' Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman White, Secretary Watt, Board
Members Blood and Reed and Superintendent Louanis .
Mrs . George Curren, 56 Glenmere Circle, appeared before
the Board to present a petition from the residents of the Glen-
mere Circle area concerning the brook in the rear of their proper-
ties . Mr. White accepted the petition and informed Mrs . Curren
that the Board would discuss it later in the evening after the
Board had dispensed with its regularly scheduled meeting.
Minutes of previous meeting read and approved.
Mr . Reed reported that he had spent considerable time
viewing the drainage problem at 357 Lowell Street. In his opin-
ion, it was not only the result of drainage being discharged from
Laurel Lane, but water running from surrounding properties into
the low area, and that the outlet across Lowell Street and under
the railroad tracks was of questionable operability. A lengthy dis-
cussion ensued regarding the Town 's responsibility and liability
for this type of drainage problem and it was agreed that until
the Board can develop a more comprehensive drainage policy, the
Department should refrain from solving drainage problems on pri-
vate property except in giving the homeowner free engineering
advice. The Superintendent was instructed to so inform John J.
' Scanlan of 357 Lowell Street.
Public Hearing was held at 7:45 P.M. regarding taking '
an easement through private property easterly of Pearl Street
for drainage and sewerage purposes. Nobody attended the Hearing
as Release from Damages had been signed previously. Mr . Watt
moved, Mr . Blood seconded and it was voted to approve the Taking.
The Board signed the Order of Taking.
Read letter from Weather Services, Inc. regarding Agree-
ment for the coming year . Mr . Reed moved, Mr . Blood seconded and
it was voted to accept the Agreement. The Chairman was authorized
to sign the Agreement.
The Board adjourned temporarily at 8: 30 P.M. to meet as
the Board of Survey.
The Board reconvened at 8:40 P.M.
The Board reviewed the bids for furnishing highway rock '
salt and solar salt taken on August 29, 1972 cooperatively with
the Towns of Wakefield, Stoneham and Winchester . The bids follow:

' Mr . Blood moved, Mr. Reed seconded and it was voted that the Board
award the contract to Eastern Minerals, Inc. for rock salt and
solar salt at the delivered price of $15.40 per ton.
The Chairman read letter to be sent to Middlesex County
Commissioners regarding the Chapter 90 program for 1973• It was
moved, seconded and voted that the Chairman sign and send the
letter to the Middlesex County Commissioners, with copy to the
State Department of Public Works .
The Chairman read petition from the residents of the
Glenmere Circle area regarding drainage brook in the rear of their
properties . The Board discussed the problem in detail and in-
structed the Superintendent to explore the problem in the field
' and report back to the Board at a future meeting.
The Board signed the Billroll dated September 22 and
Payroll for the period September 11 through the 17th.
Meeting adjourned at 9:30 P.M.
