Meeting of the Board of Public Works opened at 7: 30 P .M.
in Room 16, Municipal Building.
Present were Chairman Blood, Secretary Reed, Board Members
Dustin, Price and Russell and Superintendent Louanis .
Minutes of previous meeting were accepted as amended.
Read Petition from residents of Hemlock Road with regard to
piping the ditch between Hemlock and Pine Ridge Roads. The Board
discussed the matter at length and directed the Superintendent to
contact Town Counsel for a ruling as to the responsibility of the
Board of Public Works and Conservation Commission relative to
piping an open ditch on private property.
The Board met with Mr . Blomley of the Reading Municipal Light
Department at 7:45 P.M. Read Petition requesting permission to
transmit electricity from Lowell Street to Grove Street through
lands and easements of the Board of Public Works . A lengthy dis-
cussion ensued and the Board agreed to take the matter under advise-
ment. The Board directed the Superintendent to negotiate an agree-
ment and financial consideration.
Read letter from the Middlesex Chapter of DeMolay relative
to closing Sanborn Street to traffic from Lowell Street to Woburn
Street on June 8, 1974 from 9:00 A.M. to 8:00 P .M. It was moved,
seconded and voted to grant permission subject to the following
conditions:
1 . Proper liability insurance be obtained
2. The area be policed and completely returned to its
original condition after the event
3. No alcoholic beverages be allowed at the site.
Read letter from the Kiwanis Club re use of Birch Meadow
Playground for a Hole-in-one Golf Tournament requesting a change
in date. It was moved, seconded and voted to allow the event to
take place on Sunday, May 19, 1974 or on Sunday - May 26 in the
event of inclement weather.
Mr . Blood signed letter to Metcalf and Eddy, Inc. stating
that final payment to Combustion Engineering, Inc. had been paid
on December 7, 1973 for the Municipal Incinerator and the Board
sees no justification for any further payment.
Read letter from Dorothy M. Connors requesting permission to
use Memorial Park on May 1st from 1 :30 to 3: 30 P.M. for the Camp
Fire Girls. It was moved, seconded and voted to grant permission ,
to use Memorial Park provided the area be policed and be free from
debris at the conclusion of the event.
The bids for a new backhoe, a 3/4 ton pickup truck and street
sweeper were reviewed. It was moved, seconded and voted to award
bids as follows:
Backhoe and front end loader . .Clark-Wilcox Co. $20, 765•

and that the purchase order state that the purchase shall be
subject to the adjourned Town Meeting of March 2, 1974.
The Board discussed at length the problems experienced by
the townspeople from time to time with discolored water . It was
moved, seconded and voted to purchase a supply of Rover, a
chemical manufactured by Hach Chemical Company and distributed by
Ti-Sales for the purpose of rust removal , and to sell same upon
request for the purchase price of $2.00 a bottle.
Read Petition from Mr . Richard O'Connor, 37 Lewis Street
requesting permission to construct a permanent type sidewalk
within the public way. It was moved, seconded and voted to grant
permission providing all work is performed according to the rules
and regulations of the Town. The Board signed the Petition.
The Board signed the Payroll for the period ending April 21
and the Bill Roll dated April 26th.
