' Meeting of the Board of Public Works opened at 7: 30 P.M.
in Room 16, Municipal Building.
Present were Chairman Blood, Secretary White, Board Members
Dustin, Reed and Russell and Superintendent Louanis. Also
present were Messrs. Davidson and Miller of the Finance Committee.
Minutes of the previous meeting were read and approved.
The Board met at 7:45 P.M. with Mr . Gerald Carey of Whitman
and Howard, Inc. who reported the progress made thus far rela-
tive to the Sewer Study. The basic problem appears to be that
the area serviced by the Willow Street Sewerage Pumping Station
has developed to the point where the Station does not have
sufficient capacity to accommodate the volume. However, the
installation of the new pump should alleviate the surcharge
temporarily. It was recommended that the Willow Street line be
jet cleaned as the sewage backs up, the low area functions as
a settling tank and a very heavy amount of sludge remains in
' the line. There is a need to repair manholes that have become
inundated and a concerted effort should be made to locate and
disconnect sump pumps . Mr . Carey outlined the future develop-
ment of the Study as follows :
Review of the Willow Street Pumping Station with
recommendations for upgrading.
Evaluation of the present force main and gravity
sewer down stream from the sewer station recommended.
Evaluation of the possibility of a connection from
the Willow Street Station to the Metropolitan Sewer
Main in Woburn.
Check on infiltration in the Willow Street area in
the spring.
The Board adjourned temporarily at 8:45 P.M. to meet as the
Board of Survey and reconvened at 9:25 P.M.
The Board met with Messrs. Melvin Jones and Andrew W. White
of the Planning Board to discuss a Topographic Mapping of the
' Town of Reading. It was agreed that the Board of Public Works
prepare the Article and the Planning Board be prepared to add
impetus at the crucial moment.
Mr. White moved, it was seconded and voted to inform the
Finance Committee that the Board of Public Works intends to '
make the necessary arrangements to begin topographic mapping
of the Town of Reading. The first phase of this work shall
provide photo flight field work and aerotriangulation at a
cost of approximately Ten Thousand Dollars. This work will be
programmed for the spring of 1974 and the funds will come from
the sewer main construction program. This is a proper expen-
diture of these funds as it will result in a reduction in
survey costs for a sewer extension and have an additional
value as an effective engineering tool for drainage planning
by the Department and a base map for use by the Planning Board.
Sheets then could be purchased as required at a scale of one
inch equals one hundred feet with two foot contour interval
at a cost of approximately Four Hundred Thirty Dollars per
sheet.
The Chairman was authorized to sign letter committing the
Public Works Budget to the Finance Committee. '
The Superintendent was instructed to rewrite letter to
the Board of Selectmen. (copy attached)
The Board signed the Pay Roll for the period ending
December 16th and the Bill Roll dated December 21st.
