HomeMy WebLinkAbout1973-03-07 Board of Public Works Minutes MEMORANDUM - SPECIAL MEETING March 7, 1973 ' Meeting of the Board of Public Works opened in Room 16, Municipal Building at 8:00 P.M. Present: Chairman Blood, Secretary White, Board Members Reed, Russell , Dustin, and Superintendent Louanis. Representing Wakefield Board of Public Works: Director Richard Boutiette and Board Member James Scott. Sub 'ect: Wakefield contracting with Reading for the use of the Reading Municipal Incinerator for disposal of rubbish. Wakefield: Contract for rubbish collection expires March 31 , 1973 - with DeMatteo. They have zoned an 8 acre area north of Rt. 128, however, thereis neither access nor egress . Plastic bags, no size limitation, just to fit in the back of the packer truck; once a year collection of bulk items not ordinarily collected, usually in the spring. Questions: Life of the refractory walls, temperature, storage in ' the event of a break-down, additional shift required, possibility Reading's absorbing Wakefield 's ash in their dump until such time as the access rights can be obtained, and road(s) built, recycling, maintenance, etc. Wakefield: Approvals and permits necessary from Hotin and Mystic Va 1— ems company for an access road in back of the Texaco property. Reading: Suggested that since it is Wakefield 's problem, they should be the ones to do the footwork necessary to acquire said approvals and .permits; then Reading would step in. The area zoned is in Reading, but the problem is Wakefield 's. Wakefield: 4 day week, approximately 34 loads per week. Two men god Saugus dump with each load; two stay behind for other work at the garage. On the extra (5th) day, miscellaneous jobs are done where needed. Ridbard Boutiette - suggested that Reading operate the landfill area in either case on some set time basis, rather than to have two separate areas operating at the same time. Wakefield: Cost? ' Reading: $201,000.00 for the first 15 months, with additional charges for tonnage over 13,000 tons at the rate of $16.50 per ton with the per ton basis over 13,000 tons open to negotiation. Wakefield: Price considered high. Mr . Boutiette stated that Wakefield - 3/7/73 Wakefield pays DeMatteo $7.75 per ton, but feels that the price ' will go up when DeMatteo's incinerator is put into operation (as yet - it is not in existence) , and that they would have to sign with him for possibly 5 to 8 years. Wakefield - Hauling time - 1 hour 15 minutes . Contract for garbage expires in June, 1974. Very few compactors in Wakefield at the present time. Most rubbish is in plastic bags or loose in barrels. Readin : if Wakefield contracts with Reading, a 27 month contract is desired, with a one year option, and price adjustment at the end of the first 15 months if necessary. Mr . Boutiette: Will meet with his board Thursday or Friday, March 8 or 9, and contact the Superintendent on Monday. Ri ht of Way: Seems to be the crucial question. Perhaps contract migt include a clause to the effect that Reading will accept Wakefield 's rubbish for a 3-month period, subject to termination within three months from that date, if they have not completed access to the landfill area. Mr. Boutiette and Mr. Scott left the meeting at approximately 9:45 P.M. ' Conclusion: Wakefield must do its own groundwork first. The Board recommended that the Superintendent write a letter of commendation to the crew at the incinerator for their work and efforts during the recent tests. Read letter from Mr. Fandel of the Personnel Board relative to salary guidelines for supervisory and non-union personnel for the next 15 month period. It was accepted by the Board as a point of information, with the request that Mr. Blood and Mr . Louanis contact Mr . Fandel , informing him that the dead-line of March 9, 1973 that the Personnel Board has set to receive employee evaluation data is unreasonable. Meeting adjourned at 10:45 P.M.
