Meeting of the Board of Public Works convened in the
Auditorium of the Community Center, 52 Sanborn Street at
7:30 P.M.
Present were Chairman Russell , Secretary Dustin, Mr .
Blood and Superintendent Louanis.
Minutes of the previous meeting were accepted with
correction.
The Board adjourned temporarily to meet as the Board of
Survey and reconvened at 7:40 P.M.
Read letter from Mr. and Mrs. Donald Erickson, 11 Harriman
Avenue requesting permission to close Harriman Avenue on July
4, 1975 from 11 :00 A.M. to 5:00 P.M. in order that they might
hold an annual neighborhood picnic. It was moved, seconded and
voted to grant permission subject to the standard provisions
with regard to procurement of liability insurance, no alcoholic
beverages permitted in the public way, and equal condition of
the street at the close of the event.
Read Notice of Public Hearing regarding proposed Roadway
Reconstruction of Grove Street from Lowell to Forest Street.
Approximately thirty-five people attended the Hearing. Three
Hearings will be held concerning this project: the present
Hearing to inform the residents of the proposed work, the
second to be held sometime in August will concern land takings
and a third Hearing relative to the removal of trees. The
Superintendent stated that two trees would be planted for
every one that is removed. The Board answered questions from
the floor and members of the Engineering Department remained
at the conclusion of the Hearing to answer technical questions.
It was moved, seconded and voted to close the Hearing.
Read Notice of Public Hearing at 8:45 P.M. , Room 16,
Municipal Building regarding taking an easement for drainage
and sewerage purposes through private property at 212 Woburn
Street. No one attended the Hearing. The Superintendent

explained that the easement was being given for the purpose of
maintaining the sewer house connection at no cost to the Town.
It was moved, seconded and voted to close the Hearing. The �1
Board signed the Order of Taking.
The Board reviewed the bids for One (1 ) new Slicer-Seeder
received on June 12, 1975. It was moved, seconded and voted
to award the bid for a Jacobsen-Rogers 548-100 Slicer-Seeder
in the amount of $1 ,995.00 to Sawtelle Brothers, Inc. the low
bidder.
The Superintendent reported that he and the Chairman had
attended the Board of Appeals Hearing regarding the flood plain
relative to the Batchelder property off Franklin Street. The
petitioner ' s lawyer requested the Hearing be continued until
July 31 at 7: 30 P.M. to give the Petitioner adequate time to
present further information to the Board of Survey.
The Superintendent reported Mr. Devellis of 207 Grove Street
had requested the Board to consider the possibility of allowing
him to build his pool over the easement and the drain pipe, or
allow him to build the pool on the easement but not over the
drain pipe. It was agreed that the Board would consider the
possibility of building his pool on the easement but at least
five feet away from the center line of the drain pipe provided
Mr . Devellis would be willing to hold the Town blameless in the
event the Town had to maintain the drain and damage might occur
to the pool and these stipulations be recorded against the deed
of the property.
Met with residents of Hemlock and Pine Ridge Roads to dis-
cuss drainage problem pertinent to their area. Mr. Irving
Ruggles of 9 Hemlock Road acted as spokesman for the group, out-
- lined the water problems experienced during and following a heavy

rainfall and requested that the drainage ditch adjacent to his
property be piped. A lengthy discussion ensued. The Superinten-
dent suggested the possibility of constructing wing-walls and ,
horizontal bars to keep children from entering the drain pipe and
paved water way from the end of the pipe to the pipe coming off

Pine Ridge Road. Mr. Dustin suggested that cost of the work out-
lined by the Superintendent might be very close to the cost of
piping the ditch and cost figures should be available before a
decision is reached. Mr. Blood was very concerned that piping a
ditch might set a precedent and raise a large influx of similar
requests resulting in a financial burden to the Town. It was
agreed that the Superintendent would consider the possible alterna-
tives and report to the Board with cost estimates of each.
Read letter from David White d/b/a/ David B. White and Son
stating he would pay the Town of Reading the sum of eight dollars
per ton for recyclable glass for a period of one year starting
July 5, 1975 and an additional two dollars per ton if total tonnage
in any month is more than forty tons. Also read letter from Re-
cycling Enterprises, Inc. wherein they agree to install a 40 yard con-
tainer with three compartments at no cost to the Town for the pur-
pose of collecting glass, pay the Town eight dollars per ton and
remove the filled and leave an empty container when necessary.
It was moved, seconded and voted to enter into an agreement with
Recycling Enterprises, Inc. of Worcester for a period of one year .
The Board signed the Agreement
Report on the Hearing relative to the Reconstruction of Grove
Street indicated: 23 against, 5 non-committal and 6 in favor. It
was moved, seconded and voted to proceed with the laying out of
Grove Street and further to investigate the cost of a sidewalk on
one side of the street.
The Board signed the following: Pay Roll for the period
ending June 29, 1975, Bill Roll dated June 30, 1975 and Fuel
Storage Tanks and Appurtenances Contract 75-8.
