HomeMy WebLinkAbout1972-07-19 Board of Public Works Minutes July 17, 1972 Meeting of the Board of Public Works opened at 8:00 P.M. in Room 16, Municipal Building. Present were Chairman White, Board Member Blood and Superintendent Louanis. Harold Kilgore of Dustin Associates, Inc. joined the meeting. Bids were opened for Construction of Improvements to Pumping Station No. 1 . The bids follow: A. Bonfatti & Co. , Inc. - Norwood $25, 500.00 R. H. White Const. Co. , Inc. - Auburn 26, 114.00 Hall Pump Sales & Service Corp. - Stoneham 28, 181 .00 Winston Builders Corp. - Westboro 29,200.00 W. Hickey Co. - North Attleboro 31 ,970.00 Eugene Ricciardelli , Inc. - So. Lynnfield 31 ,990.00 Henry B. Byors & Sons, Inc. - Marblehead 33,885.00 Mr . Florence joined the meeting. The Board voted the taking of a sewer easement between the properties of Lee Boyd, 127 Middlesex Avenue and James W. Selfridge, owner of property at 125 Middlesex Avenue. This will provide a joint sewer for the two houses. Releases from Damages had been signed previously. The Board signed the Order of Taking. Read petition from the New England Telephone & Tele- graph Company and Reading Municipal Light Department for reloca- tion of pole #13/44. No Hearing was necessary as permission for ' the pole had been granted previously. It was voted to approve relocation of the pole. Mr . Blood abstained . Public Hearing was held regarding the petition of the New England Telephone & Telegraph Company and Reading Municipal ' Light Department for five (5) joint pole locations: SOUTH STREET: Northerly side, approximately forty- four (44) feet westerly of Main Street, place one ( 1 ) pole JACOB WAY: Southeasterly side, approximately one hundred ( 100) feet southwesterly of existing pole 83/8, located South Street southerly side, place four (4) poles southwesterly Frank Graupner of the Reading Municipal Light Department and George Cooley of the New England Telephone & Telegraph Company attended the Hearing. Mr. Cooley informed the Board that a building is being added to the Addison-Wesley complex. There is an existing pole line on a paper street known as Englund , Road. The addition is in the middle of the pole line and must be rerouted. It was voted to approve the petition. Mr. Blood abstained. Read letter from J. Henry Vik, Superintendent, Ceme- tery Department, requesting statement from the Board of Public Works that it approves the area on Charles Street as a future cemetery site. An evaluation by the Engineering Division has indicated that the existing drainage in the area is adequate so that no flooding would occur to damage private property in the area. There are no public or private water supplies that would be affected by this project. The Chairman was directed to sign ' letter of concurrence to the Board of Cemetery Trustees. ' Minutes of previous meeting read and approved. The Board adjourned temporarily at 8: 30 P.M. to meet as the Board of Survey. The Board reconvened at 8:50 P.M. Read letter from James L. Sullivan, City Manager , Lowell , regarding three million dollar demonstration grant from the Environmental Protection Agency for the construction of a Residue Recycling Plant and requesting a letter of interest from the Town of Reading to include in the final application to the E.P.A. It was moved, seconded and voted that a letter be sent to Mr. Sullivan expressing the Department ' s interest in the proposed plan. ' Read letter from Mrs . Savino Morelli , 91 Arcadia Avenue, regarding unsanitary conditions on Arcadia Avenue due to an over- flowing manhole; also copy of open letter signed by residents of the area. Read note from the Superintendent outlining the action taken by the Department to mitigate this problem and the evalua- tions which may be made. A discussion ensued. Mr . Florence moved that the Superintendent be directed to answer Mrs. Morelli 's let- ter and prepare facts and figures for an additional engineer or engineers, survey team and equipment to pursue the problems which the Department is having with the sewerage and the storm drain systems, and other areas which require engineering, for considera- tion and discussion in the 1973 budget; Mr. Blood seconded and it was voted. It was suggested that individuals having raw sewage backing into washing machines, etc. be advised that the situation may be eliminated by having a check valve installed. ' Read letter from Earle T. Jones, Chairman, the annual Old Redding Fair (First Congregational Church) requesting per- mission to close Sanborn Street from Woburn Street to Lowell Street on September 16 from 7:00 A.M. to 6:00 P.M. and to place a sign on the Common advertising the Fair and Auction. It was moved, seconded and voted that permission be granted subject to the usual conditions. Read letter from Mrs. Janet Bianculli , President, Reading Junior Woman ' s Club, stating that the Can Recycling Pro- gram with Hathorne School has been discontinued. It was ac- cepted as a point of information. ' The Board adjourned temporarily at 9: 15 P.M. to meet as the Board of Survey. The Board reconvened at 9:30 P.M. The Board reviewed bids taken on July 7 for Furnishing Bituminous Concrete Materials for the completion of Haverhill Street: Warren Brothers Company $48,465.00 Trimount Bituminous Products Co. 50,550.00 George Brox Inc. 52,990.00 Essex Bituminous Concrete Corp. 54, 160.00 Mr . Florence moved, Mr. Blood seconded and it was voted to award the contract to the low bidder, Warren Brothers Company, in the ' amount of $48,465.00. The Board reviewed bids taken for the Sealing of San— itary Sewers on July 6: The Penetryn System Inc. $5,450.00 The New England Pipe Cleaning Co. 8,800.00 Videa Pipe Grouting, Inc. 10,000.00 It was moved, seconded and voted to award the contract to the low bidder, The Penetryn System Inc. , in the amount of $5,450.00. The Board signed the following: Memorandum of Agreement with State Department of Public Works on Haverhill Street Partial sewer house connection commitment sheet Billroll dated July 21 ' Payroll for the period July 10 through July 16 Meeting adjourned at 9:40 P.M. (TOWN SEAL) 7 WATER RATES All water bills, remaining at the end of each calendar year will be placed on lien and added to each tax bill together with all costs . All meter rates shall be computed to January and July first; or April and October first in each year . In case of a meter stopping or failing to register , the quantity used shall be estimated as the amount which ordinarily passes through the meter when in operation . The minimum charge shall be ten dollars for each six months period or any portion thereof. The water rates shall be as follows : EFFECTIVE JULY 1 , 1972 First 40,000 cu. ft. 59C per 100 cu. ft.
