MEETING OF THE BOARD OF PUBLIC WORKS OPENED AT
7:30 P.M. IN ROOM 16, MUNICIPAL BUILDING.
PRESENT WERE CHAIRMAN WHITE, SECRETARY COCHRANE,
BOARD MEMBERS FLORENCE, HODGKINS AND WATT AND SUPERINTENDENT
LOUANIS.
MINUTES OF PREVIOUS MEETING READ AND APPROVED.
READ PETITION FOR STREET ACCEPTANCE OF HOLLY
ROAD. IT WAS MOVED, SECONDED AND VOTED THAT THE PETITION
BE ACCEPTED AND PROCESSED IN THE USUAL MANNER.
PUBLIC HEARING WAS HELD AT 7:45 P.M. REGARDING
TAKING OF AN EASEMENT THROUGH PRIVATE PROPERTY WESTERLY OF
' HOPKINS STREET FOR DRAINAGE AND SEWERAGE PURPOSES. NOBODY
ATTENDED THE HEARING. RELEASES FROM DAMAGES HAD BEEN
SIGNED PREVIOUSLY BY THE INTERESTED PARTIES.
MR. COCHRANE MOVED, Na. FLORENCE SECONDED AND IT
WAS VOTED TO APPROVE THE TAKING OF THE EASEMENT. THE BOARD
SIGNED THE ORDERS OF TAKING.
IT WAS MOVED, SECONDED AND VOTED TO SIGN A PE-
TITION FOR JOINT POLE RELOCATION - NEW ENGLAND TELEPHONE
TELEGRAPH COMPANY - TOWN OF READING MUNICIPAL LIGHT COM-
PANY - BOYCE STREET, POLE #11311 APPROXIMATELY TEN (10)
FEET EASTERLY ONE (1) POLE. NO HEARING WAS NECESSARY.
' READ LETTER FROM RICHARD C. BOUTIETTE,DIRECTOR,
WAKEFIELD BOARD OF PUBLIC WORKS, REQUESTING THAT THE BOARD
GRANT THE TOWN OF WAKEFIELD UNTIL OCTOBER 7, 1970 TO SIG -
NIFY THEIR INTENT TO ENTER INTO AN AGREEMENT WITH THE TOWN
OF READING FOR THE INCINERATION OF WAKEFIELD 'S SOLID v
WASTES. A. COCHRANE MOVED, MR. FLORENCE SECONDED AND IT
WAS VOTED TO APPROVE THE REQUEST.
READ LETTER FROM MICHEL-CATHER, INC. IN RESPONSE
TO A RECENT LETTER FROM THE READING BOARD OF PUBLIC WORKS
REQUESTING EQUAL PUBLICITY AT THEIR EXPENSE IN THE EVENT
THE TOWN ENCOUNTERS ANY OPERATING DIFFICULTIES WITH THE
ELECTROSTATIC PRECIPITATORS AFTER START UP. IT WAS TAKEN
UNDER ADVISEMENT.
HERBERT MACDONALD OF CARTER, RICE & COMPANY AP- '
PEARED BEFORE THE BOARD AND STATED THAT DUE TO A DEATH IN
THE FAMILY, A. FRANK POST OF ST. REGIS PAPER WAS UNABLE
TO BE PRESENT AT THE MEETING. A MEETING WITH MR. POST
WAS SCHEDULED FOR OCTOBER 5.
READ PROPOSAL FROM METCALF & EDDY, INC. , COPY
OF WHICH IS ATTACHED. BR. COCHRANE MOVED, IT WAS SECONDED
AND VOTED TO AUTHORIZE THE CHAIRMAN TO SIGN THE PROPOSAL
WHICH WILL CONSTITUTE AN AMENDMENT TO THE EXISTING CON-
TRACT.
READ LETTER FROM THE UNITARIAN CHURCH OF READING
EXPRESSING THEIR APPRECIATION FOR THE REPLACING OF THE '
SIDEWALK ON WOBURN STREET IN FRONT OF THE CHURCH PROPERTY.
IT WAS ACCEPTED AS A POINT OF INFORMATION.
THE BOARD REVIEWED AND DISCUSSED SUBBIDS ON THE
METAL BUILDING, FOUNDATIONS AND APPURTENANT WORK. THEY
WERE ACCEPTED AS A POINT OF INFORMATION.
THE BOARD SIGNED THE BILLROLL DATED SEPTEMBER 18
AND PAYROLL FOR THE PERIOD SEPTEMBER 13 TO 20.
MEETING ADJOURNED AT 8:30 P.M.

Gentlemen:
As stated in Mr. Brian Hogan's letter of September 3, 1970,
L we are proceeding to perform construction services in conjunction with
the construction of the refuse incinerator.
We propose to perform those items of work listed under Section
2. 4, Construction Services, of our contract of January 26, 1970 and
numbered 2. 4. 1 through 2.4. 9, inclusive, and recommend that an upset
limit of $10,000 be established for this work.
The $10,000 figure is predicated on the assumption that under
Item 2. 4. 6, each furnace will be successful in passing the first test. Also,
that under Item 2. 4.8, no reinspection will be required to insure conform-
ance of the contractor's work.
The following should be added to Article 5.4 of our existing
contract:
5.4. 1 The total of the Engineer's charges for services rendered under
Item 2. 4 (Construction Services), subitems 2.4. 1 through 2. 4. 9
inclusive, of this Agreement shall not exceed the upset limit of
$10,000. This upset limit does not apply to any of the other Items
of this Agreement.

Endorsement of this proposal by an authorized member of the
Board of Public works and the return of one copy thereof will constitute
an amendment to our existing contract.
