June 4. 1973
' Meeting of the Board of Public Works opened at 7:40 P.M. in Room 16,
Municipal Building .
Present: Chairman Blood, Secretary White, Board Members Reed, Russell ,
Dustin, and Superintendent Louanis.
Billroll was signed dated June 8, 1973; payroll was signed for the
period ending June 3, 1973•
Read letter from Mystic Valley Gas Company requesting permission to
use the Town easement along the town line from the John St. Plant to
Ash Street. It was moved, seconded and voted that the Board grant
Mystic Valley Gas Company permission to install the gas main within
the Town easement, subject to the provision that they obtain the right
to do so from the property owners, and the condition that in no way
will Mystic Valley Gas Company or its successors hold the Town liable
for any damages incurred in the future along the easement.
Read letter from Angelo A. Napolitano, 24 Audubon Road, requesting
permission to pipe the drainage channel in his backyard, and requesting
assistance from the Engineering Department. It was moved, seconded
and voted that the Superintendent inform Mr. Napolitano that he must
a) apply for and be granted a wet lands hearing before the Conservation
Commission to determine if they will allow him to do this piping job,
b) uponreceiving permission, he must then obtain approval from the Board
of Public Works, and c) he also must be advised that the engineering
work has to be done at his own expense.
Read letter from Raoul Daigle, Cubmaster Pack 728 re: family picnic in
Philip Welch Park, Birch Meadow on Sunday, June 10th (rain date, Sunday,
June 24) . It was moved, seconded, and voted to grant permission subject
to the following conditions: 1 . No alcoholic beverages to be consumed
on the premises, and 2. The area is to be completely policed and clean
after the event is over .
The Superintendent reported on tire bids as compared with those of the
' State. It was found that where State and Town specifications agree, the
price is the same, but not all of the tires bid by the Town were bid
by the State. It was moved, seconded and voted that the bid for tires,
as submitted, be awarded to Carlson Tire Co. , Inc. , 610 Gallivan Blvd. ,
Dorchester, Massachusetts.
The Board moved, seconded and voted to grant permission to the Municipal
Light Department to relocate Pole #53/54A 8 ft. southerly on Lowell St.
The Board adjourned temporarily to meet as the Board of Survey at ,
8:00 P.M. , and reconvened at 8:20 P.M.
Read note from Superintendent regarding drainage problem on West St.
It was moved, seconded and voted that a Hearing be set up on June 11 ,
1973 to present to the abuttors a proposal that the necessary drainage
work be done by the Department of Public Works, with funds from the
Drainage Construction Account, providing each abutting property owner
signs a release holding the Town harmless in the event the drainage
system fails, and a release granting the Town permission to enter onto
his property to do the required work.
Read notice of Public Hearing re: petition of the Municipal Light
Department, represented by Mr . Frank Grauptner, for a pole location on
Colonial Drive; approximately 150 ft. from Linea Lane. It was moved,
seconded and voted to grant the requested location,..
Notice was read of Public Hearing re: petition of the Municipal Light '
Department for conduit locations on Oak St. and West St. It was moved,
seconded and voted to grant requested locations .
After the completion of installation of the duct, an inspection is to
be made of the section of West Street between South St. and Border Rd.
The Superintendent was requested to write a letter to the New England
Tel . & Tel . Co. to the effect that the streets where their construction
is taking place be left in the same condition as before work began, all
construction work is to be terminated at 4:30 P.M. , and traffic must not
be blocked after that time.
Read letters to the Personnel Board relative to the promotion of John
A. Crotty, Jr. to the position of skilled laborer (front end loader
at the Municipal Incinerator) at a salary of $158.00 per week, and
requested approval of the promotion of William McCauley to the position
of Assistant Town Engineer at a salay of $188.36 per week. Accepted as
points of information.
The Board reviewed proposed sidewalk and curb construction program for ,
1973-74, copy attached. Accepted as a point of information .

Read note from the Superintendent regarding the loss of three people
in the Engineering Division; two EEA engineers and chief of party;
creating difficulty in maintaining an even work load, not only in the
Department, but affecting the work in sub-divisions as well . The State
Legislature has passed an environmental act which will become effective
July 1 , 1973, requiring all state agencies and political sub-divisions
thereof to prepare an environmental report on any project which may
affect the ecology, generating in itself a great deal of time and effort
for an already over-taxed division. Funds to pay the engineer would
come from the appropriate accounts. Two committees were formed:
Physical Facilities: Malcolm E . Reed and Paul Dustin, and Personnel
Study: Lawrence R. Blood and John Russell . A meeting was set up for
Wednesday, June 6, 1973 with Mr . Blood, Mr. Russell , and the Superin-
tendent to discuss a package to be presented to the Financial Committee
as a more definite statement of projects, man hours required, etc. to
justify the hiring of another assistant town engineer. The Committee
will report back to the Board at the next meeting on its findings.
' The Superintendent gave a verbal report on the garage fire. General
Law states that insurance monies in cases such as this can be used
directly to repair damages up to $5,000.00. Over that amount goes
into a special fund to be presented at Town Meeting for approval of
expenditure. However, Mr. Gould has indicated that if the insurance
checks come in separately he is inclined to look upon their use
directly favorably. The Board was instructed to contact Mr. Edouard
Dube requesting his assistance as appraiser, as a back-up, before
contacting Mr. Emmett Logue, Logue Construction Company, who has agreed
to do a complete appraisal for a flat fee of $500.00 and $20.00 per
hour for negotiation.
9:50 P.M. Read letter from A. B . Reed, Inc. re: Town Forest
Pumping Station. It was moved, seconded and voted to approve the
change order as recommended by Henry D. Hoyle of A. B. Reed, Inc.
to provide auxiliary power for pumping during power failures.
The Board reviewed the Construction Progress Chart on Fred Delisio 3
Co. , Inc. The Superintendert was instructed to contact Mr. Delisio as
to whether or not the project will be completed by Friday, June 8,
and if not, to request that he appear before the Board on Monday,
June 11th with valid reasons for its delay.
Meeting adjourned at 10:35 P.M.
