March 19, 1973
' Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16,
Municipal Building.
Present: Chairman Blood, Secretary White, Board Members Reed,
Russell , Dustin, and Superintendent Louanis .
Minutes of the previous meeting were read and approved.
Billroll was signed dated March 24, 1973.
Payroll was signed for the period ending March 18, 1973•
Read letter from Miss June Estabrook, 304 Lowell Street, re: sewer
frontage assessment abatement request. It was moved, seconded and
voted to deny the requested abatement for sewer frontage assessment,
and the Superintendent was instructed to write to Miss Estabrook
informing her of the decision, and pointing out the Board 's authority
for establishing the sewer system, and assessing betterments.
Read letter from State Department of Public Works relative to Chapter
90 Ccbnstruction of Haverhill Street. Accepted as a point of information.
Read letter from State Department of Public Health re: Approval of
Town Forest Well . Accepted as a point of information.
Read letter from A. B. Reed regarding redesign of Town Forest Pumping
Station to provide Auxiliary Power . It was moved, seconded, and
voted to authorize A. B . Reed to proceed with the redesign as stated
in their letter dated March 8, 1973•
Read letter to -Reading Municipal Light Department from A. B. Reed
relative to new transformer at Pumping Station�No. 1 . Accepted
as a point of information.
Read Change Order #2 for the construction of sludge collection
facilities, with a credit of $3,250.00 to the Town, and it was
moved, seconded and voted to approve the change order.
The Board reviewed street s-ping bids, and moved that the contract
for 1973 be awarded to William E. O'Brien & Sons, 382 Park Street,
North Reading, Massachusetts at $18.00 an hour.
The Board adjourned temporarily at 8:30 P.M. to meet as the Board
of Survey, and reconvened at 8:45 P.M.

Minutes 3/19/73
' The Superintendent reported to the Board regarding a lot at the
corner of Maple Ridge Road and Hemlock Road for which a building
permit has been issued, and no sanitary sewer is available, nor
any septic system provided. A discussion ensued relative to the
reasons why the Town ' s agents are making this kind of error. It
was moved, seconded, and voted to write to the Board of Health,
asking them to instruct their agent to obtain, in writing, from
the Department of Public Works whether or not public sanitary sewer
is available.
9:25 P.M. The Board met in Executive Session to discuss pay raises
for non-union personnel .
Meeting adjourned at 9:45 P.M.
