MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING.

PRESENT WERE CHAIRMAN WHITE, SECRETARY COCHRANE,
BOARD MEMBERS FLORENCE, HODGKINS AND WATT, AND SUPERIN-
TENDENT LOVA NZ S.
MINUTES OF PREVIOUS MEETING READ AND APPROVED.
j READ NOTE FROM THE SUPERINTENDENT REGARDING THE

i REQUEST OF MRS. PRISCILLA AINSWORTH OF 136 GROVE STREET
FOR AN ABATEMENT ON HER $66. 00 WATER BILL. ACCORDING TO

Na. LO UA NIS, d TEST OF THE METER INDICATED THAT IT WAS
1 FUNCTIONING PROPERLY. CHECK READINGS TAKEN OVER A PERIOD
OF 104 DAYS SHOW THAT MRS. AINSWORTH 'S WATER CONSUMPTION
HAS RETURNED TO HER NORMAL BILLING OF APPROXIMATELY $14. 15.

{ MR. FLORENCE MOVED, MR. WATT SECONDED AND IT WAS VOTED TO
DENY THE ABATEMENT.
MR. FLORENCE MOVED THAT THE SUPERINTENDENT HAVE
THE AUTHORITY TO ADJUST BILLS UP TO AND INCLUDING $100. 00,
17 MR. COCHRANE SECONDED. IT WAS NOT VOTED. A DISCUSSION
ENSUED. MR. HODGKINS MOVED THAT THE SUPERINTENDENT BE

AUTHORIZED TO ABATE BILLS UP TO $75. 00, AND AS A HATTER
OF POLICY, ONLY IN CASES WHERE THERE IS REASONABLE DOUBT

THE BOARD REVIEWED THE CAPITAL BUDGET PROGRAM.

MR. HODGKINS MOVED THAT THE BUDGET BE SUBMITTED TO THE f
FINANCE COMMITTEE PRIOR TO NOVEMBER 15; MR. FLORENCE
SECONDED AND IT WAS VOTED.
THE BOARD READ AND APPROVED PROGRESS REPORT ON
THE INCINERATOR FOR PRESENTATION AT THE SPECIAL TOWN
MEETING.
THE BOARD REVIEWED THE PROPOSED BUDGET, PAGES
Z-ZZ . DISCUSSED IN DETAIL WERE THE PURCHASES OF THE
OLI VETTE-UNDERWOOD ACCOUNTING MACHINE, SHREDDER AND
STREET RESURFACING.
READ NOTE FROM THE SUPERINTENDENT REGARDING SER- '
LOGS PROBLEMS RESULTING FROM PEOPLE DISCHARGING WATER ON
TO PUBLIC WAYS. MR. LOUANIS LISTED SOME OF THE DANGER
SPOTS AS FOLLOWS:
WEST STREET NEAR ARCADIA AVENUE
WESCROFT ROAD NEAR WEST STREET
SUMMER AVENUE NEAR WILLOW STREET
PEARL STREET NORTH BETWEEN FRANKLIN
AND MAIN STREETS
A PROGRAM WAS OUTLINED BY THE SUPERINTENDENT AS FOLLOWS:
Z. THE TOWN ENGINEERING DIVISION SURVEY THE LOCA-
TIONS WHERE WATER IS BEING DISCHARGED ON TO
THE PUBLIC WAY AND DETERMINE IF THERE ARE ANY
TOWN DRAINAGE SYSTEMS INTO WHICH WATER COULD
BE DISCHARGED SAFELY.
2. IF THE WATER MAY BE DISCHARGED INTO THE TOWN
DRAINAGE SYSTEM, NOTIFY THE PROPERTY OWNERS
THAT THE TOWN WILL ASSIST THEM WITH THE ENGI-
NEERING BUT THEY MUST PAY FOR THE CONSTRUCTION
COST OF THE CONNECTION.

{ $. IF THERE ARE NO TOWN DRAINAGE SYSTEMS INTO
WHICH THE WATER MAY BE DISCHARGED, NOTIFY
THE HOMEOWNER THAT HE MUST MAKE PROVISIONS
TO PREVENT WATER FROM BEING DISCHARGED ON
TO THE STREET AT HIS OWN EXPENSE, INCLUDING
ENGINEERING AND CONSTRUCTION.
4. IF INADEQUATE DRAINAGE EXISTS IN THE STREET
WHERE WATER IS BEING DISCHARGED, SCHEDULE
DRAIN CONSTRUCTION IN THE AREA AS SOON AS
POSSIBLE SO THAT THE HOMEOWNER MAY HAVE AN
OPPORTUNITY TO TIE INTO THE TOWNS DRAINAGE
SYSTEM.

