MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING.
PRESENT WERE CHAIRMAN WHITE, SECRETARY COCHRANE,
BOARD MEMBERS FLORENCE, HODGKINS AND WATT AND SUPERIN-
TENDENT LOUANIS.
READ LETTER FROM METCALF & EDDY, INC. CONCERNING
COSTS TO DATE AND REQUESTING THAT THE UPSET LIMIT AS STATED
IN THE CONTRACT OF JANUARY 26, 1970 BE INCREASED BY THE SUM
OF $20, 000. 00 (SEE ATTACHED LETTER . MR. WATT WAS OF THE
OPINION THAT THE STATES ATTITUDE COST THE TOWN THE PRICE
OF THE ELECTROSTATIC PRECIPITATOR AND ADDITIONAL FEES,AND
SAW NO OPTION. MR. WATT MOVED, MR. COCHRANE SECONDED AND
IT WAS VOTED TO APPROVE THE INCREASE BECAUSE OF THE CHANCE
IN SCOPE.
READ NOTE FROM THE SUPERINTENDENT WHICH STATED
THAT A SPECIAL MEETING WOULD BE HELD WEDNESDAY, AT 7:30
P.M. FOR THE PURPOSE OF MEETING THE CONTRACTOR ON THE PRO-
POSED MUNICIPAL INCINERATOR AND SIGNING OF THE CONTRACT.
BECAUSE OF COLUMBUS DAY, THE NEXT MEETING OF
THE BOARD WILL BE SCHEDULED FOR OCTOBER 19.
THE BOARD SIGNED THE 1970 MEMORANDUM OF UNDER-
STANDING RELATIVE TO THE IMPROVEMENT OF A SECTION OF ROAD
' IN READING UNDER THE PROVISIONS OF SECTION 34, CHAPTER 90
OF THE GENERAL LAWS - $20, 900 ON HAVERHILL STREET.
THE BOARD NET WITH ERNEST NIGRO, ATTORNEY, WHOSE ,
OFFICE REPRESENTS THE HEIRS OF BERNICE BATCHELDER. ACCORD-
ING TO MR. NIGRO, THERE ARE ABOUT 45 OR 50 LOTS IN THIS
SUBDIVISION OFF FRANKLIN STREET. THE LACK OF SEWER PRE-
SENTS A PROBLEM. MR. NIGRO WAS ASKED BY THE HEIRS TO II,
BRING TO THE BOARDS ATTENTION THAT THERE WOULD BE ADVAN-
TAGES TO THE TOWN NOW AND TO THE HEIRS OF THE BATCHELDER
ESTATES LATER IF THE TOWN COULD BRING THE SEWER UP THROUGH
BATCHELDER ROAD IN THE NEAR FUTURE.
ACCORDING TO THE SUPERINTENDENT, BATCHELDER ROAD
IS SCHEDULED FOR SEWER IN 1874. THE ANTICIPATED COST WILL
BE ABOUT $30, 000. 00. MR. WATT QUESTIONED THE ADVISABILITY '
OF NOT CHANGING THE PROGRAM AND REQUESTING SUFFICIENT FUNDS
FOR ANOTHER SEGMENT. A DISCUSSION ENSUED. THE SUPERIN-
TENDENT WILL LOOK INTO THE MATTER AND REPORT BACK TO THE
BOARD.
THE BOARD ADJOURNED TEMPORARILY AT 8:30 P.M. TO
MEET AS THE BOARD OF SURVEY.
THE BOARD RECONVENED AT 8:40 P.M.
READ LETTER FROM JOHN W. SEARS, COMMISSIONER,,
M.D. C. ON THE SUBJECT OF "PROPOSED IMPROVEMENTS OR ERTEN- III
SIGNS TO THE METROPOLITAN SEWERAGE SYSTEM ". THE SUPERIN-
TENDENT WILL ATTEND A HEARING SCHEDULED FOR OCTOBER 15,
1970 AND REPORT BACK TO THE BOARD.
READ LETTER FROM JOSEPH P. SPINELLI REQUESTING
THAT THE METER FOR HIS COMPLEX ON SUMMER AVENUE BE PLACED
IN BUILDING #G INSTEAD OF A METER BOX NEAR THE INTERSEC-
TION OF HIS DRIVEWAY AND SUMMER AVENUE; ALSO PERMISSION
TO START THE SEWER WORK AND REROUTE THE DRAIN LINE ON
BROOK STREET.
NR. COCHRANE MOVED, IT WAS SECONDED AND VOTED
THAT THE METER MUST BE INSTALLED IN A METER PIT NEAR THE
INTERSECTION OF MR. SPINELLI 'S DRIVEWAY AND SUMMER AVENUE
AND THAT HE PRESENT A DEFINITIVE PLAN OF BOTH SANITARY AND
STORM DRAIN SYSTEMS WHICH CONFORM WITH THE HATCH ACT AND
ENGINEERING REQUESTS BEFORE CONSTRUCTION CAN BEGIN.
THE BOARD MET WITH Na. FRANK POST OF ST. REGIS
PAPER WHO SHOWED A FILM ON THE REFUSE SACK SYSTEM OF RUB-
BISH COLLECTION AND ANSWERED QUESTIONS PRESENTED BY THE
BOARD IN RELATION THERETO.
THE BOARD SIGNED THE BILLROLL DATED OCTOBER 2
AND PAYROLL FOR THE PERIOD SEPTEMBER 28 THROUGH OCTOBER 4.

