HomeMy WebLinkAbout1973-09-10 Board of Public Works Minutes September 10, 1973 ' Meeting of the Board of Public Works opened in Room 16, Muni- cipal Building at 7:35 P.M. Present: Secretary White, Board Members Dustin, Reed and Russell and Superintendent Louanis. Mr. Reed assumed the Chair in the absence of Mr. Blood. Min- + utes of the previous meeting were read and approved. Mr. Blood joined the meeting at 7:45 P.M. and assumed the Chair. Mr . Brown, Insurance Agent for the Town, met with the Board to discuss the technical aspects of the insurance coverage relative to the fire at the garage. It was concluded that we were fortunate that the insurance adaquately covered the present loss. It was the Board 's feeling that the insurance Committee and the Insurance Agent should take a very careful look at the appraised value to insure adaquate coverage to protect the Town against future loss. Mr. Reed moved, Mr. White seconded and it was voted that the ' Chairman sign the application for Tarpin Terrace sewerage extension. Read change order number three submitted by FreiDeLiso and Company, Inc. for revised pipe in manhole number one, installing pump building drain manhole etc. , and extending block wall sixteen feet at the Water Treatment Plant. Price to be $4,670.00. It was moved, seconded and voted to authorize the Superintendent to approve change order number three. The Board reviewed Canvass of Bids for Repairs and Renovations to Department of Public Works Garage taken on September 6, 1973, as follows: McGoldrick Company 50 Normandy Rd. Lynn, Ma. $ 79,430.00 Falzarano Const. 22 Woburn St. Reading, Ma. 79,800.00 N. C. Construction 365.Washington St. Brighton, Ma. 83, 130.00 Rossano Construction 401 Border St. E. Boston, Ma. 85,054.00 Arcadia Construction 79 Maplewood St. Malden, Ma. 87,400.00 F. DiCenzo and Sons 25 Valley St. Medford, Ma. 117,000.00 The Superintendent reported that Whitman and Howard had investigated ' the low bidder, James McGoldrick Company, and reported that he is the qualified low bidder and they had received excellent recommendations from previous work. Mr. White moved, it was seconded and voted that when funds become available from the Special Town Meeting to be held on September 24, 1973 that the contract be awarded to low bidder James McGoldrick Company in the amount of $79,430.00 subject to ' their ability to provide the proper performance bond. The Chairman reported to the Board progress made to date with the insurance adjuster regarding the fire at the garage. Agreement had been reached as to the damage to the building, $60, 107. 10 and contents of the building of $4,278.35. An offer of $856.01 has been made for the security watch when the Town 's actual incurred salary expense is $2,881 .84. A lengthy discussion ensued. Mr. White moved, it was seconded and voted that the Board accept the Insurance Company's offer except for the security watch figure and authorized the Super- intendent to renegotiate the security watch figure with an addition within the range of one to two thousand dollars. Read letter from Superintendent re promotions. Mrs. Barbara Erickson has been promoted from Senior Clerk A at a salary of $126.75 to Secretary at a salary of $133. 13, and Mrs. Evelyn Selfridge from Senior Clerk B at a salary of $107.63 to Senior Clerk A at a salary of $112.88. It was accepted as a point of information. ' Read letter from C. F. Mistretta, District Highway Engineer regarding traffic problem at the intersection of Lowell Street and Puritan Road. The Board instructed the Superintendent to carry out the recommendations of the letter and to inform Mr. Konchagulian and the Board of Selectmen of the action. The Superintendent in- formed the Board it would be necessary to obtain a sight easement at the easterly corner of Puritan Road at Lowell Street and to re- grade the property so that proper sight distance could be obtained. The Board met with Mr. Richard Harper of 695 Pearl Street re- garding drainage problem which has developed since the Town has constructed a storm drain system on Pearl Street and discharges it on Mr. Walker 's property and eventually runs on to the low portion of Mr. Harper 's property. Mr. Harper presented his desire for the Town to pipe, ditch and or fill the property because of the Town's excess water from Pearl Street which eventually impounds on his lot. ' After a lengthy discussion it was pointed out that the property in question is within the flood plain and filling is prohibited. i Read note from Superintendent regarding meeting with the Wake— field Board of Public Works. It was agreed the meeting should be held in Reading on October 10, 1973• Mr. Blood questioned the Board on the amount of money that should be requested from the Finance Committee to complete the re— pairs of the Public Works Garage. It was agreed that $90,000.00 would be sufficient to cover the construction costs, contingencies and engineering necessary to complete the project. The Board signed the commitment letters for sewer house con— nections and sewer frontage. The Board signed the bill roll dated September 14th and the payroll for the period ending September 9th.
