' Meeting of the Board of Public Works opened at 7: 30 P .M.
in Room 16, Municipal Building.
Present were Chairman White, Secretary Watt, Board Mem-
bers Blood and Reed, Assistant Superintendent Tormey and Town
Engineer Henry Weston.
Minutes of previous meeting read and approved.
Read petition from the New England Telephone & Telegraph
Company - Town of Reading Municipal Light Department regarding
joint pole relocation on Pearl Street - westerly side, relocate
pole 70/55, approximately eight (8) feet northerly. No hearing
was necessary. It was moved, seconded and voted to approve the
request. Mr . Blood abstained.
Read letter from the Recreation Committee regarding main-
tenance of playgrounds which was accepted as a point of information.
Read letter from John J . Scanlan, 357 Lowell Street, re-
garding drainage condition in his back yard, and the Superintend-
ent 's comments in relation thereto. Mr. Blood questioned the size
of the pipe and the Board 's responsibility. The Board Members will
visit the area before arriving at a decision.
Mr . Frank Graupner, representing the New England Tele-
phone & Telegraph Company and Town of Reading Municipal Light
Department, requested permission to withdraw the petition for Grove
Street, scheduled to be held at 7:45 P.M. , and that the plan be re-
submitted. According to Mr . Graupner , the wrong abuttors had been
notified. It was moved, seconded and voted to approve the request.
Mr . Blood abstained.
Public Hearing was held at 7: 50 P.M. regarding the pe-
tition of the New England Telephone & Telegraph Company and the ,
Town of Reading Municipal Light Department for a joint pole re-
location:
CHARLES STREET: Northerly side, approximately thirty
(30) feet westerly of westerly corner
of Harrison Street, place one ( 1 ) pole
Mr . Graupner of the Municipal Light Department attended the Hear-
ing and stated that this is a guy pole. Up to this time there
has been a tree guy. The tree has been condemned by the Tree
Warden. Mr . Watt moved, Mr . Reed seconded and it was voted to
approve the petition. Mr . Blood abstained. The Board signed the
petition.
Read letter from the Middlesex County Commissioners re-
garding annual hearing on September 27 for discussion of matters
pertaining to public roads; also note from the Superintendent re-
garding a positive program for Chapter 90 construction. The Board
agreed that the Superintendent should be instructed to ascertain
if he can obtain a modification of the standard of a 50-foot lay-
out on Franklin Street. It was suggested that the Superintendents
of the Cities and Towns in the area petition the County Commis-
sioners to change the 50-foot street layout as required by the
State to 40 feet.
The Board reviewed the summary of bids received on
August 24 for Road Reconstruction on Summer Avenue and High Street.
Mr. Watt moved, Mr. Blood seconded and it was voted to award the '
contract to Bell & Flynn, Inc. in the amount of $48,506.00.
The Board met with William Parker and William Clark of
' the Planning Board . Messrs. Parker and Clark stated that their
Board was seeking ideas and would like comments from the Board of
Public Works as to what should go into a Proposed New Master Plan
and how the Plan should be implemented. They indicated what the
new Plan should include. Mr. Parker stated that discussions with
various Boards should be completed by October 1 after which time
planners will be consulted.
The Board discussed new dumping hours at the Solid
Waste Disposal area. It was moved, seconded and voted to close
the area to the public starting November 1 , 1972. The Solid
Waste Disposal area will be open to the public for the disposal
of bulk refuse the first and third Saturdays of each month from
' 8:00 A.M. to 4:00 P.M.
It was moved, seconded and voted that starting September
30 through November 25, a designated area will be open from 8:00
A.M. to 4:00 P.M. for the disposal of leaves and grass only —
no containers and no trash.
The Board considered request from Mrs . Joyce M. Hill of
201 Grove Street to tie into the Town ' s storm drain a dry well
built in her driveway. Mr . Blood moved, it was seconded and
voted.
The Board signed Billroll dated September 15 and Payroll
for the period September 4 through September 10.
