HomeMy WebLinkAbout1973-01-22 Board of Public Works Minutes MINUTES January 22, 1973 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, ' Municipal Building. Present: Chairman White, Secretary Watt, Board Members Blood and Reed, and Superintendent Louanis. Minutes of the previous meeting were read and approved as amended. Billroll was signed for the period ending January 26, 1973. Payroll was signed for the period ending January 14, 1973. Read letter from the State Department of Public Works. Accepted as a point of information. Read letter from Mrs. Ruth E. Berry, 21 Parkview Road regarding sewer house connection to her home and vacant lot. It was moved and seconded, and so voted that Mrs. Berry be informed that the most economical solution to her problem would be to sewer her house at 21 Parkview Road with an individual sewer house connection to ' the-sewer in Weston Road, and the main sewer in Parkview Road be - extended to her vacant lot, so that a house sewer on the vacant lot could be sewereJin a normal manner. All work involved would have to be done at her expense, and approved by the Town. 7:45 P.M Met with Mr. Cagnina, 21 Hanscom Avenue re: High water bill . The Board voted to pgstpone resolution in this matter, pending further investigation. The Board moved to •accept the petition from the residents of Rustic Lane requesting street acceptance, with the stipulation that since it was submitted too late for the Town Meeting, March 1973, it be tabled for the Annual Warrant, Town Meeting, March 1974, and the the residents to be so informed. Read letter from Reading Council for Girls, Inc. re: Sewer frontage assessment levied in the amount of $2,898.52. The Board so moved, and recommended that it be remitted to study by the Clerk, and proper ' recommendations obtained from the Town Council , before reaching a decision. e Read letter from Daniel T. Lenihan requesting clarification of his sidewalk and curbing assessment. Mr. Blood moved, Mr. Reed seconded ' that an abatement of $266. 16 be made, and Mr. Lenihan notified accordingly. Read letter from Board of Public Works Clerks. The Board recommended that the Superintendent contact the Personnel Board and arrange a joint meeting as soon as possible in order to bring non-union policies .in the Department more in line with those of other municipal departments, and union standards. The Board reviewed sewer house connection assessment methods. The Board reviewed the Annual Report of the Board of Public Works for the Annual, Town Report :, March 1973, with minor revisions. Read letter from Combustion Engineering re: Emission Test, Municipal Incinerator. Mr. White raised the question of the Town's participation in 50% of the cost of the Air Pollution Control Test. It was agreed that the Town should do so, and the Super- ' intendenf was instructed to write a letter to Combustion Engineering regarding the matter. Read letter from T. P. Gormley, Combustion Engineering regarding supervision and engineering services proposed to the Town for the -operation of the Municipal Incinerator. It was r6oved and seconded, then voted to be taken under advisement, pending review of the Departmentfs ability to operate the Incinerator.
