HomeMy WebLinkAbout1975-04-28 Board of Public Works Memo April 28, 1975 Dear Town Meeting Member: Under Article 4 of the Town Warrant, the Board of Public Works is requesting funds for the operation of the Recycling Center on John Street for the fiscal year beginning July 1 , 1975• RETURN endorses and supports this move by the Board for the following reasons: 1 . Recycling should be considered an integral part of the total solid waste disposal operation. Town take-over would provide a continuation of the recycling service to the well over 600 families already recycling. 2. Recycling cuts down on the total number of tons in- cinerated. For the six months 9/1/74 - 3/1 /75, 16.4 tons of cans, 85.4 tons of glass, and 179.7 tons of paper totalling 281 .5 tons were collected and recycled. This represents 3.0% of the total waste generated in Reading for that period. 3• Recycling cuts down on the amount of residue from �Ir the incinerator which is deposited in the landfill . The estimated life of the landfill area is 7 to 10 years. 4. Recycling reduces expenditures for Reading trash bags. Recycling families use k to 1 fewer trash bags each week. Conservatively the recyclers of the community will have saved themselves, as a group, over $3,000. this year. Expenditure for the operation of the Recycling Center by the Town will be small . The first year ' s appropriation request is $9, 500. Site construction, a one-time cost, is estimated to be $1500. The remaining $7000. will be offset by an antici- pated income from recycled materials of $5000. If future ex- pectations are met, the operation should eventually become self- supporting. If Town Meeting approves this request, RETURN will continue to exist solely as an educational unit whose goal it will be to encourage more families to recycle and thus increase the volume of recycled materials. RETURN believes that the environmental reasons for recycl- ing are becoming increasingly obvious and that recycling must be thought of as a progressive, forward-looking way of dealing with our waste, now and in the future.
