PRESENT WERE SECRETARY COCHRANE, BOARD MEMBERS HODGKINS AND WATT AND SUPERINTENDENT LOUANIS• IN THE ABSENCE OF MR. WHITE, THE SECRETARY ASSUMED THE CHAIR. MINUTES OF PREVIOUS MEETING READ AND APPROVED. DISCUSSED MEMORANDUM FROM KURT W. JOHNSON TO C. P. KLIMAS REGARDING DRAFT OF ARTICLE TO BE SUBMITTED TO AMERICAN CITY MAGAZINE CONCERNING THE READING INCIN- ERATOR. IT WAS THE BOARDS OPINION THAT THE ARTICLE DID NOT DEAL SUFFICIENTLY WITH READING 'S PROBLEMS; THEREFORE DID NOT WISH ITS NAME OR THE SUPERINTENDENTS TO BE USED AS AUTHOR. IF COMBUSTION ENGINEERING, INC. WISHES TO PUT IT UNDER THEIR OWN NAME, THE BOARD WOULD HAVE NO CONTROL. READ LETTER FROM THE BOARD OF SELECTMEN ENCLOS- ING RECOMMENDATION FROM THE LAND BANK COMMITTEE ON TAR TITLE #65, LAND ON KNOLLWOOD ROAD, AND TAX TITLE #518 LOCATED ON DUNBAR ROAD. IT WAS THE LAND BANK COMMITTEE 'S RECOMMENDATION THAT TAX TITLE #518 LOCATED ON DUNBAR ROAD BE RETAINED AND TAX TITLE #65 SHOWN AS LOTS 6 AND 7 ON KNOLLWOOD ROAD BE DRAINED AND FILLED, AND THE CONDITION /. EXPLORED BY THE BOARD OF PUBLIC WORKS BEFORE DISPOSING OF i[` IT TO PRIVATE OWNERSHIP. PIR. WATT MOVED, Na. HODGKINS SECONDED AND IT , WAS VOTED THAT THE SUPERINTENDENT DRAFT A LETTER TO THE BOARD OF SELECTMEN INCORPORATING THE FOLLOWING POINTS: 1 . THE DEPARTMENT DOES NOT HAVE FUNDS FOR THIS TYPE OF CONSTRUCTION. Z. IT WOULD BE NECESSARY TO HOLD A HATCH ACT HEARING FOR FILLING THE WET LAND INVOLVED AND THIS WOULD PUT THE BOARD IN AN AWKWARD POSITION. 3. THE BOARD DOES NOT FEEL THAT IT SHOULD DO WHAT PRIVATE INDUSTRY CAN DO BETTER BY ITSELF. THE BOARD DISCUSSED NEW CONCEPT IN LITTER CON- TROL AT NO COST TO THE TOWN. ACCORDING TO THE SUPER- INTENDENT, IT WOULD BE IN VIOLATION OF THE SIGN ORDINANCE; ' ({ THEREFORE, COULD NOT BE USED. MR. WATT MOVED,MR. HODGKINS SECONDED AND IT WAS VOTED THAT THE COMPANY BE SO ADVISED. f READ NOTE FROM THE SUPERINTENDENT REGARDING SALT BIDS OPENED ON OCTOBER 22. THE PRICE PER TON WAS IDENTI- CAL. PIR. LOUANIS RECOMMENDED THAT THE BID BE SPLIT BETWEEN INTERNATIONAL SALT AND THE CHEMICAL CORPORATION FROM WHOM SALT WAS PURCHASED LAST YEAR. PIR. HODGKINS MOVED, HR. WATT SECONDED AND IT WAS VOTED THAT THE SUPERINTENDENT'S RECOMMENDATION BE FOLLOWED. THE BOARD DISCUSSED THE CAPITAL EXPENDITURE PRO- JECTED SUMMARY FOR THE FISCAL PERIOD 1 JANUARY 1971 THROUGH 31 DECEMBER 1975. EACH ITEM WAS DISCUSSED IN DETAIL AND TAE SUPERINTENDENT WAS INSTRUCTED TO PREPARE A NEW DRAFT OF THE CAPITAL E%PENDITURE PROJECTS IN ORDER OF PRIORITY AND RESUBMIT IT TO THE BOARD AT A LATER DATE. MR. WHITE AND DR. WALKER, CHAIRMAN OF THE READING SCHOOL COMMITTEE JOINED THE MEETING. MR. WHITE READ LETTER FROM THE SCHOOL COMMITTEE REGARDING ARTICLES FOR THE NOVEMBER 16 SPECIAL TOWN MEETING. THE COMMITTEE REQUESTED CONCURRENCE AND SUPPORT OF THE BOARD OF PUBLIC WORKS IN THEIR USE OF THE BUILDINGS AT THE BEAR HILL NIKE SITE, AND IN THE TRANSFER OF CONTROL OF THAT PORTION OF THE LAND ON WHICH THE BUILDINGS ARE LOCATED WHICH IS PRESENTLY UNDER THE JURISDICTION OF THE BOARD OF PUBLIC WORKS. PIR. COCHRANE MOVED THAT THE BOARD INSTRUCT THE SUPERINTENDENT TO DRAW UP BOUNDS WHICH WOULD SATISFY THE PRESENT REQUIREMENTS OF THE SCHOOL COMMITTEE AND STILL PROTECT ANY INTEREST WHICH THE DEPARTMENT MIGHT HAVE IN THE FUTURE, X.R. HODGKINS SECONDED AND IT WAS VOTED. THE BOARD SIGNED THE BILLROLL DATED OCTOBER 30 AND PAYROLL FOR THE PERIOD OCTOBER 19 THROUGH THE 25TH. MEETING ADJOURNED AT 9:00 P.H.
