HomeMy WebLinkAbout1972-06-05 Board of Public Works Minutes June 5, 1972 Meeting of the Board of Public Works opened at 7: 30 P.M. in Room 16, Municipal Building. Present were Chairman White, Secretary Watt, Board Mem- bers Blood and Reed and Superintendent Louanis. Minutes of previous meeting read and approved as amended. The Board reviewed the Rules and Regulations relating to parks, playground and recreation areas. Mr . Louanis stated that copies had been sent to Town Counsel . Mr . Watt moved, Mr. Blood seconded and it was voted to accept the Rules and Regulations as amended. (Copy attached) Read letter from Thomas E . Potter, Chairman, Tennyson Club, requesting permission to block off and occupy Tennyson Road from 1 :00 P .M. to 11 :00 P.M. on Saturday, June 17, 1972; rain date June 24. Mr . Watt moved, Mr. Blood seconded and it was voted that permission be granted contingent upon the usual provisions and that no liquor be served within the limits of the public way. Read letters from the Commonwealth of Massachusetts re- garding appropriation of $2,000.00 for the maintenance of Chapter 90 roads in Reading, and $20,800.00 for the improvement of Haver- hill Street under Chapter 90 construction. They were accepted as points of information. Read letter from the Board of Selectmen and Chapin, Kieley & Howe, Inc. regarding proposed purchase by the latter of . land off John Street, formerly occupied by the Tree and Moth De- partment. A discussion ensued. Mr . Reed moved that the Depart- ment advise the Board of Selectmen that no action be taken to , sell the land at the John Street Dump at this time. The Board -• further recommends that before any serious recommendation is given for the sale of such land, that adequate study be given to the most appropriate use for such land; Mr . Blood seconded and it was voted. Read note from the Superintendent regarding summer schedule as follows : June 19, July 17, August 21 and the begin- ning of the regular Fall schedule on September 11 . Other meet- ings, if necessary, can be called by the Chair. The Board agreed to follow the Superintendent's recommendation. Mr. Louanis reported to the Board on various problems , within the Water Department. The data was accepted as a point of information. Read note from the Superintendent regarding bids re- ceived on May 25 on a 1-ton Dump Truck, 3/4-ton Pickup and a 1/2-ton Pickup. According to the Superintendent, Taylor and Lloyd, Inc. bid an alternate on the 1-ton Dump Truck for a lighter weight body than was specified and bid an alternate on the 3/4-ton Pickup for a utility body substantially lighter than the one specified. Mr . Watt moved that the Board purchase the trucks from the low bidders, as listed: 1-ton Dump Blais-Porter, lnc. $4,050.00 3/4-ton Pickup Automotive Service Co. , inc. 3, 523.00 , 1/2-ton Pickup Nassar Ford 2,419.00 ' and the alternate bids be rejected because they did not meet the specifications; Mr . Blood seconded and it was voted. Read letter from Dr . Peter B. Mooney, 136 Willow Street, regarding proposed changes in the plans for installation of side- walks and slope curbing on the easterly side of Willow Street from the railroad tracks to the intersection of Summer Avenue and West Street. Mr. Watt was of the opinion that the abutters should be contacted for reconsideration of the item. Messrs . Blood and Reed were opposed. It was the consensus of opinion that the De- partment continue with the installation of sidewalk and slope curbing. Also read was letter written by the Superintendent to Dr. Mooney answering his many questions. The Superintendent was in- structed to sign and send the letter . The Board conferred with James J. Nugent, Jr. , Health Agent, regarding the collection of garbage after June 30. Ac- cording to the Superintendent, emission tests are scheduled for June 15• If the tests do not meet the emission standards, the Town might have to close the Incinerator and use the landfill which would create a garbage problem. Mr . Blood moved that the Department start picking up garbage on July 3; Mr. Reed seconded and it was voted. Mr . Watt was opposed. Read letter from Mrs. Edward L. Ahlstrom, Program Chairman, Camp Fire Girls, requesting permission to use Memorial Park on June 14 from 7:00 P .M. to 8: 30 P.M. for its Grand Council 9 Fire Ceremonial ; rain date June 15. Mr. Blood moved, it was seconded and voted to approve the request. The Board signed the Payroll for the period May 30 through June 4 and Billroll dated June 9• Meeting adjourned at 9:50 P.M. Respectfully submitted, Secretary RULES AND REGULATIONS RELATING TO PARKS, PLAYGROUND AND RECREATION AREAS TOWN OF READING BOARD OF PUBLIC WORKS RULE 1 . No person shall damage or break or cause to be broken any windows, doors or other appurtenances of any buildings or structures on any public park, playground or recreation area, or mark upon, deface or disfigure any such buildings, appurte- nances or structure. RULE 2. No person shall , on any public park, playground or recreation area in the Town of Reading throw any stone or other missile; or have possession of or discharge any destructive weapon, bow and arrow, firearm, firecracker, torpedo or fire- work; or make a fire; or post, paint, affix or display any sign, notice, placard or advertising device; or, except with written authority from the Board of Public Works, engage in business, sell or expose for sale, or give away any goods, wares or circu- lars, or drop or place and suffer to remain any piece of paper or other refuse, except in the receptacles designated therefor . RULE 3• No person shall , on any public park, playground, or recreation area in the Town of Reading solicit the acquaintance of or annoy another person or utter any profane, threatening abusive or indecent language or loud outcry; or solicit any sub- scription or contribution on any area under the control of the Board of Public Works, or have possession of, or drink any alco- holic beverages as defined by Chapter 138, Section 1 , of the �.. General Laws; or play any game of chance, or have possession of any instrument of gambling; or make an oration or harangue or any political or other canvass; or preach or pray aloud; or do any obscene or indecent act; or play any musical instrument or use any sound amplifiers except by written authority from the Board of Public Works. RULE 4. No person shall , on any public park, playground or recreation area in the Town of Reading, go within the shrubber- ies, or stand or lie down upon a bench or go to sleep or camp thereon, or walk, sit, stand, climb over or lie down upon any railing, balustrade, wall or fence. 40 RULE 5. No person shall , on any public park, playground or recreation area in the Town of Reading, bathe except in proper costume and at places designated therefor , or loiter or run about or lie upon the areas around pools in bathing costume in an unseemly manner. RULE 6. No person on any public park, playground or recreation area in the Town of Reading shall refuse or neglect to obey any reasonable direction of a police officer . RULE 7. No person shall , on any public park, playground or recreation area in the Town of Reading promote, or engage in any game of ball or other sport; or use or exhibit golf clubs, except within the areas especially provided therefor, or by written authority from the Board of Public Works. +I RULE 8. No person shall , on any public park, playground or 'a recreation area in the Town of Reading, undress or dress or put on or take off a bathing suit, nor shall any person make use of any vehicle or other conveyance, while on any public park, playground or recreation area, except in buildings designated for such use for the purpose of undressing or dressing or putting on or taking off a bathing suit. RULE 9. No person shall operate, drive or ride an animal , vehicle or motor vehicle upon or over any part of a playground recreation area or any public park in the Town of Reading ex- cept where specifically allowed. RULE 10. No person shall , on any public park, playground or recreation area in the Town of Reading stop, stand or park any automobile or other vehicle except in such manner and in such areas as may be designated by signs or by a police officer. PENALTY Any person violating any of the above rules shall for each offense be punished by a fine of not more than twenty dollars, as provided in General Laws, Chapter 45, Section 24.
