cookout. Mr. Florence moved, Mr. Hodgkins '
seconded and it was voted to grant permission subject to the con-
dition that alcoholic beverages not be served in the limits of
the public way.
Read letter from Mrs . Edmund Kennedy of 65 Wakefield
Street suggesting that the land at the corner of High and Chute
Streets be turned into a park. The Board instructed the Super-
intendent to forward the letter to the Board of Selectmen and
so notify Mrs . Kennedy.
Public Hearing was held at 8: 15 P.M. regarding the pe-
tition of the Reading Municipal Light Department to locate one
( 1 ) pole:
Batchelder Road - approximately thirty-eight (38) feet
from Haverhill Street
' Frank Graupner represented the Reading Municipal Light Department.
Chairman White read a letter from Mr. and Mrs. Kray, owners of
property on Haverhill Street stating that they were opposed to the
location of the pole if it were to be on their property. Mr .
Florence moved, Mr . Watt seconded and it was voted that the pe-
tition be approved.
Read letter from residents of Dunbar Road requesting
replacement of a one and one-quarter inch water main. The Super-
intendent recommended the following:
1 . The street be laid out by the Board of Survey to
establish the lines and grades.
2. The abutters be requested to petition the Board
of Public Works for acceptance of Dunbar Road.
3• Dunbar Road be accepted as a public way by the Town.
4. The 1 1/4-inch water main be replaced at the time '
of road construction.
Mr . Florence moved, Mr. Hodgkins seconded and it was voted to
follow the Superintendent 's recommendations and so notify the
residents of Dunbar Road.
Read letter from Charles F. Mistretta, District High-
way Engineer , regarding tentative Federally Aided Urban System
highway network hearing held July 28, 1971 . The Superintendent
reported that he attended the hearing and stated that a new
highway network is being developed to be known as an urban sys-
tem in which the State and Federal Government would share equally
in the cost of construction and maintenance. At the present time,
criteria has not been established for the highway system. The '
Town was asked to make comment about the route involved. The
route proposed by the State is John Street from the Wakefield
Town Line to Salem Street. The Superintendent suggested the fol-
lowing route be included:

Public Hearing was held at 8:30 P.M. regarding taking
a sewer easement through private property from Munroe Avenue to
County Road. The following attended the Hearing:

The Superintendent presented the plan and explained that the pur-
pose of the easement was to provide sanitary sewer for County Road.
A general discussion ensued and it was concluded that further study
should be made to secure a more acceptable route.
Read letter from Metcalf & Eddy, Inc. regarding the need
to budget $4,500.00 for resident representative for construction of
the Reading Incinerator, which stated that the need for additional
services is the direct result of Combustion Engineering' s failure
to complete its work on time. Also read note from the Superin-
tendent recommending that the Board vote to budget the $4,500.00
for engineering services and that Metcalf & Eddy, Inc. be instructed
to enforce the terms of the contract with Combustion Engineering, lnc.
' as set forth in Section 4. 14 Liquidated Damages. The note also
pointed out a construction problem that has developed with the foot-
ing for the conveyor system which removes the ash at the end of the
Incinerator . When the conveyor was set, the footing began to sink
into the ground. Metcalf & Eddy, Inc. already has agreed to accept
responsibility for the failure and will pay for the cost of replace-
ment. It is estimated that it will take approximately three weeks
to replace but there is no way of knowing how much of a delay this
will cause. A lengthy discussion ensued. It was agreed that the
Superintendent would write a letter to Metcalf & Eddy, Inc. agreeing
to the increase of $4,500.00 and instructing them to institute the
provision of the Town's contract with Combustion Engineering, Inc.
' as specified on Page 4-7, Section 4. 14 Liquidated Damages, and also
stating that the Board was concerned with the construction pro- '
blem that has developed with the footings for the conveying
system which could give Combustion Engineering, Inc. a conven-
ient excuse for its delay and an opportunity to escape paying
Liquidated Damages, and if this should happen, the Town would
look to Metcalf & Eddy, Inc. for financial reimbursement.
Read note from the Superintendent regarding bids re-
ceived for Sealing Sanitary Sewer Lines and opened on August 5,
as follows:
The Penetryn System, Inc. $7,440.00
Video Pipe Grouting 14,820.50
It was moved, seconded and voted to follow the Superintendent ' s
recommendation and award the contract to The Penetryn System, Inc. ,
in the amount of $7,440.00
The Superintendent reported that the Rubbish Collection
System is working as anticipated and after a general discussion,
it was concluded that the collection system should continue as
planned for the thirteen-week trial period.
The Board adjourned temporarily at 9: 35 P.M. to meet as
the Board of Survey.
The Board reconvened at 9: 50 P.M.
Read letter from residents of Bancroft Avenue expressing
their displeasure of the youth concert held on July 3, 1971 . Mr .
Watt moved, Mr . Florence seconded and it was voted that the letter
be placed on file for review in the event that a future request '
for a concert should be received by the Board and the residents
be so notified.
The Board signed the Sewer House Connection Commitment
' Sheet.
Read note from the Superintendent regarding bid re-
ceived on August 12 for a Sidewalk Tractor . The only bidder was
Timberland Machines, Inc. as follows :
Bombardier Model SW-48 Sidewalk Tractor $6,935.00
Trade-in Allowance 940.00
$5,995.00
The Superintendent recommended that the Department purchase One
( 1 ) New Bombardier Model SW-48 Sidewalk Tractor from Timberland
Machines, Inc. in the amount of $5,995.00. A lengthy discussion
ensued regarding sidewalk plowing. Mr . Watt moved, Mr. Florence
seconded and it was voted that the Superintendent ' s recommendation
be followed with the stipulation that this would be the last side-
walk tractor purchased.
Read letter from the Commonwealth of Massachusetts re-
garding highway work on Haverhill Street stating that bids were
received as follows :

A recommendation was made that the Board vote to award the con-
tract for highway work on Haverhill Street to George Brox, Inc.
in the amount of $203,491 .50. Mr . Florence moved, Mr . Hodgkins ,
seconded and it was voted.
The Board signed the Billroll dated August 20, and
the Payroll for the period ending August 15; also Commitment Sheet
for Sewer House Connection.
Meeting adjourned at 10:00 P.M.

by the improvement and the nature and amount of such better-
ment assessment.
And such list is certified to you for the purpose
of committing the same to the Tax Collector, as provided by
law.
