HomeMy WebLinkAbout1975-03-31 Board of Public Works Minutes March 31 , 1975 l Meeting of the Board of Public Works convened in Room 16, Municipal Building at 7: 30 P.M. Present were Chairman Blood, Secretary Reed, Board Members Russell , Dustin and Price and Superintendent Louanis. Minutes of the previous meeting were accepted as read. Read letter of application from Attorney E. Seavey Bowdoin of the law firm of Thompson and Bowdoin, 73 Tremont Street, Boston requesting an extension of the public water service to land owned by Joe E. and Janet L. Skinner on Linda Avenue, a paper street. Mr. Skinner was present at the meeting and stated the Health Department had approved the land for a septic system and further that he hoped to be able to start building in the spring. Following a discussion it was moved, seconded and voted to table the matter until Mr. Skinner ' s attorney has an oppor- tunity to discuss the matter of a well with the Building In- Spector. Read letters from Weston and Sampson concerning the Willow Street Interceptor. The letters dated March 21 and 25 respec- tively were accepted as a point of information. Mr . Russell reviewed the progress of his investigation on the MBTA-orange line extension and presented a draft of a letter to be sent to the Reading Planning Board citing the Board 's position with regard to the location of a terminal in Reading. It was moved, seconded and voted to endorse the letter and send it to Mr. Curt E. Nitzsche, Chairman of the Planning Board. Read memorandum from Assistant Superintendent John F. Tormey listing the names of the bidders for two Heavy Duty Snow Plows as follows: Anderson Engineering Company, Inc. , , Bleiler Equip- ment Company, Inc. , Dyar Sales and Machinery Company and C. N. Wood Company, Inc. It was moved, seconded and voted to award the contract to C. N. Wood Company, Inc. in the amount of $3,302.00 for two new Frink Snow Plows, Model OW 10 since this bid was the only one that complied with the specifications. The Board reviewed the various bids for Bituminous Materials as listed on the attached analysis sheet. Trimount Bituminous Products bid on all five items and was the low bidder on all items except Asphalt Cold Patch, their bid being $14.25 as opposed to a bid from Mass Broken Stone in the amount of $14.20 per ton. It was moved, seconded and voted to award the contract for bituminous materials to Trimount Bituminous Products. Bid results for Bear Hill Stand Pipe Painting Contract 75-5 were reviewed by the Board. The bids were as follows : Paragon Contracting Corporation $ 14,796.00 Southeastern Painting Co. Costello Ptg. Inc. 33,677.00 S. Rosenthal & Sons, Inc. 43,569.00 It was moved, seconded and voted to take the matter under advisement pending a report from the Engineering Division. ' Future meetings of the Board will be scheduled as follows: April 7, 1„7 and 28th. Superintendent Louanis reported that he had met with Rev. Paul Barnes, Mrs. Ruth Converse and John C. Zemlin together with a member of the architectural firm of Samuel Glaser and Partners to discuss the proposed location of a housing project for an elderly middle income group sponsored by the First Congregational Church. The land is adjacent to the Parker Junior High School and if the area were to be developed it would present a drainage problem. There could be a delay in sewer construction because of prohibition that might be put on us by the Water Pollution Control Authority. Traffic problems could arise since the only proposed outlet would be at the right angle of Temple Street. Public water supply for the area is available in Temple Street to handle the proposed , hundred and fifty housing unit. The report was accepted by the Board as a point of information. Price Industrial Ca mittee Regular meetings were hold on Monday evenings and addi- tional evenings as required. There were a total of Thirty- two meetings for the year. Acting as the Board of Survey, hearings were held to con- sider plans for severnl proposed developments and a totrl of twenty-four public meetings were held, end the foilouing sub- divisions ware approvod: Pine Grove Estates Parkview Fantasia Drive Pheasant Hill Estates In 1974 the Board, acting as the Board of survey, reviewed the present Rules and Regulations governing the Subdivision of Land and developed a revised set of rules and regulations that :rill become effective early in 1975. On November 13, 1974 the Board of Fublic wrks held. a Public Hearing at which time the citizens of the Tani Rare invited to came fon•ard nand express their thoughts concerning the needs of the Town relative to Parks and Playgrounds under the certroi of the Board of Public Works. As a result of this Hearing the Board has developed a five year construction pro- gram and plan to upgrade the maintenance of tho existin, ;,Cris and playgrounds. This is about Mia increase over the present outlet. The sewer construction program is proceeding on schedule in accordance with tho five year program printed in the Annual Report. It now appears that this program will be completed in 19`&'0. A program began in 1972 to improve the quantity and quality of the Fading water supply and is nearly complete and this should satisfy the Town's water supply needs until 1932. GENERAL Residential construction continued at a light pace. The Boord ecntinues to receive requests for vzrious services. Pro- grams have been established Within tM_ various divi;lons of the Deparbrfent and steady progress is being made in many ways. Sax, work has been let out to contract, such as Street Resurfacing and Sewer Main Construction, but most of the work is being done by Department personnel . BOARD OF SURVEY Th- members of the Board of PuLlic Works are ex—officio mmnbers of the Board of Survey. Acting as the Board of Survey, several hearings were held for tho consideration of individual street lavouts and for developments including several streets. Conforences were hold with developers, eontrsctors, and affected property ormcrs. Estimates were prepared and performance bonds secured for proper construction. All construction work by developers 1s supervised closely by the Board of Public Works erVloyees. The fotic*Ang subdivisions were under construction during 1974: "Belmont Park" Hemlock Road "Long Feeedow" Maple Ridge Road "Colonial 1 " Hodson Lano "Red Gate" Pasture Road "Pont eriy" Randall