HomeMy WebLinkAbout1974-04-29 Board of Public Works Minutes April 29, 1974 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Blood, Secretary Reed, Board Mem- bers Dustin, Price and Russell and Superintendent Louanis. Minutes of the previous meeting were accepted as corrected. Read letter from James J. Power, 50 Audubon Road relative to piping drainage from Lawrence Road. A discussion ensued. The Superintendent was directed to write Mr. Power stating an effort would be made to clean the area but that it is not possi- ble to extend drains such as the one cited due to lack of funds . Read Notice of Public Hearing at 7:45 P.M. relative to the proposed widening of Hopkins Street from Main Street, Route 28, to the Wakefield Town Line. Approximately nineteen people attended the Preliminary Hearing. Routine questions were asked of an answered by the Board Members and Superintendent. Members of the Engineering Division remained at the conclusion of the Hearing and answered technical questions. The vote record was as follows: 6 - In Favor B -Opposed 1-Non-Committal ... The Hearing was closed. Following a lengthy discussion, it was moved, seconded and voted to proceed with the proper request re- lative to obtaining Chapter 90 Funds for Hopkins Street from Main Street to the Wakefield Town Line. Read Petition from residents of the Lowell Street area re- garding reduced speed limits. It was accepted as a point of information. The Board met with a group from RETURN who are concerned with recycling. Following a lengthy discussion it was moved that we accept the proposal for a Recycling Facility in Reading as amended: state that this Board is in favor of their proposal , give them the Board ' s official encouragement and endorsement and ' assist them to set up facilities for recycling efforts. It was seconded and voted. (Copy of amended Proposal for a Recycling Facility enclosed. ) Read notice of Public Hearing regarding Petition of Muni- cipal Light Department to install and maintain underground con- , duit in Lowell Street from Pole #53/78, northwest corner of Beverly Road north side of street in sidewalk area westerly to existing Manhole #1 a distance of 1231 , 2 - 5" conduits encased in concrete, and in Grove Street from Pole #31/30 in sidewalk area a distance of 33 ' then 47 ' in a more westerly direction to proposed Manhole #3, between existing 8" water line and existing sewer line, 2 - 5" conduits in concrete. Mr . Blomley represented the Municipal Light Department, no one else attended the Hearing. Mr. Blomley outlined the need for the conduit and answered ques- tions asked by the Board Members. The Hearing was closed. The Superintendent was instructed to negotiate an easement 4th the Municipal Light Department Manager, Norbert Rhinerson across the Water Department land between Beverly Road and Grove Street. The matter was tabled. The Board signed the Payroll for the period ending April 28th and the Bill Roll dated May 3d, 1974. Meeting adjourned at 10:45 P .M. PROPOSAL FOR A RECYCLING FACILITY IN READING Submitted by R.E.T.U.R.N 4/29/74 PURPOSE: To establish a viable recycling facility in Reading for glass, paper, cans, and cardboard I. Proposed location; Enclosed area near incinerator II. Proposed schedule ' A. Opening date: September 7, 1974 B. Facility open let and 3rd Saturdays of each month * C. Hours: 9:00a.m. to 3:00p.m. 6:00 A.M. to 4:00 P.M. amended III. Mechanics of recycling glass, paper, cans, and cardboard A. Glass 1. Preparation for recycling: clean, ne caps or rings, separated according to color - clear, brown, green 2. Containers: 12-15 50 gal. drums provided at no cost by David White of Andover 3. Removal: By Mr. White as often as necessary 4. Expenses: None 5. Income: None B. Paper 1. Lecal organizations are scheduled for monthly paper drives through March 1975 with an established waiting list beyond this date. a. Move currently scheduled drives to recycling facility. b. Change date to let Saturday of month (currently 2nd Sat.) c. Auxiliary container provided to collect paper brought to site on days when there is no paper drive. This will be unadvertised service. 2. Preparation for recycling: Bundled and tied with twine or placed in shopping bags 1 3. Expenses: None 4. Income: Gees directly to groups running drives, except for that received from paper collected in auxiliary container which would go to R.E.T.0 R.N. for purp seof educatio promotional or C. Cans operational expenses relating to recycSing. ** amended 1. Preparation for recycling: clean, labels removed, tops and bottoms removed, then flattened 2. Container: R.E.T.U.R.N, requests the cooperation of the Beard in determining the most suitable design for a bin and, if possible, assistance in its construction. 3. Removal: Mr. Fester of Jiffy Trucking will transport cans to Malden. R.E.T.U.R.N, requests that the Board consider giving assistance in loading cans from bin to truck. Cost for trucking is $15.00 per trip. 4. Expenses a. Construction of bin b. Trucking costs of $15 per trip 5. Income: Continental Can will ppy 020 per ton to R.E.T.U.R.N. �'•s - 2.q D. Cardboard It is R.E.T.U.R.N.'s understanding that the Town is currently involved in some recycling of cardboard. If it is feasible to combine a cardboard collection area at the recycling site with L the Town's present system, R.E.T.U.R.N. would be willing to monitor, and to educate the public in this phase of recycling. IV. Monitoring the facility A. A member of R.E.T.U.R.N. at the site to act as co-ordinator whenever the facility is open B. Volunteers from youth and service organizations to aid recyclere 1. 5 volunteers at a time, 2 for cans, j for glass 2. Volunteers recruited and committed for first j months of operation include Camp Fire Girls, 4-H Stablemates, Baptist Youth Group, Girl Scouts. V. Funding A. Needs 1. Trucking; R.E.T.U.R.N. hopes to have $75 in reserve for five trucking trips for cans. This is to make allowance for the time lag between our payment of trucking costs and receipt of payment from Continental Can. 2. Construction costs of bin for cans j. Educational program expenses B. Fund-raising 1. Upon acceptance of this proposal, R.E.T.U.R.N, will request donations from the charitable organizations in Reading. 2. If funds donated prove insufficient, R.E.T.U.R.N. will arrange its own fund-raising activities. VI.Educational program A. Schools 1. Develop program including slides or film which R.E.T.U.R.N. will take into every elementary classroom. a. Show how is recycle b. Show need for recycling to conserve resources and dump space 2. Get teachers involved and informed so that they will reinforce learning. j. Make every effort to get administrators, teachers, and students to recycle in their offices, classrooms, and lunchrooms. 4. Work with Art teachers to arrange poster contest a. Posters to show some aspect of recycling b. Posters to be made of previously used materials 5. Present brief program to P.T.A.'s similar to that presented in schools. B. Clubs and organizations 1. Speakers with slides or film to present brief program to every organization in town 2. Involve as many groups as possible as volunteers at recycling site. Exposure of this sort will serve as an educating experience. 3.) t M. Education (cont.) C. General public 1. Information on recycling distributed to every household with 3i phone, light, or water bill a. Stressing savings to individual in fewer bags used b. Stressing savings to Town in reduced burning costs and conservation of dump space 2. Articles and whenever possible pictures in The Chronicle related to recycling 3. Notices in church bulletins 4. Neighborhood coffees using brief prepared program to educate people on recycling 5. Recycling messages printed on supermarket shopping bags 6. Clear instructions at recycling site VII. Summary of what R.E.T.U.R.N. is asking of the Board of Public Works A. Use of a site B. Assistance in setting up a good traffic pattern at the site C. The Board's expertise in determining a suitable receptacle for cans D. Possible assistance in construction of such a receptacle E. Assistance in leading cans from receptacle to private contractor's truck for removal a F. The Board's official enesuragementn nd cooperation with R.E.T.U.R.N.'s undertaking
