HomeMy WebLinkAbout1973-12-10 Board of Public Works Minutes December 10, 1973 Meeting of the Board of Public Works opened at 7: 30 P.M. i ' in Room 16, Municipal Building. Present were Chairman Blood, Secretary White, Board Members Dustin, Reed and Russell and Superintendent Louanis. Also present were Messrs . Davidson and Miller of the Finance Committee. Minutes of the previous meeting were read and approved with correction. The Board approved and the Chairman signed the plan of the Chapter 90 Primary System. It was moved, seconded and voted to include Hopkins Street from Route 28 to the Wakefield Line as well as Forest Glen Road from Main to Pearl Street, Pearl Street from Forest Glen Road to Wakefield Street and Wakefield Street to Haverhill Street in the program. Read letter from Clene-Heat, Inc. regarding the escalating cost of fuel . It was accepted as a point of information. ' Read notice of Public Hearing regarding the Petition of the Municipal Light Department to place and maintain underground conduit on Haven Street from manhole #3 on the south side of the street a distance of approximately ten feet. The work will be done in the sidewalk area. It was moved, seconded and voted to grant the request and the Board signed the Petition. The Board reviewed Budget Sheets 20, 27, 28 and 30. The need for a new sweeper was brought to the attention of the Board who in turn weighed the issues of depreciation cost and convenience of ownership as opposed to the possibility of being dependent upon hired equipment and services . The Board agreed that the sweeper should be replaced and instructed the Superin- tendent to investigate the various types of sweepers in an effort to choose a sweeper that would result in the least poss- ible capital outlay. The Superintendent exhibited plans for new garage and office space at the John Street site. It was the consensus of opinion that we should request funds for planning and building. It was moved, seconded and voted that the Chairman sign the Application for Permit to extend the sewerage system for the Division of Water Pollution Control . , The Board reviewed the bids for repairs to the Municipal Incinerator as follows: Bid Price Bid Price Company Alternate Method Original N. McCarty Construction Co. 24,875.00 22, 200.00 The Superintendent recommended that the bid be given to the low bidder, New England Boiler Setting Company in the amount of Six Thousand Seven Hundred and Thirty—nine ($6,739.00) Dollars. It was moved, seconded and voted. Read letter from Paul E . Barnes, Minister for the First Congregational Church relative to closing Salem Street between Lowell and Main Streets from 2:00 until 6:00 P.M. on December 23 for a Christmas celebration event. It was moved, seconded and ' voted to grant the request subject to the following conditions: 1 . No alcoholic beverages may be served within the limits of the public way. 2. The area shall be policed and completely clean by Noon on December 24. Read letter and list of recommendations from the Recreation Committee. Mr. Dustin reported on his meeting with the Recrea— tion Committee. Mr. Blood suggested that the Superintendent write to the Committee and split the list separating the capital expenditure items from the maintenance items . The Board signed the Pay Roll for the period ending December 9th and the Bill Roll dated December 14th. Meeting adjourned at 10:00 P.M. Respectfully submitted, Secretary