Road "Briarwood" Countryside Lane "Field Pond, Acres" "Colonial 11 " Environmental affects of subdivisions have becaro3 tho g'eat— est concern for the Board of Survey due to the change in State Law affecting wet lands and the fact that many of the areas of the Tarn that might b,, developed are in marginal locations. Therefore, a greater consideration must be given to the effect of the proposed developments on the wet lands, Town sewer system and the effect on the Reading water supply, road and drainage Systems. } ENGINEERING DIVISION [1.r The Engineering Division is essentialto the range long partment of Public Works for overall planning, both shortrange, and is doing an excellent job of providing the necessary engineering for all the department' s work as well as assisting other Boards and committees with engineering problems. Only a few items require the assistance of consulting engineering ser- vices such as large interceptor sewers and specialized studies. WATER DIVISION Residential construction remained at a light level . A total of 268.6 lineal feet of water main was installed. A total of 34 new water services were installed and 65 old ser- vices were replaced. PUMPING STATIONS AND FILTER PLANT Rainfall in 1974 was below normal , and the problems of water supply were not serious during the year. A total of 980, 229,800 gallons of water was delivered to the distribution system in 1974. The highest single day's consumption was 4, 300,000 gallons on August 14, 1974. The highest seven days' consumption for the period August 10, 1973 thru August 16, 1973 was 26,648,000 gallons. WELL FIELDS The tubular wells were cleaned, inspected, and repaired in the early summer months. One (1 ) gravel wall well was cleaned and redeveloped. HIGHWAY DIVISION Street Betterments Twelve streets ware accepted as public ways. The streets were: Keith Read, Red Gate Lane, Pennsylvania Avenue Extension, Landers Road, Covey Hill Extensiaz, Marla Lane Extension, Rustic Lane Extension, Audubon Road, Pitman Drive, Indiana Avenue Exten- sion, Apple Gate Lane, Deborah Drive. Portions of the following streets were reconstructed and covered with D1turinous Concretes Willow Street from. House No. 124 to Railroad tracks, Washington Street from Main to Village Street ` Sidewalk Construction and Maintenance Now sidewalks were constructed in various locations for in— dividual residences and sidewalks were reconstructed on the foilowhg streots: Main Street, Chapin to Haven Streets 246 Woburn Street and 206 West Street. Storm Water Drains This item eaztinues to be a source of constant request for facilities. A pro^ram has betn dsvcloped which includes those projects M,Ieh it is felt will be of most value and benefit to the Town end the Abutters. Under a steady annual appropriation nm ny problem areas have been eliminated. Maintenance of Storm Drains All catch basins were cleaned with a machenical cleaning machine. Culverts and ditches were cleaned as required to pre— vent flooding. Snow and Ice Several plowable snow storms occurredt also, several that required sanding Only. Additional equipment was hired and extra personnel eryaloyed as required. Ewry reasonable effort was made to plow and remove snow and return the Town to normal con— dition in each instance. Park and Playground Division Extensive maintenance kms acccrp-lished on all areas. Debris was removed, beds and walks edged, fertilizer applied' grass cut, loam and seed spread, play equipment repaired, bleachers repaired, fences repaired, brush cut and ramioved, ball fields maintained, I� tennis courts maintained plus many other related items of work. Men and equipment were placed at the disposal of the Recre— ation Committee and work done which would allow their program to be carried out efficiently. During 1974 the Department employed eight additional people during the summer months funded by Federal Funds to assist the Department in combating the ever increasing vandalism in this area. Park Construction at Glen Meadow, now in the second year of a three year program, saw the completion of basketball and tennis courts, and the 1975 construction program should result in the loaming and seeding and the regrading of the utility ball field. Sewer Division Sewer Construction, generally speaking, followed the program as printed in the Annual Report. Some changes in programing were necessary. Sewers were installed in several streets, with the work being done by contract. Sewer house connections were installed in 117 houses by Town Forces. The Licensed Drain Layers installed 113 house connections. Maintenance of main sanitary sewers was accomplished, using the new power operated cleaning machine. The sewer pumping stations at Sturges Rd. , Charles Street, Batchelder Road and Willow Street operated efficiently with no major problem. During 1974 a sewer blockage on Fairview Avenue caused extensive damage to one home and pointed out the need for the Department to purchase modern equipment and up—grade the level of sewer maintenance. The extension of the sewer system is progressing well and in 1974 approximately 2.75 miles of sewers were installed by the Town' s contractor . During 1974 the Board hired a consultant engineer to de- sign an interceptor sewer from the Willow Street Sewer Pump- ing Station along the Aberjona River to the M. D. C. trunk sewer located in Woburn. This-design should be completed early in the Spring of 1975 and it is hoped that the Town Meeting will appropriate the necessary funds to begin construction of the interceptor during 1975• Plans for increasing and improving the quality of the Town water supply at the One Hundred Acre Wells is approximately 90% complete and it appears this will be completed by early 1975• The planned modifications and additions to the Public Works Garage is progressing on schedule and should be complete during 1975. The need for a Master Drainage Plan is still of an urgent nature and it is hoped that the Town meeting will provide the necessary funds so that the necessary improvements to the storm water drainage system can be developed on a systematic basis. A review of the Town ' s Park and Playground facilities has indi- cated a definite need for development of more recreational areas in the northern section of Town and therefore it is recommended that a park be developed on land owned by the Town located off Franklin Street.
