Meeting of the Board of Public Works opened in the audi-
torium of the Community Center, 52 Sanborn Street at 7:45 P.M.
Present were Chairman Blood, Secretary White, Board Mem-
bers Dustin, Reed and Russell and Superintendent Louanis .
Public Hearing was held at 7:46 P .M. regarding the accept-
ance of the following streets :
Deborah Drive Pennsylvania Ave. Ext.
Red Gate Lane Indiana Ave. Ext.
Apple Gate Lane Landers Road
Keith Road Covey Hill Road Ext.
Pitman Drive Marla Lane Ext.
Audubon Road Rustic Lane
Approximately twenty (20) persons attended the Hearing. Rou-
tine questions were asked of, and answered by the Board Members
and Superintendent. Members of the Engineering Division remain-
ed at the conclusion of the Hearing and answered technical ques-
tions. The vote record was as follows:

The Board reconvened in Room 16, Municipal Building at
8:40 P.M.
Minutes of the previous meeting were read and approved with
corrections.
Mr. White assumed the Chair at 8:50 P .M. and acting as Secret-
ary, Mr. Reed read Petition for removal of pole by the New England
Telephone and Telegraph Company. It was moved, seconded and voted
to allow the Petitioner to remove the pole located on the easterly '
side of Charles Street approximately one hundred twenty-three ( 1231 )
feet northerly of Timberneck Drive subject to the condition that ,
the sidewalk area be restored in order that the end result can
be considered comparable to the area as it now exists. Mr.
Blood abstained.
Mr. Blood resumed the Chair at 9:00 P.M.
It was moved, seconded and voted that the Board of Public
Works recommend to the Annual Town Meeting that the following
streets be laid out as public ways:

Keith Road Covey Hill Road Ext.

Mr. White assumed the Chair at 9:00 P.M. and acting as
Secretary, Mr . Reed read notice of Public Hearing regarding joint
Petition of the New England Telephone and Telegraph Company
regarding poles located on Walnut Street. The following people '
attended the Hearing: Mr. George Cooley, representative of the
New England Telephone and Telegraph Company, Mr . Frank Graupner,
representative of the Municipal Light Department and Mr . John
Kapitan, a local resident. Mr. Graupner explained that it was
necessary to install two new poles and remove an existing pole
in order to service new lighting on Routes 128 and 93• It was
moved, seconded and voted to approve the Petition. Mr. Blood
abstained.
Mr. Blood assumed the Chair at 9:08 P .M.
Read letter from the Conservation Commission regarding pro-
posed change of Town Flood Plain Zoning. The Superintendent
showed the Board the location on a contour map and a discussion
ensued. The Superintendent was instructed to invite the Con-
servation Commission to the next Board meeting to discuss the
matter.
The Board reviewed the proposed new Rubbish Collection '
Rules and Regulations as presented by the Superintendent. It
was moved seconded and voted to approve the Rules and Regula-
tions as amended by the Board and a copy is attached hereto.
The Board reviewed the proposed Rules and Regulations for
the Solid Waste Receiving Area as submitted by the Superinten-
dent. It was moved, seconded and voted to approve the proposal
as amended by the Board, copy attached hereto.
Read letter from Clene-Heat regarding fuel oil price de-
crease and the Superintendent was instructed to check with the
School Department concerning the accuracy of the price reduction.
Reviewed proposed easement to Reading Council of Girl Scouts,
Inc. property. It was moved, seconded and voted to proceed with
the said easement as outlined by the Superintendent and to abate
the sewerage frontage assessment on Forest Street in the amount
of $2,898.52 and to make the sewer house connection at no cost
to the Council .
Mr. Blood stated he had received a report from the Finance
Committee and they had voted to approve the Board of Public Works
Budget except for the following:accounts amended as listed:

A meeting has been requested with the Finance Committee as soon as
possible to discuss these matters as well as the Garage Addition
and the Master Drainage Plan.
The Board signed the Bill Roll dated February 8th and the
Payroll for the period ending February 3.

