HomeMy WebLinkAbout1973-04-09 Board of Public Works Minutes MINUTES April 9, 1973 j Meeting of the Board of Public Works convened at 7:30 P.M. in Room 16, Municipal Building. Present: Chairman Blood, Secretary White, Board Members Dustin, Reed and Russell and Superintendent Louanis. 7:30 P.M. Read Notice of Public Hearing re: Sewer Easement - Harvest Road. Five votes were cast, all in favor of the Town taking the ease- ment. It was moved seconded and voted to take the easement. 7:45 P.M. Read Notice of Public Hearing re: Sewer Easement - Elliott and Bolton Streets. Two votes were cast, both in favor of granting the easement . It was moved seconded and voted to take the easement. 8:00 P.M. Read Notice of Public Hearing re: Sewer Easement - Joseph Way. Three people attended the meeting and all were in favor of the easement provided the Town camouflage the station. It was moved seconded and voted to take the easement. 8: 10 Minutes of the previous meeting were read and accepted. 8: 15 P.M. Read Notice of Public Hearing re: Sewer Easement - Forest Street. Attorney Raymond R . Couture represented Mrs. Packer who owns Lots 23, 24, 25 and 26 on the southerly side of Forest Street. Mr . Couture elaborated upon the reasons why Mrs. Packer did not feel that she should be out in the position where she would have to pay for sewer frontage and for a house connection if she were to grant the easement thru her property to the Town. After some discussion it was moved, seconded and voted to abate the sewer frontage charge on the four lots, the charge for the house connection and to take the easement. ' 8:35 P.M. Mr . White assumed the Chair . Mr . Reed read Petition of New England Tei , and Tel . Co, for cable in Franklin Street. Mr . George Cooley represented the telephone company . The new cable will be placed in the sidewalk area of the private way known as Pasture Road. It was ' moved, seconded and voted to grant permission to install the cable. Mr . Blood abstained. 8:40 P.M. Read Notice of Public Hearing re: Petition of New England Teland Tel . Co. for 390 feet of cable in Lowell Street going into existing manhole - all work to be done in the sidewalk area. It was moved, seconded and voted to grant permission. Mr . Blood abstained. 8: 50 P.M. Read Notice of Public Hearing re: Petition of New England Tel . and Tel . Co. for cable and manhole in Lowell Street. Again, the work would be done in the sidewalk area. The area below ground would house an amplifier station and all the public would see is a cover . It was moved seconded and voted to grant the request. Mr . Blood abstained. 9:00 P.M. Mr . Blood resumed the position of Chairman. 9:01 P.M. Read Petition from the Municipal Light Department re: cable ' in Lowell Street. Mr . James Blomley represented the Light Department, and explained the necessity of the diagonal trench. Mr . White moved that the Light Company Petition be approved to allow 79.5' of buried cable across Lowell Street subject to the condition that the trench be Cement. covered with 8" of Portland Concrete/ Mr . Dustin seconded the motion and it was voted. 9: 15 P.M. The Board met with Town Counsel Donald Connors and went into Executive Session to discuss sewer problem at Twin Oaks Road. 9:30 P.M. The Board adjourned to meet as the Board of Survey. 10:35 P.M. The Board of Public Works reconvened. Mr . White moved that we award the bid for a front end loader to State Equipment Company for a H-60B Hough - bid price of $16,200. It was seconded and voted. ' 10:40 P.M. Mr . Dustin moved that the Board accept the Superintendent' s recommendations for the Bids for Various Materials, as follows: Trimount Bituminus Products Liquid Asphalt .27 Liquid Tar .32 Bituminus Concrete Type I-1 F.O.B.Plant 8.20 Delivered 8.90 In Place 11 .69 Asphalt Cold Patch F.O.B. A discussion ensued and it was decided to table the matter until the Superintendent is able to report on the cost. 11 :07 P.M. Read letter from Selectmen's Office concerning proposed Guard Rail corner Puritan Road and Lowell Street. It was decided to investigate the matter further before reaching a decision. The Board signed the payroll for the period ending April S and the Bill Roll dated April 13 . Meeting adjourned at 11 :20 P.M. Respectfully submitted, Secretary
