HomeMy WebLinkAbout1974-02-25 Board of Public Works Minutes February 25, 1974 Meeting of the Board of Public Works opened in the auditor- ium of the Community Center, 52 Sanborn Street at 7:45 P.M. Present were Chairman Blood, Secretary White, Board Members Dustin, Reed and Russell and Superintendent Louanis. Public Hearing was held at 7:46 P .M. regarding proposed extension of the main trunk sanitary sewer in the following streets: Van Norden Road - Ho. No. 57 to Ho. No. 183 Forest Street - Martin Rd. to Colburn Rd. Rice Road - Forest St. to 500' southerly Batchelder Road - All Granger Avenue - All Briarwood Avenue - All Pearl Street - Lucy Drive to Ho. No. 377 Approximately 115 persons attended the Hearing. Routine ques- tions were asked of, and answered by the Board Members and Superintendent. Members of the Engineering Division remained at the conclusion of the Hearing and answered technical ques- tions. The vote record was as follows: Street in Favor Opposed Non-Committal Van Norden Road 10 1 0 Forest Street 6 0 0 Rice Road 0 1 0 Batchelder Road 12 2 0 Granger Avenue 3 0 0 Briarwood Avenue 4 0 0 Pearl Street 10 0 0 Total 45 4 0 The Hearing was closed. The Board reconvened in Room 16, Municipal Building at 8:45 P.M. Minutes of the previous meeting were read and approved with correction. Mr . Nathan C. White is retiring from the Board and Mr. Blood requested that the other Members of the Board join him in applauding Mr . White for his several years of loyal service. Read letter from Rev. Msgr. Collins requesting that the sewer frontage assessment for St. Athanasius Parish on Haverhill Street be abated as it is a charitable organization. It was agreed that action be withheld until the Board is able to confer with Town Counsel . It was moved, seconded and voted that the Chairman sign the Water Pollution Control Permit for 1974 Sewer Construction Program. Read letters from Gulf Oil Company relative to price in- crease and allocation. They were accepted as a point of infor- mation. Notice from Clene-Heat, Inc. regarding a decrease in price was read and accepted as a point of information. The Board adjourned temporarily at 9:25 P.M. to meet as the Board of Survey and reconvened at 10:00 P.M. Read notice of Public Hearing regarding taking an easement through private property Easterly of Grove Street for drainage 1 and sewerage purposes. A discussion ensued. It was moved, seconded and voted to take the easement and the Board signed the Order of Taking. The Board reviewed the vote taken at the Sewer Hearing ' earlier in the evening. it was moved, seconded and voted that the sewer be constructed in all streets and assessments be approved against all streets except Rice Road and that the Superintendent review the legality of the placing of a sewer frontage assessment on Rice Road with the Town Counsel and report to the Board at a later date. Read note from Superintendent regarding sewer easement from Forest Street to Van Norden Road through property of Frank Gray, Jr. of 68 Van Norden Road. It was moved, seconded and voted to abate 139.87 ' of sewer frontage assessment in the amount of $559.48 in lieu of Mr. Gray granting the Town the sewer easement. The Superintendent reported that the Finance Committee had voted to sustain cuts previously made in the Public Works Operating Expenses and presented his recommendations to the Board. No agreement was reached. ' The Board signed the Pay Roll for the period ending February 25th. The Board adjourned to meet with the Board of Selectmen to discuss the Union 's request to open the contract to discuss wages.at 10:45 P.M. Respectfully submitted, r Secretary
