January 15, 1973
Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16,
Municipal Building.
Present: Chairman White, Secretary Watt, Board Members Blood and
Reed, and Superintendent Louanis.
Minutes of the previous meeting were read and approved.
The Board reviewed and approved 14 articles to be submitted to the
Board of Selectmen for the Annual Town Warrant, and added a 15th re:
contractual agreement for disposal of rubbish, etc. , from other than
the Town of Reading.
The Board adjourned temporarily at 8: 10 P.M. to meet as the Board of
Survey, and reconvened at 8:55 P.M.
Mr. Blood moved, Mr. White seconded that the following sewer assess-
ments be abated to the residents of Reading Terrace:

since the sewer in question was not constructed.
It was also moved that the following sewer frontage assessments be
abated since the Department has agreed to abate the bills for ease-
ments against the Town for sewer and drainage purposes:

John N. Nestor 200.00
It was further moved that an abatement for the sewer house connection
bill in the amount of $446.77 requested by J. Henry Vik, Superintendent
of the Cemetery Department be approved, since the house at 270 Pearl
Street is on town property. **
The Board reviewed the changes in the 1973-74 Budget.

MINUTES
Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16,
Municipal Building.
Present: Chairman White, Secretary Watt, Board,Members Blood and
Reed, and Superintendent Louanis .
Minutes of the previous meeting were read. and approved.
Letter from Mrs . F. J. Golon, 140 Green St. re: Appreciation of
work already done, and work proposed for the spring around the
solid waste receiving area.
The Board voted to sign the Tentative Agreement for Use of Town
Forest Land by the Board of Public Works. Mr. Watt moved; Mr.
Blood seconded and the Agreement was signed, next to be sent to
the Town Forest Committee for similar signing.
Read letter and reviewed report from A. B. Reed, Inc. to District
' Engineer, Mass. Dept of Health, Tewksbury Hospital , Tewskbury,
Mass. re: New 24-inch Town Forest Well . Accepted as a point of
information.
Read letter from A. B. Reed, Inc. to Superintendent re: Town
Forest Well . Accepted as a point of information.
Read letter from A. B. Reed, Inc. re: bids received on the Pumping
Station. Mr. Watt moved, Mr. White seconded that the Board accept
the recommendation of Henry D. Hoyle, Jr. , Chief Engineer, N. H.
Division of A. B. Reed, Inc. that the bid be awarded to Fred DeLisio
& Co. , at their bid price of $26,780.00; with the change of the valve
in the meter pit from an AWWA gate to a flanged butterfly with worm
gear operator and indicator.
Mr . Blood moved and Mr. Watt seconded that the electrical bid for
the Town Forest Pumping Station be awarded to Richardson Electric
Co. , Inc. , 16 Cooper Lane, Waltham, Mass. ; contract in the amount
of $5,555.00.
Read letter from G. H. Cooley, N.E. Tel , & Tel . Co. re: Pine '
Ridge Pole location. Mr. Watt moved; Mr. Reed seconded that N. E.
Tel & Tel . be allowed to withdraw its petition dated Nov. 7, 1972.
Read letter from Conservation Commission re: Soil Survey of
Reading by Soil Conservation Service, 15 Craig Rd. , Acton, Mass. ,
and letter from Robert N. Morehouse, Dist. Conservationist, of
that Service. Mr. Blood moved, Mr. Watt seconded that a letter
be written to Nancy Anderson of the Conservation Commission to
the effect that the Board of Public Works has no justification
in spending $4, 532.00 for the purpose of soil survey at this
time.
The Board adjourned temporarily at 8:00 P.M. to meet as the
Board of Survey, and reconvened at 8: 10 P.M.
Financial Committee Policy Statement was read, and the 1973-74
Budget reviewed. A lengthy discussion ensued. The Board ,
recommended that the Superintendent obtain further information
and figures that might help to bring the Budget more in line
with the Finance Committee' s statement.
Meeting adjourned at 10:25 P.M.

Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-
