Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman White, Secretary Watt, Board Mem-
bers Blood and Reed and Superintendent Louanis.
Minutes of previous meeting read and approved.
The Board discussed the status of the water bonding.
According to the Superintendent, the Bond Counsel has now ruled
that the Department can bond for ten years if approval by the
Emergency Board is received. Mr. Louanis informed the Board that
the State Board of Health has approved the plans . Mr .Gould, Town
Accountant, was of the opinion that the Town Meeting authorized
' the issue and he can certify that funds are available. If the
bonding has not been handled at the time of awarding the contract,
a temporary loan may be obtained. It was moved, seconded and
voted to proceed with the ten-year bonding and raise the rates
accordingly. Legal notice and news item will be prepared by the
Superintendent for publishing in the Reading Chronicle.
Read petition and agreement from Guy Gargano, 89A Albion
Street, Wakefield, requesting permission to install a permanent-
type granolithic sidewalk in front of his property at 102 Village
Street, Reading. All expenses will be borne by Mr. Gargano.
It was moved, seconded and voted to approve the petition.
Read letter from the Reading Junior Woman ' s Club re-
questing that the Department erect a sign "For Can Recycling
\1
Only" over the bin which has been designated for that purpose
and the Superintendent's comments in relation thereto. It was
agreed that the bin would be cleaned out and a sign erected as
requested.
Mr . Harold Kilgore of Dustin Associates, Inc. joined
the meeting.
The Board opened bids at. 8:00 P.M. on Constructing
Gravel Packed Well , as follows:

Mr . Kilgore read letter from Dustin Associates, Inc.
regarding contract for Construction of Sludge Collection Fa-
cilities. Mr . Blood moved that the Department accept the bid of
Fred DeLisio & Company, Inc. , 11 Elysian Drive, Andover, in the
amount of $159,700.00 subject to the posting of the proper per-
formance bond, Mr . Watt seconded and it was voted.
Mr. Kilgore left the meeting temporarily.
Read letter from Frank L. Craigie, 93 Salem Street,
regarding the Monday garbage collection and the problems involved. '
The Board discussed in detail the use of kraft sacks versus
plastic bags and containers. Messrs . White and Watt expressed
1 their aversion to the use of plastic bags and felt that the De-
partment should continue to use the paper sacks until the collec-
tion system is established. It was agreed that the Chairman draft
a letter to be published in the Reading Chronicle covering the
spectrum of the system.
Mr . Kilgore returned to the Board Room and stated that
in view of previous experience with D. L. Maher Co. , he would
recommend that the contract for Construction of the Gravel Packed
Well be awarded to the low bidder, D. L. Maher Co. , based on his
unit prices. It was moved, seconded and voted.
The Board adjourned temporarily at 8:50 P.M. to meet as
' the Board of Survey.
The Board reconvened at 9:05 P.M.
Read letters from Edward W. Marchand and the Board of
Selectmen regarding an offer for land off "H" Street. According
to the Superintendent, the land in question is in the Town of
Reading's Flood Plain Zone. He recommended that the land be
dedicated to conservation purposes and not sold for house lots.
Mr. Blood moved that the sale be denied, Mr. Watt seconded and it
was voted.
The Board voted the taking of a sewer easement between
the properties of Kelvin H. Keily, 46 Walnut Street, and James A.
' and Margaret A. Carrington, 50 Walnut Street. This will provide
a joint sewer for the two residents . Releases from Damages had
been signed previously. The Board signed the Order of Taking ,
