Meeting of the Board of Public Works opened at 7:30 P.M.
in Room 16, Municipal Building.
Present were Chairman Blood, Secretary White, Board Mem-
bers Reed and Russell and Superintendent Louanis. Also present
were Messrs . Davidson and Miller of the Finance Committee and
Mr . Weston, Town Engineer.
Minutes of the previous meeting were read and approved.
Read letter from the Conservation Commission relative to
a meeting scheduled for Thursday, December 6, 1973 at 7:30 P.M.
The Board of Public Works will be represented at this meeting
by Messrs. Blood, Russell and White.
Read letters from Whitman and Howard, Inc. and James
McGoldrick, Inc. wherein the Board is advised that existing
circumstances dictate it is necessary to substitute 1 " Barrett
fiberboard applied with Barrett bar—fire adhesive for the Fesco
insulation board. It was moved, seconded and voted to accept
the material of lesser quality because of the element of time
and the imminence of inclement weather, but with no change in
the Contract price.
Read letter from American Mutual Liability Insurance
Company relative to their property located west of the Reading
Dump adjacent to the Wakefield Town Line. The Board instructed
the Superintendent to write to W. F. Anderson, Jr. , Senior Vice
President of the American Mutual Liability Insurance Company in
an effort to stimulate a desire on the part of his Company to
dispose of this land.
Read notice of public meeting of Eastern Massachusetts
Wastewater Management Study on December 4, 1973 at 5:00 P.M.
at Cambridge City Hall . It was agreed that a delegation from
the Office of the Board of Public Works should attend this
meeting.
The Board signed the commitment letter to the Tax
Collector on the following:

Preliminary Hearing was held at 8:00 P.M. relative to the
Street Acceptance of Kelch Road and Longwood Road. Ten people
attended the hearing. Chairman Blood outlined the basic pro-
cedures to be followed relative to the laying out of a new
street and advised those who attended that the abutters ' cost
would be approximately fifteen per cent plus or minus the a-
mountestimated by the Town. Superintendent Louanis explained
the manner whereby the abutters could finance their proportion-
ate share of the cost. Questions were asked of and answered by
the Board. Members of the Engineering Division remained at
the conclusion of the Hearing and answered technical questions.
The vote was recorded as follows:

It was moved, seconded and voted not to proceed with any de-
tailed engineering work or schedule a formal hearing on the
acceptance of Longwood and Kelch Roads at this time. The
Superintendent was instructed to advise the abutters of the
Board 's decision.
The Board reviewed Budget Sheets 17-18-19-21-22-23-24-
25-26 and 29. These were approved but action on sheets 20-27-
28 and 30 was deferred.
The Board signed the Payroll for the period ending Decem-
ber 2 and the Bill Roll dated December 7th.
Meeting adjourned at 10: 55 P.M.

of Reading, in compliance with the provisions of General Laws,
Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-
by certify that the lists herewith contain the names of per-
sons against whom we have made betterment assessments, to-
gether with the location of the land benefited by the improve-
ment and the nature and amount of such betterment assessment.