IT WAS AGREED THAT A FORM LETTER WHICH HAD BEEN APPROVED
BY THE BOARD/ WILL BE SENT TO SIX RESIDENTS ON WEST STREET
IMMEDIATELY.
READ LETTER FROM THE DEPARTMENT OF PUBLIC HEALTH

IN REPLY TO LETTER OF MARCH 7 REGARDING THE PROPOSED IN-
STALLATION OF EQUIPMENT TO FEED GLASSY PHOSPHATES IN THE
FORM OF CALGON-TG-10 INTO THE PUBLIC WATER SUPPLY AT THE
100-ACRE MEADOW AND THE REVAY MEADOW SITES. THE DEPART-
MENT IS IN ACCORD WITH THE GENERAL CONCEPT OF ADDING
y GLASSY PHOSPHATES TO THE WATER SUPPLY: HOWEVER, BEFORE

APPROVAL CAN BE GIVEN, THE TOWN MUST SUBMIT COMPLETE PLANS

j AND SPECIFICATIONS OF THE PROPOSED INSTALLATION. THE WATER
9i DEPARTMENT WILL BE REQUIRED TO PURCHASE FLUORIDE TEST EQUIP-
MENT OF THE SELECTIVE ION TYPE TO MONITOR THE RATE OF
FLUORIDE APPLICATION.
MR. WATT MOVED THAT THE APPLICATION FOR APPROVAL

BE FILLED OUT AND SUBMITTED TO THE DEPARTMENT OF PUBLIC
i\ HEALTH; ALSO THE COMPLETE PLANS AND SPECIFICATIONS FOR THE
INSTALLATION OF CALGON-TG-1O INTO THE WATER SUPPLY AT
ZOO-ACRE MEADOW AND REVAY MEADOW; Na. FLORENCE SECONDED

AND IT WAS VOTED.
READ LETTER FROM METCALF & EDDY, INC. REGARD-
ING AN INCREASE IN THE CONSTRUCTION COST OF THE INCINERA-
TOR. THE INITIAL BID DOCUMENT CALLED FOR 1650 LINEAL
FEET OF PILE. NEW CALCULATIONS SHOW A PILE LENGTH OF
4800 LINEAL FEET OR AN INCREASE OF $19, 824. 00. ACCORDING
TO 1METCALF & EDDY, INC. , THE TEST PILES DROVE WELL AND
I�I THE LOAD TEST WILL NOT BE REQUIRED; THEREFORE THE EFFEC-
TIVE EXTRA WILL BE $5, 000. 00 LESS OR $14, 824. 00.
IT WAS AGREED THAT METCALF & EDDY, INC. BE '
NOTIFIED TO MEET WITH THE BOARD AND PRESENT AN EXPLANA-
TION OF HOW THEY MISSED THEIR ESTIMATE BY SUCH A FIGURE.
READ LETTER FROM NEW ENGLAND TELEPHONE & TELE-
GRAPH COMPANY CONCERNING CONSTRUCTION ACTIVITIES ON ASH
AND BROOK STREETS. IT WAS SUGGESTED THAT IN THE FUTURE
THE NEW ENGLAND TELEPHONE & TELEGRAPH COMPANY BE REQUIRED
TO SUBMIT A PLAN SHOWING THE DETAILS OF THE CONSTRUCTION
OR HAVE IT STAKED OUT BY A REGISTERED LAND SURVEYOR AND
APPROVED BY THE DEPARTMENT. IT WAS AGREED THAT A LETTER
BE SENT TO MR. PFEIFFER REQUESTING THAT HE AND MR.
ANDERSON MEET WITH THE BOARD ON DECEMBER 5 AT 7 A.M. TO '
WALK ASH AND BROOK STREETS.
THE BOARD SIGNED LETTER TO M.D. C. REAFFIRMING
ITS INTEREST IN A CONNECTION TO THE METROPOLITAN DISTRICT
COMMISSION SYSTEM.
THE BOARD SIGNED THE BILLROLL DATED NOVEMBER 13
AND PAYROLL FOR THE PERIOD NOVEMBER Z THROUGH NOVEMBER 8
MEETING ADJOURNED AT 9:10 P.M.
