PRESENT WERE CHAIRMAN WHITE, SECRETARY COCHRANE, BOARD MEMBERS FLORENCE, HODGKINS AND WATT AND SUPERIN- TENDENT LOUANIS. MINUTES OF PREVIOUS MEETING READ AND APPROVED. READ LETTER FROM WEATHER SERVICES, INC.REGARDING NEW WEATHER FORECAST SERVICE AGREEMENTS FOR THE COMING YEAR. MR. COCHRANE MOVED, A. FLORENCE SECONDED AND IT WAS VOTED UNANIMOUSLY TO CONTRACT FOR THE SERVICES OF WEATHER SERICES, INC. FOR THE ENSUING YEAR. ' PUBLIC HEARING WAS HELD AT 7:45 P.M. REGARDING THE PETITION OF THE NEW ENGLAND TELEPHONE & TELEGRAPH COM- PANY TO LAY AND MAINTAIN UNDERGROUND CONDUITS AND MANHOLES: PEARL STREET: SOUTH SIDE, NORTHERLY FROM POLE 70721 TO WESTERLY CORNER OF AUDUBON ROAD, APPROX- IMATELY SIXTY (SO) FEET OF UNDERGROUND CONDUIT. MR. GEORGE COOLEY REPRESENTED THE TELEPHONE COMPANY AND STATED THAT 20 NEW HOMES WOULD BE SERVICED. MR. COCHRANE MOVED, MR. HODGKINS SECONDED AND IT WAS VOTED UNANIMOUSLY TO APPROVE THE PETITION. THE BOARD SIGNED THE PETITION. PUBLIC HEARING WAS HELD AT 8:00 P.M. REGARDING THE PETITION OF THE NEW ENGLAND TELEPHONE & TELEGRAPH COM- PANY TO LAY AND MAINTAIN UNDERGROUND CONDUITS AND MANHOLES: FRANKLIN STREET: SOUTHEASTERLY SIDE, NORTH- , WESTERLY FROM EXISTING POLE 27/39 NORTHWEST CORNER OF FOX RUN LANE, APPROXIMATELY FIFTY-FIVE (55) FEET OF UNDERGROUND CONDUIT. A. GEORGE COOLEY REPRESENTED THE TELEPHONE COMPANY. MR. FLORENCE MOVED, NR. WATT SECONDED AND IT WAS VOTED UNANIMOUSLY TO APPROVE THE PETITION. THE BOARD SIGNED THE PETITION. READ NOTE FROM THE SUPERINTENDENT REGARDING REQUEST BY THE BOARD OF PUBLIC WORKS OF WAKEFIELD TO OB- TAIN A TEMPORARY ACCESS ROAD THROUGH PRIVATE PROPERTY IN READING TO THEIR PROPOSED NUNICIPAL DISPOSAL AREA. THE TOWN OF WAKEFIELD WOULD HANDLE ALL NEGOTIATIONS, PAY ' ALL COSTS AND DO ALL CONSTRUCTION, BUT SINCE THE LAND IS IN THE TOWN OF READING, WAKEFIELD WOULD NOT BE ABLE TO TAKE THE NECESSARY EASEMENT WITHOUT SPECIAL LEGISLATION. THEY REQUEST THAT THE BOARD OF PUBLIC WORKS OF THE TOWN OF READING ASSIST THE WAKEFIELD BOARD OF PUBLIC WORKS BY TAKING THE EASEMENT. Na. FLORENCE MOVED, NR. COCHRANE SECONDED AND IT WAS VOTED TO TAKE THE EASEMENT PROVIDED IT WAS A WILL- ING TAKING AND SUBJECT TO THE CONDITION THAT THE TOWN OF WAKEFIELD WILL PAY ALL COSTS AND SUBJECT TO THE TOWN OF WAKEFIELD 'S APPROVAL OF THE REZONING AT A SPECIAL TOWN MEETING ON OCTOBER 8. THE BOARD CONFERRED WITH PHILIP GIANTRIS OF METCALF & EDDY, INC. REGARDING BIDS RECEIVED SEPTEMBER 24, 1970 ON METAL BUILDING, FOUNDATIONS AND APPURTENANT WORK. MR. FLORENCE MOVED, MR. COCHRANE SECONDED AND IT WAS VOTED TO AWARD THE CONTRACT TO CONNOLLY BROTHERS, INC. 20 OAK STREET, BEVERLY FARMS, MASSACHUSETTS IN THE AMOUNT OF $365, 427. 00 AS RECOMMENDED BY METCALF & EDDY, INC. COPY OF LETTER ATTACHED AT THE REQUEST OF THE SUPERINTENDENT, MR. GIANTRIS PRESENTED A PROPOSAL FOR RESIDENT INSPECTION DUR- ING THE CONSTRUCTION PERIOD. MR. GIANTRIS STATED THAT ' METCALF & EDDY, INC. WOULD BE IN A POSITION TO PROVIDE THE TOWN WITH ONE OF THEIR TOP RESIDENT INSPECTORS ON A PART- TIME BASIS AND THAT THE BOARD SHOULD BUDGET MONIES FOR 50% OF THE CONSTRUCTION TIME. THIS SERVICE WOULD BE COMPUTED ON THE BASIS OF 1. 75 TIMES THE ENGINEERS ' SALARY AND 1. 15 TIMES EXPENSES FOR AN ESTIMATED AMOUNT OF $16, 000. 00. A DISCUSSION ENSUED RELATIVE TO THE MERITS OF HIRING A RESIDENT INSPECTOR FROM METCALF & EDDY, INC. OR HIRING A CLERK OF THE WORKS WHO WOULD BE ON THE TOWN OF READING 'S PAYROLL. AFTER THE DISCUSSION MR. COCHRANE MOVED, Na. FLORENCE SECONDED AND IT WAS VOTED UNANIMOUSLY ' THAT METCALF & EDDY, INC. BE AUTHORIZED TO PREPARE AN AMENDMENT TO OUR EXISTING CONTRACT FOR THE RESIDENT IN- SPECTION DURING THE INSPECTION PERIOD OF THE INCINERATOR , AS OUTLINED BY MR. CIANTRIS. THE BOARD SIGNED BILLROLL DATED SEPTEMBER 25 AND PAYROLL FOR THE PERIOD SEPTEMBER 21 THROUGH SEPTEMBER 27. MEETING ADJOURNED AT 9:00 P.M. RESPECTFULLY SUBMITTED, CRETARY
