HomeMy WebLinkAbout1973-04-23 Board of Public Works Minutes MINUTES April 23, 1973 ' Meeting of the Board of Public Works opened at 7:35 P.M. in Room 16, Municipal Building. Present: Chairman Blood, Secretary White, Board Members Reed, Dustin, Russell and Superintendent Louanis . Minutes of the previous meeting were read and accepted with correction noted. Read letter from Mr . Peter Cunningham relative to drainage problem in his front yard. Mr. Blood will call Mr . Cunningham and Mr . Louanis will write a letter explaining the Board ' s position in this matter. Read letter from Mr . b Mrs . Keefe re: porch which will partially go over the Town Easement. Mr . White moved, Mr . Reed seconded and it was voted to approve the request with the provision that a Waiver of Damages in the event the Town must use the easement, as a stipulation. '. Read letter from Reading Scholarship Foundation, Inc. re: Flea Market to be held at B .P.W. Yard on John Street. It was moved, seconded and voted to grant permission to hold the Flea Market on May 13 - rain date, one week later, with the stipulations that: Suitable liability insurance be obtained; that no alcoholic beverages be sold or drunk on the premises; and that all debris shall be removed from the site at the end of the sale. 8:00 P.M. Held public hearing re: Sewer Main Extension - Track Road. Two people attended the hearing; both voted in favor of the Town installing the sewer in the street. It was moved, seconded, and voted to install the sewer in Track Road. 8: 20 P.M. Read letter from Environmental Education Task Force. It was taken as a point of information. The Board adjourned temporarily at 8:30 P.M. to meet as the Board of 1 Survey, and reconvened at 9:05 P.M. Met with residents of Sanborn Lane. Mr. Anthony S. Barrasso was spokesman for the group. The ten property owners involved desired AGENDA - 4/23/73 that we provide some type of emergency water service, loan town ' equipment, and sell materials for the improvement of the road to them. Fire Chief Mitchell spoke briefly, stating that the Town did have sufficient hose to reach in to the last house but that it would take considerable time to do this in the event an emergency did arise. He mentioned the existing water line at the Town Dump and questioned the possibility of something of this nature to aid this area. After a lengthy discussion the Board advised the residents that they had two choices: one, to maintain the street themselves; two, to petition to have the street accepted as a public way. Read letter from Metcalf & Eddy, Inc. relative to liquidated damages. It was moved, seconded and voted that since there are a few areas still to be perfected that the matter of liquidated damages be held in abeyance until some future date. It was further moved, seconded, and voted that we do not pay the $19,028.03 at this time. The Board discussed the problem of sewerage on Arcadia Avenue. Mr . ' Reed recommended that the Superintendent interview three consulting engineers and report to the Board at a later date. Read letter from Domenick Zanni Realty Trust requesting an extension of the completion date for the-construction of Rustic Lane. It was moved, seconded and voted to grant the request. Read letter from Mr . Joseph Dooley requesting approval as Licensed Drain Layer . It was moved, seconded and voted to approve Mr. Dooley as a Licensed Drain Layer subject to the termination of his employment under the E .E .A. and under the direction and control of the Town of Reading. Read note from Superintendent regarding inspection of sewer system by Closed Circuit T.V. The Board accepted the Superintendent' s recommendation and voted to authorize the necessary expenditure to accomplish the work. Read letter from Attorney Diamond re: Spruce Road Sewer . The Board agreed to hold a hearing at a future date relative to installing the sewer.
