MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING.
PRESENT WERE CHAIRMAN WHITE, BOARD MEMBERS
FLORENCE AND HODGKINS AND SUPERINTENDENT LOUANIS.
IN THE ABSENCE OF THE SECRETARY, Na. HODGKINS
READ THE MINUTES WHICH WERE ACCEPTED AS READ.
READ NOTE FROM THE SUPERINTENDENT RECOMMENDING
THE PROMOTION OF DENNIS WHITE TO WORKING FOREMAN IN THE
WATER AND SEWER DEPARTMENT AT A SALARY OF $153. 00 PER
WEEK. THE BOARD CONCURRED WITH MR. LOUANIS '
RECOMMENDA-TION.
THE BOARD SIGNED COMMITMENT SHEET FOR BETTER-
MENT ASSESSMENTS AS FOLLOWS: SEWER FRONTAGE, STREET
ACCEPTANCE, SIDEWALK, SIDEWALK AND CURBING, CURBING AND
HOUSE CONNECTION CONSTRUCTION.
READ LETTER TO THE BOARD OF SELECTMEN URGING
THE INCLUSION IN THE TREE AND MOTH DEPARTMENTS 1971 BUD-
GET OF SUFFICIENT FUNDS FOR THE PURCHASE OF A SUITABLE
WOOD CHIPPER SO THAT IT MAY BE ABLE TO MEET THE REGULA-
TIONS REGARDING THE DISPOSAL OF THE WOOD FROM THE REMOVAL
OF TREES; ALSO THAT THE PUBLIC WORKS ' CHIPPER BE RETURNED
' TO THE DEPARTMENT.
READ LETTER FROM LOUIS A. SCIBELLI, ARCHITECT
AND ENGINEER FOR CERRETANI SUPERMARKET, REQUESTING PER-
MISSION TO BUILD AN ADDITION TO THE EXISTING STORE OVER
THE TOWN OF READINGS I5-FOOT EASEMENT AND 446 BOX CULVERT.
ACCORDING TO THE SUPERINTENDENT, THE PLAN SUBMITTED TO THE
ENGINEERING DIVISION INDICATES THAT THE DESIGN OF THE STORE
OVER THE CULVERT IS ADEQUATE TO PROTECT IT AND NEW ACCESS
MANHOLES WILL BE PROVIDED FOR THE PROPER MAINTENANCE OF THE
DRAINAGE SYSTEM. MR. HODGKINS MOVED, MR. FLORENCE SECONDED

AND IT WAS VOTED TO GRANT PERMISSION TO CERRETANI SUPER-
MARKET TO BUILD THE ADDITION OVER THE I5-FOOT EASEMENT AND
446 CULVERT SUBJECT TO THE TOWN OF READING RECEIVING A j

RELEASE FROM DAMAGES.

THE BOARD ADJOURNED TEMPORARILY AT 8:00 P.M. TO
MEET AS THE BOARD OF SURVEY.
THE BOARD RECONVENED AT 8:20 P.M.
MR. WATT JOINED THE MEETING AT 8:30 P.M. AND A
REVIEW OF THE BUDGET BEGAN, STARTING WITH PAGE 19 - ROAD
MACHINERY OPERATING ACCOUNT. DISCUSSION ENSUED RELATIVE
TO THE POSSIBLE METHODS OF HANDLING THE ROAD MACHINERY
OPERATING AccawTAND THE ROAD MACHINERY FUND. IT FINALLY
WAS AGREED THAT THE CHAIRMAN OF THE SUBCOMMITTEE LLOYD
CHAPMAN WOULD CHECK WITH THE FINANCE COMMITTEE AS TO y�
THEIR RECOMMENDATIONS ON HOW THIS ACCOUNT SHOULD BE
HANDLED.
' SHEETS 19 THROUGH 23 WERE REVIEWED AND APPROVED.
SHEET 24 - PHYSICAL EXAMINATIONS - WAS REDUCED FROM $1, 000. 00
TO $750. 00. SHEET 25 - STREET BETTERMENTS - WAS APPROVED
SUBJECT TO THE RECEIPT OF AN APPLICATION FROM THE RESIDENTS
OF SPRUCE ROAD, AND SHEET 26 WAS APPROVED AS SUBMITTED.
SHEET 27 - RUBBISH COLLECTION - A DETAILED DIS-
CUSSION ON THE RELATIVE MERITS OF COLLECTION WITH CANS VER-
SUS BAGS DEVELOPED AND IT WAS FINALLY AGREED THAT THE BUDGET
SHEETS SHOULD BE REFIGURED ON THE BASIS OF COLLECTION BEGIN-
WING JULY 1971 USING REFUSE SACKS, WITH A NEW SHEET PRESENTED
TO THE CHAIRMAN BEFORE SUBMITTING THE BUDGET TO THE FINANCE
' COMMITTEE. THE SUPERINTENDENT WAS INSTRUCTED TO PREPARE
COST ANALYSIS OF RUNNING A COLLECTION SYSTEM WITH OR WITHOUT
BAGS PROJECTED OVER SEVERAL YEARS; ALSO TO PREPARE A REPORT IIS
TO BE USED FOR THE PURPOSE OF SELLING A COLLECTION SYSTEM
TO THE FINANCE COMMITTEE AND THE TOWN MEETING.
PAGE 26 - INCINERATOR OPERATION - WAS APPROVED AT
A TOTAL OF $20, 000. 00 FOR THE LAST QUARTER OF 1972.
PAGE 11 - TOWN DUMP OPERATION - WAS REVIEWED WITH
NEW FIGURES SUBMITTED BY THE SUPERINTENDENT AND IT WAS
AGREED THAT THE DUMP BUDGET SHEET SHOULD BE REFIGURED TAK-
ING INTO CONSIDERATION THE PROPOSED NEW COLLECTION SYSTEM
' AND INCINERATOR OPERATION AND PRESENTED TO THE CHAIRMAN
PRIOR TO SUBMISSION TO THE FINANCE COMMITTEE.
IT WAS MOVED, SECONDED AND VOTED THAT THE 1971 ,
PUBLIC WORKS BUDGET BE SUBMITTED TENTATIVELY TO THE i
FINANCE COMMITTEE THROUGH SUBCOMMITTEE CHAIRMAN LLOYD
CHAPMAN AS SOON AS THE SUPERINTENDENT CAN AMEND THE
BUDGET.
MR. FLORENCE REQUESTED THAT THE CHAIRMAN BRING
BEFORE THE BOARD AT A FUTURE MEETING THE FOLLOWING ITEMS:
I. THAT THE BOARD OF PUBLIC WORKS CONSIDER PRESENTING
TO THE TOWN MEETING A BY-LAW PROHIBITING THE USE
OF SALT ON THE TOWN HIGHWAYS, AND
2. THAT THE BOARD CONSIDER THE POSSIBILITY AND
FEASIBILITY OF INCLUDING UNDER THE BOARD OF PUB-
LIC WORKS THE TREE AND MOTH DEPARTMENT AND THE
CEMETERY DEPARTMENT.