Gentlemen:
On September 24, 1970, four (4) bids were receivedand
opened for the construction of Metal Building, Foundations and
Appurtenant Work, Contract of August, 1970, for the Town of
Reading, Massachusetts. The bids have been checked and
tabulated and Connolly Bros. , Inc. of 20 Oak St. , Beverly Farms,
Mass. is the low bidder with a bid of Three Hundred Sixty-Three
Thousand One-Hundred Forty-Eight Dollars ($363,148.00) . Two
copies of the bid tabulation are enclosed for your review and
files.
Our review of the bid documents disclosed that Connolly
Bros. , Inc. , in their submittal of a subbid. for Item 2a -
Architectural Masonry, did not acknowledge receipt of Addendum
No. 2.

Addendum No. 2 made a change in the electrical work and
made no reference to architectural masonry, the subbid item 2a.
The addendum was sent, certified mail, to Connolly Bros. ,
Inc. and a return receipt was signed by an employee of the
contractor on September 15, 1970.
In view of the fact that Connolly Bros. , Inc. acknowledged
receipt of Addendum No. 2 in the bid for the general contract, we
recommend that the omission of the reference to Addendum No. 2
in the subbid be waived .
Items 2c and 2d were bid as allowances in the general bid
as submitted by Connolly Hos. , Inc. Subbids for Items 2c and 2d
were taken on September 24, 1970. The total of these two low
subbids is19,079• The total of the allowance for these two
items is $1,800. This makes the adjusted total amount of the
low bid by Connolly Bros. , Inc. to be Three Hundred Sixty-Five
Thousand Four Hundred and Twenty-Seven Dollars ($365,427.00) as
shown on the bid tabulation.
We have reviewed the financial rating of Connolly Bros. ,
Inc. and have contacted responsible officials concerned with
projects recently completed by the contractor of a size and
nature comparable to this contract. Connolly Bros. , Inc.
appears to possess the financial resources and the experience
necessary to complete this contract.
We recommend that the Town of Reading award the contract
for the Construction of Metal Building, Foundations and Appurtenant
Work, August 1970, to Connolly Bros. , Inc. , 20 Oak St. , Beverly
Farms, Mass. in the amount of $365,427.00.
If our recommendations are accepted by the Town, please
notify us of your intent to award the contract to Connolly
Bros. , Inc. Upon receipt of such notice, we will inform the
contractor to obtain the required bonds and insurance and execute
the Agreement. We will then forward the documents to the Town
for signature.

Gentlemen:
Based on our discussions of September 2, 1970 , concerning
our engineering costs to date , we request that the upset limit -
as stated in our contract of January 26 , 1970 , be increased by
the sum of $20 ,000. Including an earlier increase of $3,000 for
subsurface investigations , the upset limit for the contract would
then become $68,000 .
The cause for the $20,000 increase in the basic design
fee can be generally attributed to an overall increase in the
scope of work. Specific areas which increased in complexity as
the design was developed are :
a. A significant amount of time was required to define
and meet the particulate emission requirements of the
Bureau of Air Pollution-Radiological Health of the
Public Health Department.
b . To implement (a) above , it was necessary to change
from the previously considered wet scrubber system to
a cooling chamber and electrostatic precipitator.
C. As the overall complexity of the facility increased,
more time was necessary to ensure a proper interface
between the "package" modular incinerator units and
the overall facility design.

' d. A general increase in the scope of certain design
items such as the parking area, washdown area, '.
automated weighing facility, etc. , developed as the
overall function of the facility was -closely examined.
I£ more detailed information is required, we would be most
happy to supply it. It should be noted that services still to
be performed that are included in the $68,000 fee are :
a. Checking of shop drawings ,
b . Assembling maintenance and operations instructions .