' Rules and Regulations for the Use of the
John Street Solid Waste Receiving Area
GENERAL REGULATIONS
1 . Use is limited to Town of Reading residents, and proof
of residency is necessary.
2. Each commercial permit shall be carried in the vehicle {
entering the Solid Waste Receiving Area and shall be exhibited 3
upon request to any Police Officer or Town Official and to any 1

employee of the Town supervising the area.
3• No materials collected outside the territorial limits
of the Town of Reading shall be deposited in the Solid Waste Receiving
Area. No permits will be issued to non-residents of the Town of
Reading and no permits will be issued to commercial establishments
or independent contractors having their place of business outside
' the limits of the Town of Reading and the vehicles used must be reg-
istered in the Town of Reading.
4. The deposit of garbage or offal of any kind or nature is
prohibited:
5• The Town reserves the right to reject any materials which
it feels to be detrimental to the operation of the landfill . Ma-
terials considered detrimental would include, but would not be
limited to the following: Rubbish from remodeling, repairing or
demolition of buildings, rubbish of a large bulky nature includ-
ing tree stumps, rubbish which would occupy substantial space,
rubbish of a highly inflammable nature, or rubbish which would re-
quire special handling. Materials are limited to bulk items only,
residential in nature, such as household furniture, appliances,
tires, pipes, swing sets, auto parts , lawn mowers, five gallon
cans, oil drums, scrap metal , mattresses, plaster, large plastic
items and yard rakings, brush and ashes from stoves and fireplaces
' as example.
Decisions under this section shall be made for the Board of
Public Works by the Superintendent.
6. Wood from the removal of trees and brush shall meet the
following requirements:
a. Any stems or limbs one ( 1 ) inch in diameter or smaller ,
shall be considered brush.
b. Any stems or limbs larger than one ( 1 ) inch in diameter
and not greater than twenty (20) inches in diameter
shall be considered logs and must be cut into lengths
no longer than forty-eight (48) inches or chipped
suitable for mulching purposes.
c. Any stems or limbs larger than twenty (20) inches in
diameter shall be cut into lengths no longer than (24)
twenty-four inches .
d. All diseased elm wood shall be placed in a special area
in the dump for burial .
7. Failure to comply with these Regulations shall be cause
for suspension or revocation of permit.
8. The Solid Waste Receiving Area will be open the first
and third Saturday of each month except legal holidays from 8:00 '
A.M. to 4:00 P .M.
9. The Leaf Compost Area will be open each Saturday for
the month of October, November and through December 15 except
legal holidays from 8:00 A.M. to 4:00 P.M.

3• Commercial dumpers will be classified under the Fee
Schedule by the Superintendent of the Board of Public Works.
4. These Regulations are adopted under Article 7, Section 4
of the General By-Laws of the Town, and violations of
these Regulations are subject to Article 27, Section 1
of the General By-Laws of the Town of Reading.
These Regulations and the Schedule of Fees became effective
April 1 , 1974. ,

RUBBISH COLLECTION
Rules and Regulations
1 . Until subsequent change, and for the purpose of these Rules, f
refuse shall be considered to mean normal household rubbish and
garbage. Garbage should be drained of all liquids, wrapped in
newspapers, or put in a small plastic bag or empty milk carton,
then placed in with your regular rubbish.
2. Rubbish will be collected by the Town of Reading once each
week.
3. Rubbish, including glass, cans, etc. , will be collected when
set at the edge of the traveled way in approved containers or
bundles by 7 :30 A.M. on regular collection days.
4. Approved containers are "wet strength" two ply 50 lb kraft
paper sacks of 30-gallon capacity.
5. Paper sacks shall be closed at the top by rolling. Newspapers
shall be tied securely and bundled.
6. Cardboard cartons must be broken down or cut up and put into
tied bundles not longer than three feet in length.
7. Brush cuttings tied securely and bundled, not over 3 feet
long and 18 inches in diameter, will be collected.
8. Metal , plastic, or wooden containers will not be handled.
Earth, gravel , stone, plaster, cement, or other materials from
repair or' construction of buildings will not be collected. Logs
will not be collected.
9. Scrap metal , other than tin cans, will not be collected. Do
not include any type of flammable liquids, ammunition, chemicals,
or fireworks.
10. If you are considering purchasing a rubbish compactor, we
suggest you do not, as the compacted material does not burn
properly and the collection of these materials may have to be
discontinued in the future.
II . No collections will be made from stores, business houses,
manufacturing plants, professional buildings, or other commercial
enterprises .
12. Collections will be made from residences only. Multi-family
residences exceeding three units will be considered businesses and
collection from them will not be made.
13• No collections will be made, on legal holidays: New Year 's
Day, Washington ' s Birthday, Patriot 's Day, Memorial Day, Indepen-
dence Day, Labor Day, Columbus Day, Veterans ' Day, Thanksgiving
Day and Christmas Day. Collections will be one day late during
the balance of the week in which the holiday falls.
14. Materials other than those listed above will not be collected
by the Town of Reading and it becomes the individuals responsi-
bility to dispose of same and acceptable materials may be brought
to the solid waste receiving area on John Street.
15. Employees of the Department of Public Works are forbidden
to enter into or trespass on any private property during their
collections.
These rules and regulations were approved on February 4,
1974 and will become effective April 1 , 1974.
