Meeting of the Board of Public Works opened at 7:30 P.M.
in Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board
Members Blood, Price and Botka and Superintendent Louanis.
It was moved, seconded and voted to dispense with the reading
of the minutes of April 28th and May 7th; amendments were made and
the minutes accepted.
Read letter from The Church of the Good Shepherd requesting
permission to use Philip Welch Park on June 15, 1975 for a church
picnic. It was moved, seconded and voted to grant permission sub-
ject to the standard restrictions.
Read Notice of Public Hearing regarding the Petition of the
New England Telephone and Telegraph Company to lay and maintain
underground conduits and manholes with wires and cables to be
placed therein under the surface of John Street, northeasterly
side, northeasterly from existing manhole 74/118 to existing man-
hole 74/118A. Mr. George Cooley represented the Company and
stated that the work would be accomplished in a day and upon com-
pletion better service would be provided to the Townspeople. The
Hearing was closed. It was moved, seconded and voted to grant
permission to the New England Telephone and Telegraph Company to
proceed with the project subject to the stipulation that the area
be returned to the same or better than present condition. Mr.
Blood abstained.
Mr. Francis Doughty attended the meeting representing the
Charter Committee and stated his Committee would welcome ideas
and suggestions from the Board. It was agreed that the Board of
Public Works would meet with the Charter Committee on July 2,
1975•
' Read Notice of Public Hearing regarding the Petition of the
Town of Reading Municipal Light Department to install underground
conduits, conductors and such fixtures as necessary to sustain
and protect a line for the transmission of electricity, includ-
ing permission to excavate for this along, under and across
Linden Street. Mr. Paul Carson represented the Municipal Light
Department who stated that the work to be done by a private
contractor in the gutter area would be completed in a week 's
time. The Hearing was closed. The Superintendent was instructed
to contact the Municipal Light Company and Doherty 's Funereal
Home to work out a satisfactory construction schedule to meet
the needs of Mr. Doherty ' s funereal business.
Read Notice of Public Hearing regarding the Petition of
the Town of Reading Municipal Light Department to install
underground conduits, conductors and such fixtures as are ne-
cessary to sustain and protect a line for the transmission of
electricity, including permission to excavate for said purpose

in the public way from existing manhole location in the sidewalk
area to the proposed street light location on Main Street. Mr.
Paul Carson represented the Municipal Light Department and stated ,
it was no longer possible to maintain the light on the north-
easterly corner of the intersection of Main and Salem Streets
but that it was expected a pole at the new location would be less
costly to maintain. The Hearing was closed. It was moved,
seconded and voted to grant permission for the installation of
the new pole subject to the stipulation that the sidewalk area
at the present location be repaired.
Read Notice of Public Meeting regarding Wastewater Manage-
ment Study to be held in the Council Chamber of the Cambridge
City Hall on June 10th. If possible, Chairman Russell and Mr.
Botka will attend the meeting in company with Superintendent
Louanis .
The Board adjourned temporarily to meet as the Board of
Survey and reconvened at 9:50 P.M.
The Board reviewed a letter received from Harriett Davis '
and Evelyn Morgan of 6 Bay State Road regarding the quality of
water at their residence. The Superintendent was directed to

investigate the complaint of dirty water at Bay State Road
and write the residents concerning the results of that inves-
tigation.
Following a review of a letter from Southern Essex Solid
Waste Council regarding a plan for the regional solution of
solid waste disposal and recovery of saleable products from the
waste stream. Following a discussion the Superintendent was
instructed to write SESWC and express an interest in the audio/
visual presentation after the problem has been resolved with
the City of Peabody, and the State bill had been voted.
The Board reviewed the bids for sewer construction, acknow-
ledging Brentwood Construction to be the low bidder. However,
the Board requested a further check from the Town of Canton
relative to Brentwood's performance. The matter was tabled.
The bids for brick and cement, brass goods, copper tubing,
curb boxes and water meters, sewer pipe and tires were also
tabled.
Letter from A. P. Fisichelli , Assistant Director of Sewerage
Engineering of the Metropolitan District Commission relative to
a problem on May 8, 1975 at the M. D. C. Pumping Station in Read-
ing was reviewed by the Board. Following a lengthy discussion
it was moved, seconded and voted that the Superintendent write
to Robert Zanni , 49 Converse Street in Wakefield requesting that
he appear before the Board and show just cause why the Board
should not revoke his permit to dispose of sewerage at the man-
hole at the Municipal Garage.
Mr. Botka reported on a meeting attended by him and Mr.
Louanis at the Regional Refuse Disposal District on May 13 in
Lexington. The purpose of the meeting was to solicit partici-
pation of over thirty communities in a regional solid waste dis-
posal study working with a State Bureau of Solid Waste in a
regional effort towards a large scale resource recovery facility

in the 1000 to 3000 ton per day range and it was requested that
each community indicate in writing their willingness to parti-
cipate and send two or more representatives, one of which must '
be an elected official . It was agreed that the Town of Reading
should participate and that Mr. Botka and Mr. Louanis be their
representatives.
The Board went into Executive Session at 10:45 P.M. to
discuss the matter of Town Counsel .
The Board signed the Bill Roll dated June 6 and the Pay
Roll for the period ending June 1 , 1975.
