Meeting of the Board of Public Works opened at 7: 30 P.M.
in Room 16, Municipal Building.
Present were Chairman White, Secretary Florence, Board
Members Cochrane and Hodgkins and Superintendent Louanis.
Minutes of previous meeting read and approved as amended.
Read letter from Byron B. Schiller, Vice President,Boston
Stove Company, John Street, requesting permission to tie into the
storm drain located on John Street at a position adjacent to the
corner of their warehouse, and Mr. Louanis ' comments in relation
thereto. Mr . Cochrane moved, Mr . Hodgkins seconded and it was
voted that permission be granted contingent upon the signing of a
' Release from Damages running in favor of the Town.
Read letter from Encarnacao Brothers Construction, Inc.
of Wakefield requesting approval as a Licensed Drain Layer in the
Town of Reading. A bond and written recommendation from Richard
Boutiette were submitted. Mr. Hodgkins moved, Mr. Cochrane
seconded and it was voted to approve Encarnacao Brothers Con-
struction, Inc. as aLicensed Drain Layer .
The Board adjourned temporarily at 7: 52 P.M. to meet as
the Board of Survey.
The Board reconvened at 8:00 P.M.
Read letter from John Morley, 17 Glen Road, requesting
that the more general term of householder be used in future com-
munications regarding rubbish collection.
The Board reviewed the Rules and Regulations for
Rubbish Collection. After due deliberation, Mr . Cochrane moved,
Mr . Hodgkins seconded and it was voted to accept the Rules and
Regulations for Rubbish Collection as amended and published in
the Reading Chronicle for three consecutive weeks (copy attached) .
The Board reviewed the Rules and Regulations for the use
of the John Street Dump. Discussed were landfill operation and
dumping hours . It was agreed that as of July 19, there would be
no dumping on Saturdays, Sundays or holidays; other days 10:00
A.M. to 1 :00 P.M. , 2:00 P.M. to 7:00 P.M. It was moved,seconded
and voted that the Rules and Regulations be approved for publica-
tion in the Reading Chronicle for three consecutive weeks (copy
attached) . ,
Read note from the Superintendent regarding negotia-
tions between Reading and Wakefield for the use of the Incinera-
tor. A comparison showed use of the Incinerator by Reading
alone - net cost to Reading, $143,200; by Reading, Wakefield and
commercial users - net cost to Reading, $45,500. It was agreed
that a figure of $15 per ton would be presented to Wakefield for
budget purposes .
Read letter from Robert L. Merithew Inc. regarding an
existing structual problem on the interior of the Auburn Street
Elevated Water Tank; i .e. , removal of erection lugs and grinding
of erection burrs at an estimated figure of $3,000. Mr. Coch-
rane moved, Mr . Hodgkins seconded and it was voted to authorize
the extra work not to exceed $3,000.
Mr . Florence reported that a team of Boy Scouts would
supply free labor to clean up certain areas, ( list to be supplied
by the Superintendent) on June 5• Drop areas would be designated
for pickup. It was requested that the Board of Public Works sup-
ply a truck to take the material to the Dump. The Board approved
the request.
The Board signed the Billroll dated May 28 and Payroll
for the period May 17 through May 23.

