HomeMy WebLinkAbout1972-11-06 Board of Public Works Minutes _ November 6, 1972 Meeting of the Board of Public Works opened at 7:40 P.M. in Room 16, Municipal , Building. Present were Chairman White, Secretary Watt, Board Members Blood and Reed and. Superintendent Louanis. Minutes of previous meeting read and approved. Read copy of letter from Mr . Gilbert of Metcalf and Eddy, Inc, to Combustion Engineering, Inc. Also read letter from Mr. Gilbert of Metcalf and Eddy, Inc, to Mr . Louanis. Mr. Blood moved, Mr . Watt seconded and it was voted that we complete payment of all items of the pay ' estimate to the contractor and release all monies at this time less a retainage of 5% amounting to $47,570.06 a sum sufficient to cover possible liquidated damages assessed in addition to the 2% retainage for the guarantee period in the amount .of $19,028.02. Public Hearing was held at 8:00 P.M. relative to the preliminary estimate of Lawrence Road Ext. and Hampshire Road. ,Nide people attended the meeting. Eight votes were cast in opposition, and one in favor of request- ing that the Town accept a portion of these streets. Mr. Watt moved,. Mr . Blood seconded and it was voted to comply with the majority vote of the abbutors. ' Read letter from, Frank J. Norton relative to real estate taxes. It was accepted as a point of informa- tion. Read letter from E. J. Dubois in regard to drain- , age problem in his area. Mr . Watt suggested that the Superintendent ask Mr . Dubois and his consultant to come in and view the Town drawings. Read letter from Oscar Zucchi of Red- Gate Lane relative to catch basins in his area. It was accepted as . a point of information. The Board reviewed the non-union policy submitted by the Superintendent and voted to send an amended copy to the Personnel Board. (Copy attached) The Board read Superintendent ' s proposal for union classifications and- it was agreed it-was an accept- able position to take relative to labor negotiations. The Board discussed the Capital Expenditure , Projects and the 1973-74 Budget. The Board adjourned at 10: 10 P.M. to meet as the Board of Survey. The Board reconvened -at 10: 15 P.M. .The Board signed the Contract for Painting Refuse Burning Equipment and Appurtenances with Paragon Contracting Corporation in the amount of $8,440.00. Read proposed change in the Zoning By-Laws to . create recreational , education and social service zone in all residential districts submitted by the Y. M. C. A. It was accepted as a point of information. Chairman read letter from residents of Beaver ' - Road area complaining about developer coming into wet lands and affecting the haven for hundreds of birds, pheasants, rabbits and other wildlife. The Board accepted it as a point of information and instructed the Superintendent to forward the letter to the Conservation Committee and re- quested that they take proper action to rectify the situa- tion. The Board signed the Bill Roll dated November 10 and the Payroll covering the period from October 30 to November 5th. The meeting adjourned at 10: 20 P.M. Respectfully submitted, 0-111 Secretary 1 �. NON-UNION PERSONNEL POLICIES 1 . Salaries a. The Town 's salary plan is set up on the basis of a base salary and a maximum salary with no provisions for a logical progression from the minimum to the maximum. Therefore, I suggest that a system be instituted in which an employee can move from his minimum to his maximum in five equal steps over a five year period. Each increase would not be automatic but subject to the approval of the Department head. Cost of living increase would be superimposed upon this system. b. There is a need for more consistent evaluation of job classifications throughout the Town. The Public Works, School Department, Assessors, Cemetery, Fire, Police and other Departments have people working in similar jobs with vastly different titles and salaries. 2. Sick Leave Policy The following sick leave policy is suggested: a. Sick leave be earned on the basis of 1 1/4 days per month b. Sick leave be accumulated with no limit, and c. Upon retirement, employee be given 25% of all sick days accumulated. 3. Holidays In the past some Departments have given additional days or half days off at Christmas. This is established as a policy. 4. Overtime for Supervisors and Engineers At the present time Supervisors and Engineers working for the Department have no reasonably established policy for work performed under emergency conditions. Therefore, I suggest the following: a. That the Department head be granted permission to approve overtime for emergency conditions for the Supervisors and Engineers . b. That the pay for that overtime shall be at straight time. r