Rules and Regulations for the Use of the
John Street Dump
GENERAL REGULATIONS
1 . There shall be displayed conspicuously on the left side
of the front bumper of each vehicle, a decal furnished at the time
of granting the permit.
2. Each commercial permit shall be carried in the vehicle
entering the dumping area and shall be exhibited upon request to
any police officer or official and to any employee of the Town
supervising the dumping area.
3. No materials collected outside the territorial limits
of the Town of Reading shall be deposited in the dumping area.
No permits will be issued to non-residents of the Town of Reading
and no permits will be issued to commercial establishments or in-
dependent contractors having their place of business outside the
limits of the Town of Reading, and the vehicles used must be
registered in the Town of Reading.
4. The deposit of garbage or offal of any kind or nature
is prohibited.
5. The Town reserves the right to reject any materials which
it feels to be detrimental to the operation of the Dump. Materials
considered detrimental would include - but would not be limited
to - the following: - Rubbish from the remodelling, repairing or
demolition of buildings, rubbish of a large, bulky nature includ-
ing tree stumps, rubbish which would occupy substantial space,
rubbish of a highly inflammable nature but not including ordinary
household rubbish, or rubbish which would require special hand-
ling. Decisions under this section shall be made for the Board
of Public Works by the Superintendent.
_ 6. Wood from the removal of trees and brush shall meet
the following requirements:
i
a. Any stems or limbs three (3) inches in diameter
or smaller shall be considered brush and must be
chipped suitable for mulching purposes.
b. Any stems or limbs larger than three (3) inches
in diameter and not greater than twenty (20)
inches in diameter shall be considered logs and
must be cut into lengths no longer than forty-
eight (48) inches.
c. Any stems or limbs larger than twenty (20)
inches in diameter shall be considered butts and
will not be accepted at the Town Dump.
d. All diseased elm wood, logs or butts shall be
cut no larger than forty-eight (48) inches in
length and all chipped diseased elm wood shall
be placed in a special area in the Dump for
burial .
7 . Failure to comply with these Regulations shall be cause
for suspension or revocation of permit.
8. There shall be no dumping allowed on Saturdays, Sundays
and legal holidays; other days, 10:00 A.M. - 1 :00 P.M. , 2:00
P.M. - 7:00 P.M.
FEE SCHEDULE
1 . Residents of the Town of Reading depositing normal
household rubbish. . . . . . . . . . . . . . . . Fee - None
2 . Commercial establishments depositing rubbish in
their own truck. . . . . . . . . . . . .Fee - $50 annually
3. Independent contractors depositing normal household
rubbish, rubbish from business establishments and for de-
positing brush, leaves and limbs . . . .Fee - $100 annually
4. Commercial or manufacturing establishments deposit-
ing other than normal rubbish or the end rubbish from com-
mercial or manufacturing operations. . .Fee - $500 annually

5. Depositing rubbish of a nature not hereinbefore
designated subject to specific inspection by the Office of
the Superintendent . . . . . . . . . . . Fee - $10 per load
INSTRUCTIONS TO APPLICANT
1 . Permits for the use of the Town Dump may be obtained
at the Office of the Board of Public Works in the Town Hall .
2. Independent contractors shall exhibit at the Office
of the Board of Public Works in the Town Hall , a trucking
license prior to the dumping permit being issued.
3. Commercial dumpers will be classified under the Fee
Schedule by the Superintendent of the Board of Public Works.
4. These Regulations are adopted under Article 12,
Section 16, of the General By-Laws of the Town, and viola-
tions of these Regulations are subject to Article 19, Section
1 , of the General By-Laws of the Town of Reading.
These Regulations and the Schedule of Fees became
effective July 1 , 1962, and were amended May 25, 1964, June 29,
1970 and May 24, 1971 to become effective July 19, 1971 .

RUBBISH COLLECTION
Rules and Regulations
1 . Until subsequent change, and for the purpose of these Rules,
refuse shall be considered to nip-art normal household rubbish,
exclusive of garbage.
2. Garbage shall be collected in the present manner until sub-
sequent change of these Rules.
3. Refuse will be collected by the Town of Reading once each
week on days as indicated on map to be published.
4. Refuse, including glass, cans, etc. will be collected when
set at the edge of the travelled way in approved containers
or bundles by 7:00 A.M. on regular collection days.
5. Approved containers are "wet strength" two-ply 50# kraft
paper sacks of 30-gallon capacity.
6. Paper sacks shall be closed at the top by rolling. Papers
tied securely and bundled to prevent blowing in the street
will be collected. Brush cuttings tied securely and bundled,
not over 3 feet long and 18 inches in diameter, will be col-
lected.
7. Metal or wooden containers will not be handled. Earth,
gravel , stone, plaster, cement, or other materials from re-
pair or construction of buildings will not be collected. Logs
will not be collected. Furniture of any description will not
be collected. Sacks or bundles containing garbage will not
be collected.
8. Employees of the Department of Public Works are forbidden
to enter into or trespass on any private property during
their collections.
9. No collections will be made from stores, business houses,
manufacturing plants, professional buildings, or other com-
mercial enterprises.
10. Collections will be made from residences only. Multi-family
residences exceeding three units will be considered businesses
and collection from them will not be made.
11 . No collections will be made on legal holidays : - New Year ' s
Day, Washington' s Birthday, Patriot's Day, Memorial Day,
Independence Day, Labor Day, Columbus Day, Veterans ' Day,
Thanksgiving Day and Christmas Day. Collections will be one
day late during the balance of the week in which the holiday
falls.
12. Materials other than those listed above will not be collected
by the Town of Reading and it becomes the individual ' s re-
sponsibility to dispose of same.
These Regulations were approved on May 24, 1971 and will
become effective July 19, 1971 •
